YEREVAN (Arka)—Energy ministers of Armenia, Russia, Iran, and the deputy energy minister of Georgia signed a “road map” for building the North-South Energy Corridor during a meeting in Yerevan on Wednesday.

Armenia’s Deputy Energy Minister Areg Galstyan said after the signing ceremony, the “road map” formalized the steps and programs that will be implemented until 2019, when the energy corridor is supposed to be launched.

According to Galstyan, when the construction of power transmission lines between Armenia and Iran as well as Armenia and Georgia is over, it will enable parallel operation of power systems of the four countries, as they operated during the Soviet Union.

Galstyan also said the North-South Energy Corridor will be used primarily for seasonal electricity swaps through third countries. After the full launch of the corridor, its capacity will reach about 1,000 MW.

He said with Iranian funding, Armenian and Iran will build a power transmission line. Another line will be built between Armenia and Georgia with funding from the German KfW bank.

The Armenian government said after last year’s meeting with the energy ministers and the chief executive of a leading Russian electric utility, the four countries agreed to build a common energy market after the construction of two new power transmission lines connecting Armenia with Georgia and Iran.

Syria conflict: Intense fighting in north threatens truce

Fighting in northern Syria has intensified, posing the biggest threat yet to the cessation of hostilities that came into force six weeks ago.
Government forces, backed by Russian troops, have pounded rebel-held parts of Aleppo, targeting supply lines.
Meanwhile, fighting further north between the self-styled Islamic State (IS) group and other rebels is said to have displaced 30,000 people.
The violence is overshadowing the resumption of peace talks in Geneva.
Earlier, the main Syrian opposition group said it was ready to talk to members of the government who had not been involved in the killings - but not with President Assad himself.
Government delegates arrive in Geneva on Friday. They have said Mr Assad's fate remains non-negotiable, leaving little hope of compromise or concession, the BBC's Middle East

Syrian government war planes, helicopter gunships and artillery bombarded rebel-held parts of Aleppo on Thursday, activists said.
Fighting was said to be fiercest to the north of the city, along a key route out of the rebel-held area.
The government offensive on Aleppo has been under way for the last two weeks, supported by Russian air strikes, Iranian Revolutionary Guards personnel and fighters from Lebanon's Hezbollah movement.
Further north, militants from the so-called Islamic State were battling to regain momentum by seizing several villages close to the Turkish border.
Human Rights Watch said the fighting had displaced at least 30,000 people in just 48 hours and accused Turkish guards of shooting at those who tried to cross the border into Turkey to seek protection.
The group called on Turkey to open its borders to those fleeing, saying some families had been forced to "dig ditches" to try and hide from IS and other militants.
The spike in violence has alarmed the international community who helped broker the 27 February cessation of hostilities.
One senior US administration official said all sides should follow through on their commitment "to refrain from any further destabilising actions."
European Union foreign policy chief Federica Mogherini called for the "respect, consolidation, and expansion" of the truce.
Russian President Vladimir Putin - an ally of President Assad - said he was watching the situation in Aleppo closely and voiced hope that the peace talks would lead to a new Syrian constitution and an early election.
UN special envoy Staffan de Mistura, who is mediating the talks in Geneva, on Wednesday warned of an urgent need for the government and opposition to take steps towards a political transition.
He said he wanted this - the third round of "proximity" talks since January - to be "quite concrete" with both sides agreeing on a political process that a UN Security Council resolution passed in December, which envisages the formation of a transitional government, a new constitution and elections.
The veteran Swedish-Italian diplomat also stressed that it was very important that the cessation of hostilities continued and that humanitarian aid was allowed to reach every Syrian.

