Լեռնային Ղարաբաղի հակամարտության կարգավորման շուրջ հայկական կողմի դիրքորոշումները փոխվել են: Լրագրողների հետ զրույցում այս մասին հայտարարեց քաղաքագետ Հրանտ Մելիք-Շահնազարյանը:

Վերջինս նշեց, որ ադրբեջանական ագրեսիայի պատճառը միշտ մեկն է, բայց առիթները տարբեր են. «Դրանք մեկը չեն, երկուսը չեն, տասնյակ առիթներ կան, որոնք հրահրում են Ադրբեջանի իշխանություններին լարել իրավիճակը»:

Հրանտ Մելիք Շահնազարյանի խոսքով՝ վերջին շրջանի զարգացումների ֆոնին հետաքրքիր շեշտադրումներ եղան մասնավորապես ՀՀ նախագահ Սերժ Սարգսյանի կողմից:

«Նախագահ Սարգսյանի խոսքը ԱԺ 6-րդ գումարման մեկնարկի ժամանակ նոր տեմպ է հաղորդում հակամարտության կարգավորման քննարկումներին: Երբ Սերժ Սարգսյանը խոսում էր փոխզիջումային տրամաբանության մասին, նա ասաց, որ փոխզիջում ասելով հասկանում ենք Արցախի ինքնորոշման իրավունքի իրացում: Փոխզիջումային հասկացողությանը որոշակի նոր գնահատական է տրվել: Եթե մինչ ապրիլ հայկական կողմը փոխզիջում ասելով ենթադրում էր տարածքների զիջում, ապա պաշտոնական Երևանը դրա մասին հիմա այլևս չի խոսում, ինչը նյարդայնացնում է նրանց:

Հայկական կողմը տարածքային զիջումներ անել չի կարող, որքան էլ անգամ մենք հայտարարենք, իրենք էլ հայտարարեն, որ դրան պատրաստ են: Չկան մեխանիզմներ, որոնք կյանքի կկոչեն փոխզիջումները: Բայց հայկական կողմում հստակ բանակցային դիրքորոշման փոփոխություն է եղել, ինչին էլ ագրեսիվ են արձագանքում ադրբեջանական իշխանությունները»,- ասաց Հրանտ Մելիք Շահնազարյանը:

Քաղաքագետը նաև շեշտեց, որ կարևոր էր Սերժ Սարգսյանի ելույթը Մադրիդյան սկզբունքների վերաբերյալ: «Նախագահն ասաց, որ Մադրիդյան սկզբունքները բավական շատ հարցեր են առաջացնում: Պաշտոնական Երևանն առաջին անգամ է, որ քննադատում է այս փաստաթուղթը, ինչը թույլ է տալիս ենթադրելու, որ բանակցային գործընթացում հայկական կողմի դիրքորոշումները փոխվել են: Բոլոր այն փաստաթղթերը, որոնք նախկինում քննարկվում էին, առնվազն հարցեր են առաջացնում Երևանում»,- ընդգծեց Հ. Մելիք-Շահնազարյանը:

Ըստ քաղաքագետի՝ հայկական կողմը ուղերձ է հղել, որ Մադրիդյան սկզբունքների վրա հենվել այլևս հնարավոր չի լինի, եթե ղարաբաղյան հիմնահարցի շուրջ բանակցությունները վերսկսվեն:

«Հասկանալի, է, որ ապրիլյան իրադարձություններից հետո պետք է նման փոփոխություններ լինեին: Բանակցային տրամաբանությունը փոխվել է: Դժվար է ասել՝ ապրիլից հետո փոխվեց, թե առաջ, բայց փաստն այն է, որ ունենք այլ իրավիճակ»,- ասաց նա:

