Did some googling, the company seems to be as Canadian as Caspian Caviar. The guy who runs it is an Azeri. It seems to be an Azeri owned company that builds armored cars, and now they're selling them to Azerbaijan. I think that since the nature of these weapons isn't offensive, the Canadians are allowing it. The Canadian arms industry has been involved in a lot of scandals, primarily concerning Israel/Palestine lately.