Russian aircraft shot down despite ‘President-S’ system

The Russian Defense Ministry announced on April 12 “the crash of a Russian Mi-28H attack helicopter near the city of Homs“ the previous night. The two pilots were killed in the crash, and their bodies were recovered by Russian special forces who transferred them to Hmeimim airbase in northern Syria. The ministry asserted that “the helicopter was not shot down” but DEBKAfile’s intelligence and aviation sources doubt that claim.
The helicopter that crashed in Homs was the fourth Russian-made military aircraft to be shot down during the last 30 days by advanced shoulder-fired antiaircraft missiles possessed by the Nusra Front, ISIS and other groups of fighters.
The speculation that terrorist organizations in Syria, and apparently in Iraq, possess such missiles capable of overcoming the defenses of Russian aircraft became reality when the Mi-28H helicopter was shot down on April 11. The aircraft is equipped with the most advanced defensive system of its kind, the President-S, which is resistant to active and passive jamming.
The system also known as the L370-5 includes a warning system installed on four external points of every aircraft, radar and command and control system that can identify incoming shoulder-fired missiles and cause them to deviate from their paths.
The defense system protects the helicopter from previous generations of such missiles, such as the Strela-2 and Strela-3. But it remains vulnerable to more advanced missiles and that is the reason why the rebels and terror groups have been able to shoot down four Russian-made aircraft in Syria.
On March 12, a MIG-21 of the Syrian air force was shot down with two shoulder-fired antiaircraft missiles that locked onto the heat signature of the plane. Fighters from the Jaysh al-Nasr rebel group operating in the village of Kafr Nabudah, in the area of the city of Hama, downed the plane and then killed the pilots after they ejected and reached the ground.
Another Syrian air force plane, a Sukhoi 22, was shot down on April 5 near Aleppo using a single MANPADS (Man-portable air-defense systems) missile, apparently an advanced one, fired by fighters from Al Qaeda affiliate the Nusra Front. One of the pilots was killed on the ground, while the other, Khaled Saeed, was taken prisoner.
In yet another recent downing of a Russian-made military aircraft, ISIS announced on April 11 that it had shot down a Sukhoi 22 that had taken off from al-Dumayr Airport in the eastern suburbs of Damascus. The fighters used an SA-7 Strela missile with an infrared heat-seeking warhead, considered relatively out of date.
Western intelligence services have no idea how many shoulder-fired antiaircraft missiles are in the arsenals of Syrian rebel groups and terrorist organizations. There is no doubt that those weapons pose a major and immediate threat to commercial aviation in Israel and throughout the Middle East.

Turkey floods northeastern Latakia with Jihadist fighters

The Russian Coordination Center at the Hmaymim Military Airbase in Jableh (Latakia) reported on Thursday the recent arrival of some 150+ Jihadist fighters in northeastern Latakia after they were seen crossing the border from Turkey. According to a military source in the provincial capital, these Jihadist fighters were monitored and tracked by the Russian Coordination Center as they crossed through Turkish Army checkpoints in order to enter Syria through the northeastern countryside of Latakia. This was not the first time the Russians tracked a large concentration of Jihadists entering Syria from Turkey; however, the complete disregard for Syria’s territorial sovereignty has been one of the reasons the Russian Federation refuses rapprochement with Turkey. Recently, the Jihadist forces launched a large-scale offensive to recapture a substantial portion of the Kurdish and Turkmen mountains from the Syrian Armed Forces; this would ultimately fail after a counter-offensive by the government. However, despite their failures, the extremist rebels continue to harass the Syrian Armed Forces in northeastern Latakia as they look to deter the imminent government offensive at Jisr Al-Shughour.

Արցախի դեմ Ադրբեջանի քառօրյա պատերազմին հաջորդող շրջանում ակնհայտ է հանրային եւ քաղաքական տրամադրվածությունների երկու հիմնական ուղղություն՝ հետեւություններ պատերազմից ներքին կյանքի վերակառուցման, վերափոխման, արդիականացման, պետական կառավարման արդյունավետության շեշտակի բարձրացման հարցում, եւ երկրորդը՝ Արցախի հակամարտության կարգավորման բանակցային գործընթացում Հայաստանի հետագա անելիքի շուրջ մտորումներ:

Ներքին կյանքի արդիականացման առիթով խոսվում է շատ, տրվում են գնահատականներ, բացահայտվում են երկու տասնամյակի խայտառակ կառավարման հետեւանքները: Այդ թեման անկասկած պետք է լինի հասարակության օրակարգի առաջնային թեման անընդհատ, բերելով իշխանությանը ներկայացվող շարունակվող եւ ավելի ու ավելի բարձր նշաձողով պահանջների ձեւակերպման:

Ինչ վերաբերում է հակամարտության կարգավորման գործընթացում Հայաստանի անելիքին, ապա այստեղ վերստին աշխուժացել են քննարկումները կամ կարծիքներն այն մասին, թե արդյոք Հայաստանը պետք է գնա որեւէ տարածքի զիջման, թե ոչ:

