    This is just another article written by propaganda reporters.
    It's like the same situation again, when the Karabakh war happend
    back in 1992 Armenia was dirt poor, Azergayjan had money, geuss
    what we won. It's like this you can have all the money in the world
    but if you don't know how to play the game, then your money is no
    good.

      It's the same sort of propaganda fiction they wrote in WW1...you see Azeri's have still not left the WW1 mindset and wander around in self-denial after losing the war to Armenia.

        According to him, it was Armenia Azerbaijan was going to attack, not Karabakh. “Still, NKR is the main target to Baku. NKR borders are more protected. Upon attacking Armenia, Azerbaijan would wait for NKR forces to withdraw from the border to next attack NKR.”

        “Should Saakashvili’s plan be fulfilled, Azerbaijan would attack Armenia, citing the example of Georgia,” ADP Leader noted, adding that Azerbaijan has long been ready with a reason to attack Armenia.

        “Armenia has to be ready for everything, even war for liberation of NKR,” ADP Leader stated.

Baku showed no reaction to mediators’ recent offer to withdraw snipers from contact line,” Babayan noted, adding that RA and NKR armies have to be ready for a war. According to Samvel Babayan, Azerbaijan’s demands to cede all NKR territories are absurd, so one must prepare oneself for the worst in these circumstances.

            “Watching Azerbaijan to replenish its army, one can safely say Azerbaijan is preparing to resume hostilities. I believe war will be started in near future,” Samvel Babayan emphasized.

                Notice the bolded part omits the portion of Mardakert that is still officially declared to be under Azeri control. Could this be the reason why?

                NKR Defense Minister – “We will attack if the situation so demands”

                Today, NKR Defense Minister Movses Hakobyan responded to reporters who asked about recent rumors regarding a possible preemptive strike by Karabakh forces by stating that no such preparations were in the works.

                “The NKR Defense Forces are presently engaged in purely defensive measures, ensuring the security of the Karabakh people. But it can’t be ruled out that we will mount an offense if the situation calls for one,” DM Hakobyan declared.

                When asked by a “Hetq” reporter if the NKR Defense Forces weren’t preparing to liberate the territories still under Azerbaijani control, like Shahumyan and a portion of Martuni, DM Hakobyan noted, “Naturally, our prime aim is the security of our people which can be ensured from ma defensive posture. But, a defensive war includes defensive measure, attack and counter-attack operations. Rest assured that we have honed all these operations and that corresponding measures are being enacted along these lines.”

                The Defense Minister noted that the liberation of the territories in question falls within a general operation that can also be implemented if Azerbaijan resumes military operations. “We are planning for such steps that will force the enemy to once again quickly sit down at the negotiations table.”

                DM Hakobyan added that the military capacities of the NKR armed forces are more than adequate to meet any challenges that might arise, adding that this doesn’t mean that they are satisfied with what they have. Parallel to efforts to maintain what we have in a state of military preparedness, we are also procuring new weapons systems and equipment.

                DM Hakobyan stressed the air space over the NKR is also satisfactorily protected. He claimed that there isn’t one square meter of Karabakh land that isn’t being monitored and that the NKR is also monitoring enemy air space several kilometers behind its borders.

                Defense Minister Hakobyan – There Can be No Talk of Concessions

                m-hakobyan_23.07.09When asked about the updated Madrid Principles and the call for the return of territories, NKR Defense Minister Movses Hakobyan responded by saying that while the ministry isn’t engaged in political affairs he viewed them more as proposals and not as a document to be signed.

                DM Hakobyan told reporters today that there could be no talk of concessions given that Karabakh is not a party to the negotiations process. “Everyone understands that without the expressed will of the NKR people it will be impossible to resolve the conflict,” he noted.

                The minister also commented on the recent incident involving two Armenian soldiers winding up in Azerbaijani territory by saying that contrary to Azeri reports that the two voluntarily handed themselves over to Azeri forces, the two new conscripts tried to go AWOL and wandered across the border by mistake.

                DM Hakobyan said that efforts were being made to have the two returned to the Armenian side.
