No, you are exaggerating or understood it wrong.
Since Armenia is a member of the Eurasian Union and Iran is not, it's against the law of EEU to bring in cars from Iran, since you can drive it all the way to Russia and sell it there, since there are no economic borders (supposedly).
My relative brought his car from Dubai without paying customs fees and registered it in Armenia under the "Hayrenatarts" law.
I brought 1 ton of furniture and household items which are my own belonging from Beirut to Armenia without paying customs also under the same law.
It has nothing to do with oligarchs at all.
You can order any car you want from the USA online and get it shipped to port of Poti in Georgia, and then get it to Armenia.
Or you can go to Russia and drive any car you want and get it to Armenia without customs or VAT.
It's more about the lousy Eurasian Union pushing Armenians away from the Iranian market where they produce cars, than oligarchs.