Կա՞ այդպիսի միջազգային պահանջ: Դժվար է ասել: Համենայն դեպս, օրինակ, բավական նկատելի է, որ Ռուսաստանը աշխուժացրել է տարածք խաղաղապահների դիմաց մտադրության առաջմղումը: Ամենայն հավանականությամբ, դրան կփորձի խոչընդոտել Միացյալ Նահանգները: Դեմ է նաեւ Իրանը, որը հայտարարում է երրորդ երկրի ստորաբաժանման մուտքի անցանկալիության մասին: Եվ այստեղ պետք է ենթադրել, որ ամենայն հավանականությամբ իրավիճակը աստիճանաբար կգա ստատուս-քվոյի շուրջ կոնսենսուսաի՝ թեկուզ լռելյայն:

Դա մի կողմից Հայաստանի եւ Արցախի համար շահեկան է, մյուս կողմից կասկած չկա, որ Ադրբեջանը այդ պարագայում պատրաստվելու է նոր պատերազմի: Միեւնույն ժամանակ, Ադրբեջանը բոլոր պարագաներում է պատաստվելու նոր պատերազմի՝ անգամ փոխզիջումների պարագայում: Որեւէ մեկը թող չկասկածի, որ Բաքվի ռազմավարությունը Արցախն ամբողջությամբ վերցնելն է: Հետեւաբար տարածքի վերադարձով Հայաստանը ոչ թե խաղաղությունն է մոտեցնելու, այլ Ադրբեջանի ռազմավարական նպատակի իրականացումը:

Ըստ այդմ, տարածքի վերադարձը խաղաղության ճանապարհ ներկայացնելը ոչ թե խաղաղասիրությունն է ընդդեմ «ոչ մի թիզ հոզ» «ռազմատենչության», այլ իրավիճակի ոչ ամբողջական եւ խորքային գնահատումն է՝ Արցախի, Հայաստանի եւ Կովկասի հետագա ականապատումով:

Ընդհանրապես, դիտարկելով հարցը, պետք է դուրս գալ խաղաղասիրության եւ ռազմատենչության դիսկուրսից, «ոչ մի թիզ հողի»-ի մասին ռոմանտիկ պնդումներից: Ամեն ինչ պետք է չափվի առկա իրողություններով, անվտանգության մեխանիզմի գնահատականով եւ հեռանկարներով:

Զիջել տարածք, նշանակում է զիջել այդ չափի անվտանգություն: Իսկ ինչ ստանալ դրա դիմաց՝ խաղաղությու՞ն: Ինչպե՞ս է հնարավոր խաղաղություն ստանալ անվտանգություն զիջելով: Անվտանգությունն ու խաղաղությունը ուղիղ համեմատական են, ոչ թե հակադարձ: Որքան շատ անվտանգություն, այդքան շատ խաղաղություն, եւ հակառակը՝ որքան քիչ անվտանգություն, այդքան քիչ խաղաղություն:

Եվ այստեղ խոսքը միայն Հայաստանի ու Արցախի մասին չէ, այլ ամբողջ տարածաշրջանի: Չկա Հայաստանի եւ Արցախի հարց ինքնին, դա ամբողջ Կովկասի հարցն է, եւ Հայաստանն ու Արցախը պահում են Կովկասի խաղաղությունն ու անվտանգությունը, որի այս պահին առավելագույն օպտիմալ սահմանը գծել են Արցախի առաջին պատերազմի արդյունքով:

Ի՞նչ է տեղի ունեցել: Տեղի է ունեցել այն, որ հայկական զինուժը այդ պատերազմի ընթացքում վերականգնել է Կովկասի սուբյեկտային հավասարակշռությունը: Դա է Արցախի առաջին պատերազմի հաղթանակի արդյունքի ամենէական հանգամանքը: Պատահակա՞ն է արդյոք, որ այդ հաղթանակը չի արժանացել միջազգային հանրության էական խոչընդոտներին:

Որովհետեւ հայկական կողմը, լուծելով իր անվտանգության եւ պաշտպանության խնդիրները, ձեւավորելով իր ինքնիշխան պետականությունը, դա անում էր միջազգային անվտանգության համակարգի տրամաբանությանը համահունչ եւ վերականգնում էր Կովկասի սուբյեկտային հավասարակշռությունը:

Հետագա երկու տասնամյակի ընթացքում սկսվել է հավասարակշռության անկում, ինչի հետեւանքը եղել է մի կողմից Հայաստանի պետականաշինության որակական հարցում «էլիտայի» մեղմ ասած հանցավոր բացթողումը, միաժամանակ Ռուսաստանի կայսերական հավակնությունների վերականգնումը: Արցախի հակամարտության գոտում իրավիճակի լարվածության, անկայունության աճ է արձանագրվել ոչ թե հակամարտության այսպես ասած չկարգավորվածության, այլ հաստատված հավասարակշռության խախտման միտումների հետեւանքով:

