Despite what LTP is saying nobody is responding in agreement ( political parties ).

What he or the International community decide to give to Azerbaijan clearly is not satisfying the Sultan.
So what LTP is talking about is irrelevant.

According to the Azerbaijan constitution, no land can be ceded.
Firstly they have to change their constitution, referendum and all.
The change in the constitution has to allow parts of the country to cede through referendums.
This could trigger other parts of the country to want the same.

Therefore it is no surprise that the Sultan is not dancing to the tune LTP thinks everybody will dance to.

Both Armenia and Azerbaijan feel their security and integrity will be undermined by any change in the status quo that puts it at a disadvantage.
Compromise solution provides just that.

Sadly the achievement of peace may require another war.
If we do not have another then we have to settle more of the same.

YEREVAN (Sputnik) — In February, Azerbaijani Foreign Minister Elmar Mammadyarov said that the presence of the Russian military base in Armenia is Moscow’s and Yerevan’s business, but Baku is taking it into account.
"We are interested in military equipment that could balance Azerbaijan's growing [military] arsenals and prevent the use of a number of weapons systems deployed on combat duty in Azerbaijan," Sargsyan told reporters.

The Erebuni base was formed in 1995 and the MiG-29 Fulcrum multirole fighters were deployed there in 1998, according to the Russian Defense Ministry. In July 2001, the units at Erebuni were incorporated into an air division of the Russian 102nd Military Base in Gyumri, Armenia.

Russia has reinforced its military base in Armenia with attack and transport helicopters, the Defense Ministry said earlier."
