I'm not sure this is accurate.
Other sources say that the russian helicopters are hoovering over the zone, in a search and rescue operation, and one helicopter was shot by a ground launched missile (Manpad? Tow?), but the heli was damaged, not destroyed.

News Analysis: Crimean Tatars Push Kyiv's Hand On Recovering Crimea
      rferl.org
      By Robert Coalson
      November 24, 2015

When activists prevented authorities from repairing destroyed power lines that sent electricity from the Ukrainian mainland to Crimea -- which was annexed by Russia in 2014 -- they threw down a serious challenge to Kyiv.

The activists -- led by the Crimean Tatar community -- are increasingly disenchanted with the central government's previous policy of trying to minimize tensions along the administrative line and in southeastern Ukraine generally while confronting Moscow on the international level.

"The logic of those people who are calling for a goods blockade and an electricity blockade boils down to the idea that the key to returning Crimea is now not in the hands of the people of Crimea, but in the hands of Moscow," says Ukrainian journalist Pavel Kazarin.

"That means it is necessary to make it as costly as possible for Moscow to maintain the peninsula, to hang on to the annexed territory. This is the position of those who are enforcing the electricity blockade," Kazarin adds.

The idea, he says, is to burden the limping Russian economy as much as possible.

      Power Takedown

The destruction of electricity pylons by unidentified attackers and the blocking of roads to prevent goods from entering Crimea represent a significant ramping-up of local tensions and a direct confrontation to Moscow. Previously, the government of Ukrainian President Petro Poroshenko has largely followed a strategy of trying to minimize direct tension between Crimea and the rest of Ukraine with the hope that Kyiv's successful Eurointegration policies and other reforms would entice locals to want to return to Ukraine.

Pursuant to this line of thinking, Kyiv negotiated a deal to provide Russian electricity to the peninsula and declared the region a free-trade zone, meaning that Ukrainian providers could effectively trade duty-free with Russia. Crimean Tatar activists say the policy also prompted Kyiv to downplay human-rights violations on the peninsula and the disappearances of Crimean Tatars that they say are carried out by local, Russia-backed security organs.

      ▶0:00:00⇱

WATCH: 'They Want To Scare Us': Crimeans React To Blackout

But Crimean Tatar activists and others allied with them say that policy has not produced any results, has merely cemented Russia's de facto hold over the region, and has given Russia the time needed to undermine Ukraine's leverage by building infrastructure across the Kerch Strait.

"The [Ukrainian] government's inaction -- let us put it this way -- was the catalyst that made the leaders of the Crimean Tatar nation and its activists act," said Ukrainian Crimean Tatar Nation Rights Defense Committee coordinator Synaver Kadyrov on Ukrainian television on November 23. "You know, we cannot be indifferent to the situation of our [Crimean Tatar] compatriots in Crimea."

Poroshenko's government made a partial concession to the activists on November 23 by ordering a "temporary" halt to goods shipments to Crimea. The activists, however, have blocked the roads to the peninsula for more than a month now, so the cabinet's move does not change the situation on the ground. At the same time, the political allies of the protesters say the move is too little and does not reflect a change in strategy.

"Trade with occupiers must stop," says Verkhovna Rada Deputy Ihor Lutsenko, of the opposition Batkivshchina (Fatherland) bloc. "As far as I understand, there is an agreement that the free-trade regime that allows this trade will be suspended by a decision of the cabinet. But this is actually a step backward -- a law is a much more stable mechanism for regulating our relations with Crimea."

      Fraught With Danger

If there is "proper" legislation on this matter, Lutsenko says, "we won't need any blockades or constant tensions."

But the loss of initiative is fraught with danger for Poroshenko and Ukraine's central government.

"Any government must exercise a monopoly over violence," journalist Kazarin says. "[Former President Viktor] Yanukovych didn't lose the moment the first protester threw a Molotov xxxxtail [during the 2013-14 Euromaidan protests], but at the moment when someone threw a Molotov xxxxtail and knew there would be no consequences. Now in Kherson Oblast [on the administrative line with Crimea] there is an open conflict over who has the power -- the activists or the government."

