ՀՀ զինված ուժերում 2011 թվականի ընթացքում արձանագրվել է մահվան ելքով դեպքերի կտրուկ նվազում: Մասնավորապես` ամփոփումները վկայում են, որ 2011թ արձանագրվել է զինվորական ծառայությունն անցնելու հետ կապված մահվան 36 դեպք (որից 30-ը հանցագործության հետևանքով, այդ թվում` 10-ը հակառակորդի կողմից կատարված)` 2010 թվականին գրանցված 54 դեպքի դիմաց:
Այսինքն` ՀՀ զինված ուժերում արձանագրված զինվորական ծառայությունն անցնելու հետ կապված մահվան ելքով դեպքերը 2011 թվականին նվազել են մոտ 33.3 տոկոսով: Ընդ որում` անցած տարի գրանցվել է ծառայություն անցնելու հետ կապված սպանության երկու դեպք, նախորդ` 2010 թվականին սպանության 17 դեպքի համեմատությամբ: Այսինքն` այս ցուցանիշը նվազել է շուրջ 80,8 տոկոսով:
Իհարկե անգամ մեկ մահվան դեպքը զինված ուժերում խիստ մտահոգիչ է եւ մարդու կյանքի մասին գնահատականները տալ թվային կամ տոկոսային վերլուծությամբ գուցե այնքան էլ ընդունելի չէ, սակայն, այնուամենայնիվ, ակնհայտ է, որ մահվան ելքով դեպքերը զինված ուժերում ակնհայտորեն նվազել են եւ զինվորական դատախազությունը շարունակելու է հետեւողական քայլեր ձեռնարկել զինված ուժերում հանցավորության դեմ պայքարն առավել արդյունավետ դարձնելու, պատժողական համարժեք քաղաքականություն իրականացնելու ուղղությամբ:
Կարեւոր է փաստել նաև, որ 2011թ. ընթացքում ՀՀ զինված ուժերում արձանագրված ընդհանուր հանցագործությունները 2010թ համեմատ նվազել են շուրջ տաս տոկոսով: Փոխարենը ավելի քան կրկնակի աճել է պետությանը պատճառված վնասի վերականգնման ցուցանիշը: Այսպես. եթե 2010 թվականի պետության շահերի պաշտպանության նկատառումներով կատարվել է 301 ուսումնասիրություն, եւ պետությանը պատճառված վնասից վերականգնվել է 430 մլն 266 հազար դրամ, ապա 2011 թվականին զինվորական դատախազությունը կատարել է 591 ուսումնասիրություն, որի արդյունքում վերականգնված վնասը կազմել է 933 մլն 895 հազար դրամ:
Հանցագործությունների թվի նվազումը ուղղակիորեն պայմանավորված է նաեւ ՀՀ զինվորական դատախազության եւ ՀՀ պաշտպանության նախարարության կողմից իրականացված եւ իրականացվող համակարգային բնույթի հետեւողական աշխատանքներով, որոնք իրենց հիմքում ունեն օրենքի առջեւ բոլորի հավասարության, ցանկացած իրավախախտման, այդ թվում` հանցագործության նկատմամբ անհանդուրժողականության եւ անպատժելիության մթնոլորտի բացառման սկզբունքները: Այդ նպատակով իրականացվում են համատեղ գործնական-կանխարգելիչ եւ օրենսդրական բնութի միջոցառումներ, որոնք երկարաժամկետ հա-մակարգային առումով հանգեցնելու են զինված ուժերում կարգապահության բարձրացմանն ու, հետեւաբար, հանցավորության մակարդակի կայուն եւ հաստատուն նվազմանը:
Ի թիվս այլ միջոցառումների` հատկապես կարելի է առանձնացնել դեռեւս 2011թ. սեպտեմբեր-հոկտեմբեր ամիսներից ՀՀ պաշտպանության նախարարի եւ ՀՀ զինվորական դատախազի կողմից նախաձեռնված ՀՀ զինված ուժերի կարգապահական կանոնագրքի և ՀՀ քրեական օրենսգրքի զինվորական ծառայության կարգի դեմ ուղղված հանցագործությունների գլխում փոփոխություններ կատարելու գործընթացը, որոնցով մասնավորապես սահմանվել են կարգապահության բարձրացմանն ու հանցավորության նվազեցմանն ուղղված առանձին կանոնակարգումներ, ներառյալ, բայց չսահմանափակված, նոր հանցատեսակների եւ պատժատեսակների սահմանում, կարգապահական խախտումների որոշակիացում և հստակեցում, ինչպես նաեւ` կարգապահական նոր արդյունավետ միջոցառումների ներդնում:
Վստահեցնում ենք, որ ՀՀ զինվորական դատախազությունը, ՀՀ ՊՆ քննչական ծառայության և այլ համապատասխան ստորաբաժանումների հետ համատեղ, ինչպես նաև հասարակության աջակցությամբ, 2012թ եւս շարունակելու է հանցագործությունների կանխարգելման, բացահայտման և հանցագործություն կատարած յուրաքանչյուր անձի համարժեք քրեական պատասխանատվության ենթարկելու ուղղությամբ իրականացվող գործընթացը:

Ադրբեջանի երեք քաղաքացիներ, Իրանի հատուկ ծառայությունների պատվերով Բաքվում ահաբեկչական գործողություն են նախապատրաստել, որի թիրախները պեռք է լինեին բարձրաստիճան պաշտոնյաներ:

Նման տեղեկատվություն է հրապարակել Ադրբեջանի պետական հեռուստատեսության «Խաբերլեր» լրատվական հաղորդման ժամանակ: Ըստ այդմ, ահաբեկչական խումբը ձերբակալվել է Ադրբեջանի ազգային անվտանգության նախարարության օպերատիվ գործողությունների արդյունքում: Այդ խմբում ընդգրկված են եղել Ռասիմ Ալիեւը, Ալի Հուսեյնովը եւ Բալագադիր Դադաշեւը:

Ահաբեկչությունն, իբր, պետք է իրագործվեր 2011 թվականի օգոստոսին եւ ուղղված լիներ «մի շարք հասարակական գործիչների ու պետական պաշտոնյաների գործունեության դադարեցմանը»:

Որոշ վերլուծաբաններ կարծում են, որ սա Ադրբեջանի կողմից հակաիրանական հերթական քայլն է:

In principle, it’s already a year Baku has been spending an abundance of funds on weapons, so it’s not a big deal for her to buy such aircraft. But there is one important fact: Azerbaijan cannot buy these aircraft from the U.S. due to restrictions. Neither do the NATO countries have the right to transfer or sell weapons, military equipment and aircraft to conflicting countries, except for Georgia. So, only Turkey is left, or any other country, for example, Israel, with which Azerbaijan holds better relations than with Turkey. But the question is why Azerbaijan needs these fighters. Do they serve as means of psychological pressure and intimidation against Armenia and Nagorno-Karabakh? Azerbaijani leadership should long have realized that this kind of “horror stories” have no effect on Armenia. Neither on Iran, although military expert Jasur Sumerinli believes that American experts are already attracted by the Azerbaijani side to modernize the military airfield in the village Tagiyev. He also believes that the purchase of F-16s is in the interests of Azerbaijan and the aircraft are not directed against Iran, but they are to ensure the security of energy resources of Azerbaijan on the Caspian Sea. This kind of explanations are worthless, because, as you know, F-16 is an offensive weapon, which if necessary, can be successfully applied both against Iran and Nagorno Karabakh. But an important question arises: who will be flying these aircraft? Of course, Azeri pilots can be trained, but given the level of general training of Azerbaijani Armed Forces, it may take too long. Let us not forget that only recently have Azerbaijani snipers learned to shoot to kill. But, in general, if Ilham Aliyev wants to waste money on expensive equipment, let him do so. The only concern is that there will come a time when this weapon may shoot, and it’s then that Armenia and the whole region will have to worry.

Establishment of a new Azerbaijan with a population of over 30 million can seriously affect the balance of power in the region; that is why Aliyev will not be allowed to materialize his dreams. Americans calculated that it would be more profitable to produce weapons in Azerbaijan, rather than transport them from the U.S.. However, the agreement was terminated on the grounds that the customer was dissatisfied with the quality of output produced in Azerbaijan,” the Azeri expert said.

Various kinds of propagandistic and militaristic statements that appear in the media before the scheduled meeting of the Presidents of Armenia and Azerbaijan mediated by Russian President Dmitry Medvedev have long become a tradition in Azerbaijan; accordingly, no one pays any attention to them. The main thing for the U.S. and the West in general, together with Russia, is to prevent the realization of Aliyev’s ideas on a united Azerbaijan and to curb Iran's nuclear program. The reverse order is also feasible.

If it's true, it is such a ridiculous purchase. It's like the country is run by a child playing a war video game simulator. I can't really see how it would be useful in Karabakh, I am no military expert of course, perhaps someone can explain. And they wouldn't dare use it on Armenia proper if it means Russia would get involved directly. As far as Iran is concerned, I don't know what one F-16 would do, considering Israel has dozens of F-16 and F-15s. Again, just feels like a child making national decisions. Can't wait until the day their oil dries up to see what these baboons would have to do when to survive. As far as psychological advantage, the people of Artsakh fought and won when they were farmers, priests, and blacksmith fighting with household firearms against a professional army, I am sure they won't be daunted by a fancy plane.
