Capitulation of Germany is an unconditional surrender and it's something completely different.After all there wasn't a governing body left aftermath.
This has not necessarily been the case for Ottoman Empire.

You did this treaty with Turkish Republic in 1920 and legally invalidated treaty of Sevres.
After Turkish Independence War (with Turkish Victory) England,Greece,Italy and France also invalidated treaty of Sevres by doing new treaty which was Treaty of Lausanne ( http://en.wikipedia.org/wiki/Treaty_of_Lausanne )
So Treaty of Sevres is invalid this mainly blocks improvement of Turk-Armenian relation... This is more important problem than recognizing genocide.