"[The government] must take up the initiative, and it must determine its own strategy on Crimea in order to survive, in order to keep the activists from replacing the government -- that is the first thing that official Kyiv demands," he concludes.

The consequences of adopting a harder line on Crimea and endorsing the energy blockade could be severe for Kyiv. Moscow has already said it will cut gas supplies to energy-dependent Ukraine -- purportedly for failure to make necessary prepayments -- and that it is considering further measures, including suspending deliveries of coal.

Meanwhile, the activists on the ground show no sign of backing down. Crimea Tatar leader and Verkhovna Rada Deputy Mustafa Dzhemilev, who is Poroshenko's special representative on Crimean Tatar questions, said on November 24 that there will be no new agreement on providing electricity to Crimea without the direct participation of Crimean Tatar representatives.

"Representatives of the Mejlis [the Crimean Tatar executive body] will take part in working out a new agreement, if there is one, of course," Dzhemilev said.

Lenur Islyamov, who is coordinating the blockade of Crimea for the Crimean Tatar community is also defiant and warns Kyiv of the political and public-relations costs of trying to break the blockade by force.

"We are not going anywhere," Islyamov told RFE/RL's Ukrainian Service on November 24. "Everyone should know we will stand here to the death. We are not going anywhere until electricity is cut off from Crimea [for good]. There has been no Crimean Tatar blood spilled here, in Ukraine, since the annexation there. If this happens, it will be a signal for Crimean Tatars everywhere."

Turkish Jets Down Russian Warplane; Moscow Denies Plane Violated Turkish Airspace

WATCH: A Russian Jet Is Shot Down Near The Syria-Turkey Border

        By Mike Eckel
        24.11.2015

Turkish fighter jets shot down a Russian warplane, saying it had violated the country’s airspace, but Moscow said the aircraft had never strayed from Syrian territory and President Vladimir Putin called it "a stab in the back."

One of the jet’s two crew members was killed in the November 24 incident, which Putin called a crime, saying it would have "serious consequences" for relations between Russia and NATO member Turkey. Russia is a major backer of President Bashar al-Assad’s government and Turkey is one of its most vocal critics.

"We will never tolerate such crimes like the one committed today," the Russian president said.

Another Russian serviceman on a helicopter search-and-rescue mission to find the downed pilots was also killed, military officials said.

With Russian, U.S., NATO, Syrian and other nations’ aircraft flying combat sorties over Syria, experts had long warned of the possibility of an aerial confrontation. The shoot-down was likely to worsen relations between Moscow and the Western alliance, already tense over Russian actions in Ukraine.

The clash was the first in decades between NATO forces and those of Russia or the Soviet Union and comes amid an increasing number of near-miss incidents involving NATO jets and Russian bombers around the world. One of the most recent exchanges of hostile fire was the 1970 downing of a U.S. spy plane, hit by a Soviet missile after it allegedly violated the airspace of what is now Armenia.

WATCH: Putin Calls Downing Of Jet 'Stab In The Back'

        ▶0:00:00⇱

Despite harsh rhetoric from Putin and other Russian officials, it was unclear how aggressively Moscow was prepared to respond to the November 24 downing.

The Russian Defense Ministry said the guided missile cruiser Moskva, which carries the sophisticated S-300 anti-aircraft missile system, would be moved closer to the Syrian coast, and “all potentially dangerous targets will be destroyed.” Military-to-military contacts with Ankara will also be suspended, Russian officials said, and Turkey's military attache in Moscow was summoned for an official protest.

The Su-24M was shot down with an air-to-air missile fired by a Turkish F-16, according to Russian, U.S. and Turkish officials.

"A Russian Su-24 plane was downed under the rules of engagement because it violated Turkish airspace despite the warnings," the Turkish presidency said. U.S. and Turkish military officials said two Turkish F-16s warned the jet 10 times.

Russian, Turkish and Western military officials sharply disagreed, however, whether the Russians jets had in fact violated Turkish airspace. The Russian Defense Ministry maintained that "the plane was over Syrian territory throughout the flight” and said it crashed 4 kilometers from the Turkish border.

