I am all for the disruption of oligarchy in Hayastan but what bothers me about this article is that forces outside the country are effecting what happens inside it. USA court decisions should not be the main catalysts for such reform in Armenia.

From what I get both of the parties have agreed that the US has every jurisdiction over every dispute that they have. This is basic contract law and scum bag is getting what is coming to him.

Chief architect of Yerevan Narek Sargsyan yesterday made such a statement and informed that a new building will be built for the Foreign Ministry.

It is worth reminding that on September 23, 2011, “Zhoghovurd” daily had reported that the Government was going to sell the Foreign Ministry building to “Kempinski” hotel network.
The RA Government, Foreign Ministry and State Property Management Department were denying the rumors ruling out such kind of developments.

Հիրավի, ոչ մեկի համար նորություն չէ, որ Հայաստանում ճանապարհային շինարարությունը կատարվում է «ատկատներով» ու պետական գումարների գրպանումներով: Սակայն շատերին թվում էր, թե դա անվերահսկելի է, քանի որ լուրջ փորձաքննություն է ենթադրում:

Մենք որոշեցինք ձեռքի տակ եղած միջոցներով ստուգել վերջերս կառուցված Ծիծեռնակաբերդի խճուղու երթևեկության գոտիների լայնությունը և դրա համապատասխանությունը ստանդարտներին... Պարզվեց, որ գրպանումների ապացույցները աչքի առջև են:

Այսպիսով, Ծիծեռնակաբերդի խճուղին ունի (յուրաքանչյուր ուղղությամբ) երթևեկության երկուական գոտի, որոնցից յուրաքանչյուրի լայնությունը, համաձայն պետական ստանդարտների, պետք է լինի 3,5 մետր: Ըստ այդմ, փողոցի (խճուղու) լայնությունը պետք է լինի 14 մետր:

Այնուամենայնիվ, բազմաթիվ տեղեր չափումներ անելով՝ չկարողացանք գտնել գեթ մի հատված, որտեղ աջ գոտու լայնությունը լիներ 3,4 մետրից ավելի, իսկ ձախ գոտունը՝ 3,15 մետրից: Իսկ տեղ-տեղ գոտիների լայնությունը կամ, ավելի ճիշտ, բարակությունը հասնում էր 2,8 մետրի...

Հանրագումարի բերելով չափումները՝ նշենք, որ խճուղու մի քանի հատվածում (արագաչափ սարքի մոտ, հանգույց-կամուրջի տակ և այլ) կատարված փողոցի լայնության չափումների միջինը 14 մետրի փոխարեն կազմում էր մոտ 12,5-12,8 մետր:

Այսինքն՝ շուրջ 2 կմ երկարություն ունեցող Ծիծեռնակաբերդի խճուղու լայնությունը պետ. ստանդարտից մոտ 1,5 մետրով (մոտ 10 տոկոսով) պակաս է:

Մի կողմ թողնելով այն հանգամանքը, որ դա բավականին լուրջ անհարմարություններ է ստեղծում վարորդների համար՝ վթարային իրավիճակների պատճառ է դառնում՝ դա նաև, ինչպես նշեցինք, պետական միջոցների գրպանում է:

Առաջիկայում կփորձենք գնահատել, թե որքան գումարի վնաս է հասցվել պետությանը, բայց կարող ենք մոտավոր ասել, որ խոսքը հարյուրավոր միլիոն դրամների մասին է:

Passions for Carrefour: Delay in famous French retailer’s arrival in Armenia linked

Europe’s largest supermarket chain owner Carrefour is still studying the Armenian market. Despite expectations in Yerevan that already this year the Armenian capital would get an international supermarket, the French multinational retailer’s representatives have indicated that it could take another year before the company enters Armenia.

The French Carrefour supermarket chain has space in the newly opened Dalma Garden Mall in Yerevan where the signs on the doors of what looks like a supermarket space read since October: “Opening Soon”. As the opening of the supermarket has not taken place to date (and especially since in neighboring Georgia Carrefour already opened its supermarket in September) the Armenian media began to speculate that its opening is hampered by local oligarchs. According to some press reports, due to its much cheaper products and import of own goods Carrefour’s presence would take a bite out of the businesses of local importing and retail trade businesses, in particular the Yerevan City supermarket chain owned by government-linked MP Samvel Alexanyan.

The opposition Haykakan Zhamanak daily wrote last week that according to its reliable information, senior Carrefour representatives have for a long time tried to meet the highest leadership of Armenia, but have not succeeded in doing that yet.

“Our [leadership] finds pretexts for not meeting Carrefour representatives, saying it is now a presidential election, that [President] Serzh Sargsyan and [Prime Minister] Tigran Sargsyan are very busy. But delaying meetings with Carrefour representatives is actually connected with the fact that they cannot answer their questions yet,” writes the newspaper.

This publication was followed by a story in Emedia.am, claiming that instead of Carrefour, Dalma Gardens Mall will have another Yerevan City store.