Ըստ քաղաքագետի՝ սրան զուգահեռ կա երկրորդ ուշագրավ զարգացումը՝ Ադրբեջանում սկիզբ առած լրտեսական սկանդալը: Վերջին օրերին, նրա խոսքով, 5-րդ լուրն ենք ստանում այն մասին, որ զինվորները սպանվում են Ադրբեջանի իրավապահ մարմինների կողմից, փակ դագաղներով հողին են հանձնվում: «Սա խոսում է այն մասին, որ Ադրբեջանի ԶՈՒ-ում լուրջ խնդիրներ կան, բարոյահոգեբանական ցածր մակարդակ, պատրաստվածության բացակայություն: Այս պահին չի կարող պատերազմ վերսկսվել, որքան էլ նրանց դա պետք լինի ապրիլյան ձախողումները վերականգնելու համար: Դիվանագիտական ճանապարհով այս փոփոխությանը հասնելը անհնար է, բայց ռազմական ճանապարհով հնարավոր է: Չնայած, կրկնում եմ, Ադրբեջանը չունի ռեսուրսներ»,-ասաց քաղաքագետը:

Nato hit by Turkish veto on Austria partnership

Turkey is vetoing Nato's co-operation with Austria, blocking the alliance's partnership activities with 41 countries, the BBC understands.
Turkey is in Nato, providing the most military muscle after the US, while Austria is not. But Austria co-operates closely with Nato, and has more than 400 troops serving in Kosovo.
Ankara is bitterly critical of Austria's push for the EU to stop Turkey's EU membership negotiations.
A Nato meeting is planned for Thursday.
A well-informed source told the BBC that heightened tensions between Turkey and Austria had essentially blocked Nato co-operation with the government in Vienna for the past year. The veto was affecting all the Western alliance's partnership activities, which include several ex-Soviet states.
German news website Die Welt says Nato is now considering reforming those partnerships, so that each nation signs an individual agreement with Nato that could get around the Austria deadlock.

Turkish President Recep Tayyip Erdogan has blamed Austria for frosty relations with the EU, amid tensions over illegal immigration via Turkey and his huge crackdown on political opponents.
He has also lashed out at Germany, prompting Berlin to reconsider its air force deployment at Turkey's Incirlik airbase.
Mr Erdogan was enraged when Austria, Germany and the Netherlands barred Turkish ministers from campaigning on their soil in the run-up to last month's referendum, in which he narrowly won a mandate for sweeping new powers.
In March the Nato Secretary-General, Jens Stoltenberg, called for an end to Turkey's diplomatic row with Austria.
Austrian Chancellor Christian Kern has spoken out against President Erdogan's purge of public servants suspected of backing last July's failed coup. He said the EU should respond by halting talks on Turkey joining.

Military expert Vladimir Evseev proposes to form Iran-Russia-Armenia triangle



YEREVAN, MAY 24, ARMENPRESS. Military expert Vladimir Evseev, deputy
director of the CIS Countries Institute, positively assesses the May
19 presidential election results in the Islamic Republic of Iran.
According to him, Hassan Rouhani’s re-election as President of Iran is
beneficial both for Armenia and Russia.

“It was under Hassan Rouhani’s presidency that the Russian-Iranian
strategic dialogue launched which is very important, in other words,
currently we speak about strategic dialogue which leads to strategic
partnership. I think that dialogue will strengthen more easily under
Rouhani’s presidency. In late March Rouhani visited Russia, and a
number of joint decisions were made which will be easier to implement
again during his tenure”, Evseev told Armenpress.

The expert said in line with strengthening of the Russian-Iranian
relations, he expects also deterioration of Iran-US ties.

“Why, because Trump will probably support Israel and Saudi Arabia
which has money. In fact, Saudi Arabia’s range of interests, that
weakened a little under Obama’s presidency, will return to its place,
and Saudi Arabia is Iran’s regional rival. And if Iran’s relations
deteriorate, it will be more open for partnership with neighbors, and
in this sense Armenia is that friendly state with which Iran can
cooperate”, Vladimir Evseev said.

He also proposed to take respective steps to form Armenia-Iran-Russia triangle.

“Moreover, this must be directed not only towards political
cooperation, but also a military one, the grounds of which we already
have. In this sense I would like to highlight the visit of Armenia’s
Defense Minister to Iran during which a number of issues, including
defense issues were discussed”, the military expert stated.