LIVE BLOG: Turkey Downs Russian Plane

A Pentagon spokesman, Colonel Steve Warren, said there were two Su-24s that were confronted by the Turkish jets, but only one was hit. He said the incident occurred “at the border” but couldn’t confirm the Russian jets had actually violated Turkish airspace.

Warren confirmed that Turkish pilots issued 10 warnings to the Russian jets, but Russian pilots did not respond.
The Su-24’s two crew members ejected and parachuted from the plane after it was hit, and one was killed by small arms fire from the ground, said Lieutenant General Sergei Rudskoi, a spokesman for the Russian general staff.

One video circulating on social media by a Syrian rebel group appeared to show a Russian pilot immobile and badly wounded on the ground, and an official from the group told Reuters he was dead. Another video that was played repeatedly on Russian TV showed armed gunmen firing at a descending parachute that purported to be one of the pilots from the Su-24.

        ▶0:00:00⇱

The fate of the second Russian crewman was unclear; Turkish media reported that one of the pilots had been captured by rebels fighting forces loyal to Assad.

Speaking at a meeting with Jordan's King Abdullah in the Black Sea city of Sochi, Putin denounced the jet’s downing.

"Today's loss is...a stab in the back that has been inflicted on us by accomplices of terrorism,” he said.

"In any case, our pilots and our aircraft did not threaten the Turkish republic in any way. This is obvious. They were conducting an operation in the battle against ISIS," Putin said, referring to Islamic State militants that Russia says are the main target of its weekslong bombing campaign.
In Brussels, ambassadors from NATO’s 28 member states met at Turkey’s request for an extraordinary meeting.

After the meeting, NATO’s civilian chief, Jens Stoltenberg, told reporters that the alliance’s conclusions about the location of the Russian jets were “consistent with the information we have been provided with from Turkey.”

"As we have repeatedly made clear, we stand in solidarity with Turkey and support the territorial integrity of our NATO ally, Turkey," he said.

Stoltenberg called for calm, saying, "I look forward to further contacts between Ankara and Moscow and call for calm and de-escalation."

Turkish President Recep Tayyip Erdogan defended Ankara's right to protect its borders.

"Despite being warned 10 times in five minutes because it was coming toward our border, it insisted on continuing its violation,” Erdogan said at the presidential palace in Ankara. "The reason why worse incidents have not taken place in the past regarding Syria is the cool-headedness of Turkey. Nobody should doubt that we made our best efforts to avoid this latest incident.”

At a White House news conference with visiting French President Francois Hollande, President Barack Obama said Turkey had a right to defend its territory and its airspace, but he urged both Ankara and Moscow to prevent further escalation.

"It's very important right now for us to make sure that both the Russians and the Turks are talking to each other to find out exactly what happened and take measures to discourage any kind of escalation," Obama added.

"We must prevent an escalation,” Hollande said. “That would be extremely damaging."

Obama also again criticized the Russian campaign in Syria, which U.S. and European officials have said has overwhelmingly targeted moderate Syrian rebels, rather than extremist groups.

“I do think that this points to an ongoing problem with the Russian operations, in the sense that they are operating very close to the Turkish border, and they are going after moderate opposition that are supported not only Turkey but by a wide range of countries,” Obama said.

“If Russia is directing its energies toward Daesh and ISIL, some of those conflicts or potentials for mistakes or escalation are less likely to occur,” he said, using alternative names for Islamic State.

Turkish reports said the plane was downed over the border area between Turkey's southern Hatay Province, in an area populated by the Turkic-speaking Turkoman minority. The British-based Syrian Observatory for Human Rights said the jet crashed in the Turkoman Mountains region in the coastal province of Latakia.

The region has been targeted by a government offensive over the past days, aided by Russian air strikes. Russian and Syrian jets have been conducting a heavy bombing campaign against targets in northern Syria.

In a related incident November 24, a Russian Mi-8 helicopter searching for the downed pilots came under fire and made an emergency landing in Latakia province, Rudskoi said, and a Russian Marine was killed, though it was unclear exactly how.

A Syrian rebel group claimed to have shot down the helicopter. A video circulating on social media showed a rebel fighter firing at an American-built TOW anti-tank missile at a helicopter on the ground.

