What's your opinion on the significance of this?

These two do not make political decisions. Attached is a better link on the topics they will cover.
As far the location … The world is getting divided between NATO and Russia and it seams azeristan's lost and uncertain tendency will serve for a “neutral” ground.
Also, the locations is distant form Russia' Northern heated borders yet it sends a message to Russia we can still be in your southern sphere at will.
It will result in nothing other than the Iranians dispatching their highest spy personnel to get a summery of the meeting’s details.
The sultan will have a grin and most likely he will discuss in private the Artsakh issue. Gen Dunford will mention something in the line of azerbaijan integrity though peaceful soution (as in fck off we got it already aliyev we have better things to solve).

^^^ Also, forgot to mention the azeri "media" will twist and turn all kinds of BS on how the U.S. General said all kinds of BS (expected). Most likely they have written the outcome of the meeting by now.

I wish Armenian soldiers would stop taking pictures with them smoking cigarettes, makes us look like a third world country without military discipline.

I'm all for ending cigarette smoking but I'm pretty sure you wouldn't say this country is a third world country without military discipline.

Actually it is becoming evident, as time goes by, that world is going to be divided between eastern and western alliances with china leading eastern part. Chinese are going thru huge military buildup and might achieve superiority over NATO in one or two decades.
Right now Russia seems powerful and prime player because it has been #1 on wests political and propaganda scopes. Also Middle East events and political vacuums gave Russia opportunity to establish power platforms for itself.
Soon, pacific and China are going to become world center stage.
Position of Russia will become a power broker between east and west. West might even pull back Russia to its circle because Russia alone with it's geography and resources can give west a leverage needed over China. If Russia commits to complete alliance with china, then west has no chance of balancing the power.
However small, Armenia and Azerbaijan have to calculate carefully. Declaring complete alliance with any one, Russia or EU will hurt options or political capital in future because Russia and west can do major geostrategic flip flops which can damage small allies great deal.

Sorry to brake to you friend but Armenia is a third world country with SEMI- discipline military
