Iskander is definitely outside the $200 million deal, it has been repeated by both Russian and Armenian military sources. As for Smerch, my belief is that we have had Smerch for a few years already but that we received more Smerch + newer/different rockets as part of the $200 million deal. Interesting that all of a sudden our average military videos featuring Iskander and Smerch. This indirectly proves that the military makes an effort to only show whatever it wants, whenever it wants.
