What went down early April was an act of desperation by a cornered wolf. They know they cannot crush the NKR military, and have adopted terrer as official policy, that's their intent--to spread panic among the population, through inhuman acts such as we witnessed with the elderly folk and beheading/multilation of corpses, and threats to shell Stepanakert. Now they have run off with their tail tucked in between their legs, ready to snap out of fear. We must be on guard, to strike a final, devastating blow and settle the issue once and for all.

We did give them one last time, but now they forgot and they want some more. That strategy works only for some time. What we need to do is something like what Russia is doing in south ossetia/abkazia/crimea. Get a weapon that makes so much damage and threaten to use it against their energy infrastructure and actually do it once, to tell the world we have the guts to do that and they can't do xxxx about it. Then they will stay silent.

Quite interesting. My understanding: Yerevan is against any territorial concessions, and possibly against the deployment of "peacekeepers," be it Russian or otherwise.

YEREVAN, APRIL 20, ARMENPRESS. According to the Bonn International Center for Conversion report, Armenia is the 3rd most militarized country in the world. As “Armenpress” reports, according to the Index, the most militarized country is Israel, followed by Singapore. 3rd is Armenia, followed by Jordan, South Korea, Russia, Cyprus, Azerbaijan, Kuwait and Greece.

The report noted that 5.8 % of Armenian GPD is spent on the military. In the case of Azerbaijan, again 5.8% of its GDP was aimed at the military; however Armenia exceeds Azerbaijan by the number of soldiers per 1000 population.

The report says that Armenia and Azerbaijan invest huge resources to modernize and expand armaments because of the NKR conflict.

Was Yerevan's statements in response to Lavrov's visit and rejection of a Russian vision for a settlement? Interesting connections here going on...

Analysis: Russia’s likely settlement plan for Karabakh aims to foil U.S. offer

The two-day visit to Yerevan by Russian Foreign Minister Sergey Lavrov due to start on April 21 will come amid speculation of a new plan by Moscow to settle the Armenian-Azerbaijani conflict in Nagorno-Karabakh.

The Russian Izvestia newspaper published an article earlier this week, suggesting there is such a plan implying “painful concessions” that Russia is going to offer to the parties after four-day hostilities in the conflict zone in early April that left scores killed and wounded on both sides.

Armenian Foreign Ministry spokesman Tigran Balayan already confirmed earlier this month that Russia was intent on reviving its 2011 proposal, known as the Kazan plan, which is largely based on the so-called Madrid proposals of the OSCE Minsk Group and implies an Armenian withdrawal from several districts outside Nagorno-Karabakh proper, the introduction of peacekeepers (likely a Russian or Russian-led contingent) and a referendum on the region’s status.

It appears there is no common opinion on the kind of plan within the Armenian leadership. Whereas the Ministry of Foreign Affairs on the whole agrees to accept the plan as a basis for negotiations, the army leadership is throwing all its forces to defend the disputed land that Azerbaijan tried to seize by force in the early April operations.

On April 18, Armenian President Serzh Sargsyan went to Karabakh, where he visited military units and awarded soldiers and officers who defended the land with medals. This was widely perceived as a clear message that Sargsyan will not give his consent to the Russian plan if it implies territorial concessions.

Through its chief foreign policy spokesman in Armenia, the Armenian Revolutionary Federation (Dashnaktsutyun) party, which is now part of the Armenian government, has also indicated the inadmissibility of territorial concessions.

Many experts question the prospect of the Russian plan to succeed, but they say that it is aimed not so much at resolving the conflict as trying to foil the American plan to do so.

For over a year now the United States has been offering through his OSCE Minsk Group co-chair its own plan of, if not settling, then at least stabilizing the situation in the conflict zone. Washington suggests placing in the Karabakh conflict zone monitoring mechanisms which will determine the violator of the ceasefire regime. Now the international community supposedly cannot do that.

Armenia agrees to such a plan, but Azerbaijan rejects it, because it thinks that this way the current status quo and the boundaries will be strengthened. It is for breaking this status quo that Baku resorted to large-scale military actions earlier this month, but eventually it failed to change the existing boundaries.

Russia seems to be offering to change these limits. According to some reports, Moscow offers to Armenians to withdraw their troops from certain areas, but not give them right away to Azerbaijan, but turn into a “security zone” with the deployment of Russian troops. However, even Russian experts admit that Armenia’s consent to such a plan is unrealistic.

Against this background Lragir.am commentator Hakob Badalyan notes that the “Lavrov plan” is likely to be aimed at scuttling the American proposals.

The issue of introduction of Russian peacekeepers appeared already to be well on the agenda right before the downing of a Russian jet in November by turkey last year, which side-tracked things. I think what's going on, is this issue is back on the table again.

We have to heat up the fronts on the week of the Formula 1 race in Baku. We are too civilized, too shy, too polite... the typical nice guy armo..I hate it so much.

And it does not even get us any credit or respect to be the nice guy. It's the bad guy who is being rewarded. It's almost as if we have anything to lose that we are trying to be the nice guy. Respecting that joke of a ceasefire, countless attacks and humiliations on the international stage and to put the icing on the cake, our "ally" snubs us any chance he gets. why do we give a xxxx about this peace process? Even a mule knows there can't be peace with these barbarians.
