It will be a nice business to start. For a smart business person they can get a contract from our military and make it happen.
Even at $1000 net profit per 4x4, building 10 units per month is still a good business. My guesstimate it will be around $8000-$10000 per unit for a heavy duty military versions.

Go to google for off road conversion parts. You can find everything you need. From special axels to tie rods or shocks or brakes systems.
Like you said, buy Japanese engine/transmissions cheap.
Most of stuff is imported to US or anywhere. You buy from the source You don’t even need to beg anyone for license and parts.
Powertrain can be assembled on a chassis cut and weld from tubes and plates by a grange sized shop.