Russia has provided Assad’s government with military and diplomatic support throughout the war, which began as public protests in 2011 and morphed into all-out civil war. Moscow substantially stepped up its involvement on September 30, launching a campaign of air strikes targeting Assad’s opponents.

Turkey, like Western and Gulf Arab states, wants Assad out of power and has denounced the bombing campaign as a move to prop up the Syrian president. Turkish officials say the offensive has also displaced thousands of ethnic Turkmen Syrians.

Russia insists that its campaign is largely aimed against Islamic State militants, who are also the target of air strikes conducted by a U.S.-led coalition. Islamic State claimed responsibility for the downing of a Russian passenger jet in Egypt on October 31, killing all 244 people on board.

Putin has accused the United States and its allies of having double standards about terrorism, and has called on Washington and the West to accept Russia as an ally in the fight against Islamic State. He repeated those calls after the attacks that killed 130 people in Paris on November 13.

The November 24 incident was at least the third time that Russian jets have reportedly entered Turkish airspace. The previous incidents both sparked angry protests from Turkish authorities.

The Turkish military last month also shot down a drone that had entered its airspace. Moscow denied the drone belonged to its forces.

Russian Foreign Minister Sergei Lavrov, meanwhile, canceled a visit to Turkey scheduled for November 25. The effort was intended to mend ties between Moscow and Ankara and narrow the countries' differences on the Syrian conflict.

Who are the Turkmen in Syria?
                BBC
Profile of Syria's Turkmen, an ethnic minority supported by Turkey.

The Turkmen are ethnic Turks who have lived in the region of Syria, Iraq and Iran since the 11th Century.
They are mainly concentrated in the north, in the Turkmen Mountain area in Latakia close to the Turkish border, as well as in Aleppo, Idlib, Homs, Tartus and the Damascus region.
There are no reliable population figures, but they are estimated to number between 1.5 and 3.5 million.
Under the Assad regimes in Syria, the Turkmen were banned from publishing or writing in Turkish. The government did not recognise them or other ethnic groups as minorities, preferring to stress the unity of the Arab nation.
Supported by Turkey, a staunch foe of Bashar al-Assad, they took up arms against the regime soon after the start of the uprising in 2011.
Syrian Turkmen parties also united under the Syrian Turkmen Assembly, which is affiliated to Syria's Western- and Gulf-backed National Coalition opposition group.
The Turkmen have formed numerous Turkish-trained rebel groups, including the 10,000-strong Syrian Turkmen Brigades in 2012.
Their military structure is loose and they maintain a number of units in northern Syria.
Their brigade in Latakia Province, the Jabal al-Turkman Brigade, was formed in 2013 and comprises 12 armed units.

Its Second Coastal Division was formed in early 2015 and is closely affiliated with the Western-backed rebel Free Syrian Army (FSA).
Reports say the brigades work with other opposition armed groups in the northern Latakia countryside, including the FSA, the al-Qaeda affiliated Nusra Front and the Islamist Ahrar al-Sham.
The area has often been the flashpoint of clashes between the brigades on the one hand, and the Syrian army, Iranian forces and Lebanese Hezbollah on the other, who enjoy Russian air support.
Their main opponents are the regular Syrian army and the Islamic State (IS) militant group.
                Pro-Kurdish Brigade
A further unit - the Sultan Selim Brigade - is a pro-Kurdish group reportedly composed mainly of Turkmen from near Kobane.
Its fighters have long sided with the Kurdish-led People's Protection Units (YPG) and joined the US-backed Kurdish-led opposition coalition called the Syrian Democratic Forces (SDF) on 10 October.
The pro-Kurdish Turkmen fighters also took part in earlier YPG-led offensives against IS.

                    25.11.15

Officers from the National Security Service’s Department on Combatting Organized Crimes have averted a major armed assault in Yerevan’s Nork-Marash administrative district, Shamshyan.com reports.

Several NSC officers and a task force are now in Street 9, where they have rendered harmless a 10-member band “armed to teeth”.

The website reports that the band possessed up-to-date weapons and explosives which they intended to use for committing a terrorist act in the capital. Three of the band members are reported to be females. Most of them are reportedly foreigners.
