Incomplete title, it should զինծառայողՆԵՐ as it states in the article that besides the suicide, there was an Azerbaijan soldier from Aghdam who was wounded in April 4-day war who died of his wounds on October 30.

This two pictures is of Finnish SAKO TRG. I can't tell if it is 42(.338 LM) or 22(.308)?
If it is TRG42 then effective kill range is 2-2 1/2 KM, If the scope is high quality.
I've got one with very high end scope and the whole thing cost more than $10k.
But if you do not reload then .338 lapua magnum bullets cost about $5 a round. In one word, the weapon is one of the best for money, but ammunition is very expencive. Imagine our MOD spending thousands of dollars on ammo just to train one sniper.
I would advise to our MOD in training snipers with a .308 caliber rifles because the bullets are cheap and everywhere, even Russians produce it. This can easily be used for 1000 meter trainings, where spotter/shooter tactics and ballistics rules apply.
Any larger caliber like .338 or 50cal has to be assigned to contract officer sniper that is a career soldier. On this cadre then all the effort can be spent in training to reload their own bullets (which will bring down the cost and increase accuracy significantly), and rifle should be assigned per person. That way each sniper will get accustomed to their weapon and take care of it. Much like pilots to aircraft.

P.S. Sometimes I think of bullets shot by regulars VS sniper bullets as like unguided missiles VS guided ones. How we speak of Lazer guided ATGMs versus RPG7s.
It's just sniping has been looked down from 200 years ago when not standing in front of your enemy open and killing in hiding was concidered dishonorable.
Sniper's effects is mostly overlooked in most armies except NATO members.
But let's look at the April war.
Each side lost about 100 people, but that war's repercussions were enormous. It's like we fought a year of war. In Armenia there was A putsch allmost, because of it. It has altered regional politics and changed plans for future conflicts in both countries.
So this may become the norm that small but intense wars are fought that effect very large issues.
In this situation sniper's effect multiplies in war.
Imagine 8-10 teams across the frontline doing their picks in that dust and rumble.
They can add another 100 to the count of enemy KIA just on one day.
So given the publicity of losses and information spread and psichological effect in enemy population plus political effects, snipers are probably most effective armaments for the bang. Maybe more than Iskanders for a given scenario, we might not always use Iskanders, but in any size of conflict, sniper use is a given.