Rouhani won Iran’s Presidential election with 57% of votes. Four
candidates were running for the post. Over 70% of eligible voters
participated in the election.

Putin, Erdogan discuss permanent settlement in Syria

Presidents of Russia and Turkey discussed during a telephone conversation on Saturday the need to increase efforts to establish a permanent settlement in Syria

“During the discussion of the Syrian crisis, they stressed the importance of soonest accord on practical aspects for implementation of the Memorandum on the de-escalation zones in the Syrian Arab Republic,” the press service said.

“Thus, it would be possible to strengthen the ceasefire, to make more effective the intra-Syria talks in the Geneva and Astana formats.”

“The parties agreed to boost coordination of the efforts on this topic at various levels,” the Kremlin said.

The leaders exchanged greetings on the 25th anniversary of the Treaty on the Principles of Relations between the Republic of Turkey and the Russian Federation,” signed on May 25, 1992. Putin wished success to Erdogan, who had been elected leader of the Justice and Development Party.

The leaders “confirmed the aspiration for further development of the strategic partnership,” the Kremlin’s press service said.

“They touched upon implementation of the agreements on mutual lifting of limitations in the trade and economic spheres, as well as implementation of major joint projects in the energy – construction of the Akkuyu NPP and of the Turkish Stream gas pipeline.”.

Iran asks Turkey for explanation over deaths of border guards



Iran says it has asked for explanation from Turkey after a
cross-border attack left two Iranian border guards dead on Saturday.

"The subject has been announced to the Turkish government through
diplomatic channels and we are awaiting their response," Foreign
Ministry spokesman Bahram Qassemi told a weekly news briefing in
Tehran Monday.

Seven border guards were also injured when PJAK terrorists attacked
them while they were changing posts, before retreating into Turkey.

"This is an unpleasant incident. We don't like to have insecure
borders with Turkey. We hope that with the prudence, responsibility
and response of the Turkish government, we can take a decision," he
added.

Iran's border police chief also said Turkey should be held accountable
for the deaths of the Iranian border guards and for letting terrorist
groups operate on its border areas.

"We consider Turkey liable and the country should be held accountable
for this act of terrorism," Tasnim news agency quoted Brigadier
General Qassem Rezaei as saying Sunday.

PJAK is an offshoot of Turkey's Kurdistan Workers' Party (PKK) and is
known for carrying out random hit-and-run attacks against Iranian
targets, after which they retreat to their lairs in Turkey as well as
Iraq.

They carry out their attacks in parts of Iran's West Azerbaijan
province which borders Iraq, Turkey, and Armenia. Rezaei said
"unfortunately, in the areas bordering Turkey, we witness activities
by terrorist groups under various pretexts."

Earlier this month, Iran said it welcomed Turkey's plan to build a
144-kilometer wall along its border. Ankara says the wall is aimed at
halting the movement of PKK militants who are based in Iraq's Qandil
mountains bordering Iran and Turkey.

Beside terrorists, smugglers also use the border to bring in bootleg
goods such as alcohol from Turkey and northern Iraq.

The Iranian commander issued a harsh warning, saying "terrorist groups
will soon meet a crushing response for their stupid acts."

"Terrorist groups are one of the plots of the world arrogance. They
used once to go on rampage in the country's northwest and operate
within our borders. But, today they are based outside our borders,"
Rezaei said.

"The blows which have been dealt to terrorist groups by security,
military and defense forces have forced them to carry out their
idiotic acts somewhere else but they will receive a teeth-breaking
response anyway," he added.

PJAK terrorists kill 2 Iranian border guards

Last month, 10 Iranian border guards were killed and two others
injured in an ambush attack near the town of Mirjaveh in the
southeastern Sistan-and-Baluchestan province. The assailants escaped
into Pakistan after the attack, for which the Jaish ul-Adl terrorist
group claimed responsibility.

"We have many different enemies who have infiltrated parts of the
countries around us," Rezaei said.
