Knesset panel to consider recognition of Armenian genocide

The Israeli Knesset decided Wednesday that a parliamentary committee will hold an unprecedented hearing on whether to recognize the World War I-era mass murder of Armenians by the Ottoman Empire as a genocide, Haaretz.com reports.

The decision to hold a hearing, which was proposed by Meretz Chairman Haim Oron, was approved by a 12-MK margin. The government did not oppose the motion.

The Knesset House Committee will decide whether the issue will be handed over to the Knesset Education Committee, as Oron wants, or to the Foreign Affairs and Defense Committee, as requested by Yisrael Beiteinu MK Yosef Shagal. The latter generally holds hearings behind closed doors.

Oron wants the committee to recognize the Armenian genocide, pointing out that similar recognition has been afforded recently by the French parliament and the United States Congress.
"It is appropriate that the Israeli Knesset, which represents the xxxish people, recognize the Armenian genocide," said Oron. "It is unacceptable that the xxxish people is not making itself heard."

Israel's the most morally bankrupt country in the world. They might have worsening relations with Turkey for the moment, but the AG card is the strongest counter-attack to Turkey and can only be used once. Are we sure Israel is ready to use this now?

The Israeli Parliament will not submitted the fictional "Armenian genocide" issue for discussions, Turkish ambassador to Azerbaijan Hulusi Kilic told journalists today.

"Our position is that the parliamentarians should give an opportunity to historians to study this issue. I think that Israeli Parliament will not take a false step," Kilic said.

According to him, Turkey has many friends in Israel.

The meeting of the Left parties faction represented in the Knesset adopted a decision on submitting the fictional " Armenian genocide" for discussions.

Twenty MPs participated in the voting, 12 of whom voted for the decision and eight - against. The decision has been represented to the Israeli Parliamentary Committee on Foreign Relations and Defence.

Armenia claims that the Ottoman Empire committed "genocide" against Armenians living in Anatolia in 1915. Making greater efforts to promote the issue internationally, Armenians have achieved its recognition by parliaments in some countries.

The chairman of opposition “Maretz” party Haim Oron stated; “We as a nation suffered from Genocide we are obliged to be compassionate with others’ sufferings. The justice should be restored.” Turkish Zaman writes.

During the panel discussion of 25 minutes opinions for and against were voiced. “Our home - Israel” partys Robert Italov said that Knesset wasn’t a place to discuss Armenian Genocide. Another Israeli politician recommended Knesset’s Committee on Foreign Affairs and Defense to discuss the issue.

According to the Turkish media though Israeli-Turkish ties are tensed, working visits among the officials are scheduled and they do take place.

Turkish Foreign Ministry said the Israeli Parliament Knesset's decision to accept a proposal to discuss the Armenian allegations regarding the incidents of 1915, was an attempt expected to fail like previous ones.

Foreign Ministry Spokesman Burak Ozugurgun, commented at a weekly press conference on Knesset's decision to accept the leader of Meretz Party Haim Oron's proposal to debate the Armenian allegations regarding the 1915 incidents as genocide.

Ozugurgun who pointed out that similar proposals were discussed at Knesset in the past said, "We expect such attempts to fail like the examples in the past."

"Not just the Israeli Parliament. But Turkey's views on judgement of history by parliamentarians, in general, is well known. It is better to leave interpretation of history to historians," said Ozugurgun.

Ozugurgun who said that Foreign Ministry Undersecretary Feridun Sinirlioglu would shortly travel to Israel for regular consultations, adding that the Middle East peace process as well as the course of Turkish-Israeli relations would be discussed.

With 12 pros and 8 cons the Israeli Knesset approved Thursday a motion to discuss the recognition of the Armenian Genocide in one of its committees.

Haim Oron, a supporter of the Genocide issue in the parliament, delivered a 15-minute speech on the issue, the discussion took 25 minutes.

Oron wants the committee to recognize the Armenian genocide, pointing out that similar recognition has been afforded recently by the French parliament and the United States Congress.

Lachin Sultanova – APA. “Armenian genocide” issue was raised at the Israeli parliament for several times and every time it was sent t the parliament’s foreign affairs and security committee”, member of the Israeli parliament’s foreign affairs and security committee, head of the Israel-Azerbaijan parliamentary friendship group Robert Ilatov told APA speaking about the “Armenian genocide” issue on agenda of Knesset.

He said they asked the parliament to remove the issue from agenda, but they were rejected. “The issue was raised at the parliament and sent to the committee several months ago, but it was not discussed so far. It is rare case at the Israeli parliament. Usually we don’t discuss the issues concerning two conflicted sides. Our faction will save its position not to interfere in the problems between Turkey and Armenia”. The parliamentarian said that the committee didn’t review such documents usually.

Ilatov said the committee had not enough authority to investigate such issues. “Therefore I consider that the plenary session will not pass decision on that”. He added that there are discords on whether to hold discussions behind the closed doors or not. The Knesset’s standing orders committee will make decision on this issue.
Answering the question of the journalist, Ilatov said Israeli government had an experience to make recommendations to the parliament and every ministry, including foreign or defense ministries can be recommended not to interfere in the conflict.

As regards the possibility that Foreign Minister Avigdor Lieberman may give such a recommendation, Ilatiov underlined that he did not doubt it.
“Our position is very clear. Six of the eight parliamentarians, who yesterday voted against the decision, are the members of Israel - Our Home, the party led by Lieberman. As I said yesterday, we are not the Committee on Human Rights, or UN, we do not have any tool to check the correctness of the facts, this is the problem of the two sides, they should solve it themselves. We should interfere in this conflict. We will express similar position in the committee for foreign affairs and security,” he said.

Commenting on the fact that there were Arabians among those who voted for the decision, Ilatov said 10 out of 120 members of the Knesset are Arabians. He added that Arabian parliamentarians vote for all decisions that are against Turkey.
12 members of the Knesset voted for, 8 against the inclusion of the so-called Armenian genocide into the parliament’s agenda. There are Arabian parliamentarians among those who voted for the inclusion the issue into the agenda.

Israel’s parliament has given the first go-ahead for a discussion on claims of Armenian genocide, a move likely to exacerbate the country’s existing tensions with Turkey.

In reaction to the vote in the Knesset, the Turkish Foreign Ministry said the issue should not proceed any further. “We expect this attempt to bring no result,” Foreign Ministry spokesman Burak Özügergin said at a weekly press conference in Ankara on Thursday.

In a vote on Wednesday, the Knesset decided to send a proposal calling for debate on genocide claims to the House Committee. This committee will decide whether the issue will be handed over to the Education Committee, as requested by the chairman of the left-wing Meretz party, Haim Oron, who tabled the proposal, or to the Foreign Affairs and Defense Committee, as requested by the government. The latter generally holds hearings behind closed doors.

The proposal was passed with 12 votes in favor and eight against. “We ought to be sensitive and open to the sorrow of others as a nation with a history of experiencing genocide,” Oron said in a speech before the vote. Advocating the necessity of recognizing Armenian genocide claims, Oron said justice needs to be implemented.

The Knesset in September of last year declined to discuss proposals for the recognition of the alleged Armenian genocide in the Ottoman Empire.

Turkey, whose ties with Israel have been strained over Israeli actions in Palestine, rejects the genocide claims, saying both Turks and Armenians died as Armenians revolted against the Ottoman Empire during World War I in cooperation with the Russian army, which was then invading eastern Anatolia, in the hopes of creating an independent Armenian state.

“Our position is clear, not only about the Israeli parliament but about all parliaments’ attempts to judge history. History should be interpreted by historians,” Özügergin said. Last month, Turkey recalled its ambassadors to Sweden and the United States after resolutions were passed by lawmakers in both countries endorsing the genocide claims. The two envoys were sent back, however, after Turkey received what it called “satisfactory messages” from the US and Swedish administrations.

Turkey and Israel have been at loggerheads over the past two years due to Israel’s policies in Gaza. For many years the xxxish Diaspora was lobbying to block the passage of genocide resolutions in the US House of Representatives. Foreign Ministry Undersecretary Feridun Sinirlioğlu will be in Israel soon for discussions on bilateral ties.

Speaking on behalf of the Israeli government, Environment Minister Gilad Erdan said Israel does not think it needs to judge what happened in history. Parliament Speaker Reuven Rivlin, however, underscored that this is not meant as a provocation against Turkey, while also emphasizing that it is not appropriate for the Knesset to ignore this.

Speaking during discussions before the vote, Dov Henin from the Hadash party said it is necessary to be sensitive to the pain of other nations while adding that it is important to think of the ethical dimension of the issue despite diplomatic sensitivities

Uri Orbah, from the Habayit Hayehudi party, asked deputies to display solidarity while expressing his support for the proposal. He added that the Israeli nation should learn lessons from the tragedies of others.

Conversely, Robert Ilatov from the Yisrael Beiteniu party said the place to discuss this issue is not the parliament. Noting that they should not intervene in this and that they are not an international interrogation committee, Ilatov said the issue needs to be resolved between the two nations involved.