In reply to a written inquiry of ArmeniaNow, a Carrefour Group press officer said that "in line with its strategy of developing the Carrefour brand, the Majid Al Futtaim group continues to analyze the Armenian market and aims to open its first store in the next 12 months."

The company that belongs to Arab billionaire Majid Al Futtaim and bears his name is developing the Carrefour brand in the Middle East and Central Asia.

Economic commentator Armenak Chatinyan told ArmeniaNow that Carrefour’s entrance will certainly bring in more competition to the Armenian market.

“The entrance of any such big brand will in a certain way liven up competition, but the thing is that one of our large companies [referring to Alexanyan’s company] is working in not such a clean tax environment. It is not clear how long Carrefour will be able to compete in such conditions, but if such a brand is coming, it is not ruled out that they may have prior arrangements with the authorities,” says Chatinyan.

Companies owned by Alexanyan’s extended family have repeatedly denied having any privileged position on the market.

Civilnet.am, citing its own sources, writes that besides Dalma Gardens Mall Carrefour also plans opening two more hypermarkets in Yerevan – one near the Hayranik Cinema House in Arshakunyats Avenue and the other on the Yerevan-Sevan highway.

This whole Carrefour business is the straw that broke the camels back. I am sick and tired of the criminals in the Armenian parliament and government, destroying the country today. I love the fact that so many people are blaming everyone except the oligarchs for the situation Armenia is in today. I cannot wait for a popular force to rise and sweep the RPA out of power and into oblivion. If it doesn't happen soon Armenia will implode and disappear from the map.

Where is the outrage! Where is the opposition! Armenia just has lost 100 of jobs! Where is the populous? Do they not care that they just lost so many jobs, the chance to press prices down in the whole country and push for a more open economy.

Your latest posts on this forum have been very simplistic to say the least, it seems you let your emotions do the thinking for you instead of using your mind. Apsos...

I am sick and tired of the criminals in the Armenian parliament and government, destroying the country today.

The government is a reflection of its people. It doesn't matter who (which individual) is in charge, the reality is the oligarchs are a by-product of our society. If you took someone from the street who's constantly complaining about the oligarchs and criminals in government and you made him a millionaire overnight, in 99% of the cases he would act exactly the same way as the people he's criticising. I'm sure of this because if you look closely you'll see that corrupt state of mind everywhere around you. Just a simple example: A man goes to see a doctor who is a relative or a friend of the family. He arrives there and sees a whole bunch of people waiting for their turn. The doctor comes out to the waiting room and sees his relative, ignores the other people waiting there and calls the man in just because he knows him.
We see the same favoritism in politics although the impact of it is bigger, I think the smaller sin is just as wrong as the bigger sin. You can see many examples of this in our society but somehow, people like YOU expect our government officials to become saints when they reach office. Now honestly ask this question to yourself, how would you and the people close to you act when you were that man visiting the doctor? Would you say no and wait for your turn or walk in smiling, feeling good about yourself?

What we need is an evolution in the mentality of our people, this takes generations but I believe (if everything remains stable) our people will reach that level of consciousness, where they understand that national interests should always come before personal interests. It takes time but we will get there, now that we have an independent Armenia - which is essential for developing this kind of mindset. You were educated in Belgium, you should know that not even a century ago Western Europe was also run by "oligarchs" as you call them. Then some (first one then two then others followed and politicians seeing the support it got from the population also followed) of these rich businessmen reached a level of consciousness where they understood it was their moral obligation to give something back to society. They initiated the movement for social benefits and workers rights.

Very simplistic statement you make here. Who are those people you're talking about? Do you mean Sarkis86, Vahram and the other patriots on here who actually understand there is more to it than just the oligarchs? And please the number of people whining about the oligarchs is far higher than the people who actually understand that there is more to it. Just read some of the discussions on facebook or blogs and you even have your own media (hetq, armenianow) which are always crying foul about the oh so bad oligarchs. Maybe we're just sick and tired of the constant crying, whining and pessimism which you and others like you propagate. While you people think about changing the government and removing the bad oligarchs, installing american style "democracy", human rights and other blabla - We actually think how we can work with what we've got and remove "the bad guys" gradually, when the time is right. Besides it's better to work with the "dog" you know than start a revolution and bring new "dogs" or foreign "dogs" to power and start all over again.

Please, the RPA is the only respectable political force we have today. What about the PAP are they clear of "oligarchs"? Or even the ANC (remember sukiasyan)? The RPA needs to clean house but this also takes time. However our respectable president Serzh Sargsyan has started this process. Just think of the mayor in Gyumri (also RPA member) which rightfully got removed for mr. Balasanyan (PAP member) with the full support of the RPA! Not everything is as simple as you would like it to be.
Revolutions don't bring anything good, there have been enough examples for you to see the last couple of years. If you think it would somehow be different for Armenia you're dreaming. There is this saying in Armenian which I don't remember exactly word for word but it goes something like this: "Revolutions are thought out by "intellectuals" (typically the western educated, arrogant, brainwashed types), initiated/started by students (the hot blooded-not in control of their emotions types) and won by the "srikaner" (the "oligarchs" as you call them).