Այսինքն, տարածքի վերադարձի տրամաբանությամբ այսպես ասած փոխզիջումային կարգավորումն իրականում կարգավորում չէ: Չի կարող որեւէ բան կարգավորվել կողմերի միջեւ հավասարակշռության խախտումով:

Այդ համատեքստում, օրինակ, երբ ասվում է, որ Ադրբեջանին ռուսական սպառազինության մատակարարումով խախտվել է հավասարակշռություն, այստեղ խոսքը չի կարող լինել միայն սպառազինության ծավալների եւ ռազմական պոտենցիալի մասին: Այստեղ առավել առանցքայինն այն է, որ այդ գործընթացը եղել է Հայաստանի սուբյեկտային արժեզրկման տանող մեծ գործընթացի մի մաս, հետեւաբար նպաստել է առաջին պատերազմի արդյունքով հաստատված սուբյեկտային հավասարակշռության խախտմանը:

Ի վերջո, համարելով, որ քաղաքական բովանդակության առումով խախտումն արդեն հասցվել է բավականաչափ կոնդիցիայի, դրանով շահագրգռված կողմերը ձեռնամուխ են եղել արդեն ռազմական բլից-կրիգով այդ հանգամանքը վերջնականապես ամրագրելուն եւ այսպես ասած անշրջելի դարձնելուն: Չի ստացվել, քանի որ գերարդյունավետ է աշխատել սուբյեկտության վերջին պաշարը՝ զինված ուժերն ու հանրային ոգին, որի շնորհիվ պահվել է աշխարհագրական հավասարակշռությունը, ինչպես նաեւ որոշակիորեն լիցքավորվել դրա սուբյեկտային պաշարը:

Ահա թե ինչու է շատ կարեւոր, որ արգելակվի սուբյեկտային պարպման վտանգավոր տրամաբանությունը, այլապես վերհաստատված հավասարակշռությունը կունենա շատ կարճ կյանք, բերելով նոր բախման եւ վտանգելով թե Հայաստանն ու Արցախը, թե միջազգային անվտանգության համակարգը:

Այստեղ է ահա, որ հրամայական է նաեւ հակամարտության կարգավորման տրամաբանության փոփոխությունը նախ հայաստանյան հանրության շրջանակում, որպեսզի դա նաեւ իր արձագանքը գտնի միջազգային հանրության մոտ: Վերջին հաշվով, եթե Հայաստանում հնչում են ձայներ, ընդ որում ընդհուպ իշխանական պաշտոնական տեսակետով, որ Հայաստանը պատրաստ է տարածքի վերադարձի փիլիսոփայությանը, միջազգային հանրությունը ինքն էլ հայտնվում է փակուղու առաջ:

Ինքնին հասկանալի է, որ միջազգային հանրությունը չի կարող վերցնել ու հայտարարել, որ ամեն ինչ պետք է մնա նույնը: Դրա այսպես ասած քաղաքական հիմքը պետք է տա Հայաստանը: Իսկ Հայաստանը եւ Արցախը դա չեն տալիս, հրապարակավ համաձայնելով, թե պատրաստ են տարածք վերադարձնելու տրամաբանությամբ կարգավորմանը, իսկ իրականում հույսը դնելով աշխարհքաղաքական կենտրոնների՝ միմյանց հակակշռելու միջոցով դրա գործնական կիրառումից զերծ մնալու վրա: Ստացվում է փակուղի, որն էլ բերում է լարվածության, իսկ քանի որ մյուս կողմից էլ Հայաստանն ինքնիշխանությունը հանձնում է Ռուսաստանին եւ նպաստում սուբյեկտային հավասարակշռության խախտմանը, լարվածությունը վերածում է ռազմական գործողությունների:

Ահա շղթան, որից պետք է դուրս գալ, եւ ստացվել է այնպես, որ առաջին քայլը պետք է անի Հայաստանը: Ընդ որում, դա ոչ թե վտանգավոր է, այլ վտանգավոր է չանելը, քանի որ չանելով Հայաստանը փակուղի է մտցնում աշխարհքաղաքական մի ամբողջ գործընթաց, որն ի վերջո պետք է Կովկասում սուբյեկտային հավասարակշռությունն ամրագրի քաղաքական կարեւոր որոշումներով:
