It seems to be one of the most positive parts out of the whole election, getting Sarkisian back as Prime Minister.

YEREVAN. – Pursuant to Armenia’s Constitution, President Serzh Sargsyan on Saturday signed a decree on appointing Tigran Sargsyan as Prime Minister of the Republic of Armenia, the President’s Press Office informed Armenian News-NEWS.am.
As Armenian News-NEWS.am informed earlier, the ruling Republican Party of Armenia Executive Body and Council held a session on the same day, during which a unanimous decision was reached to nominate serving PM Tigran Sargsyan’s candidacy to the office of the Prime Minister.Comment

Կայծ, Հայաստանում ակտիվորեն քննարկվում է արտաքին գործերի նախկին նախարար, ԲՀԿ-ական պատգամավոր Վարդան Օսկանյանի` ԱԱԾ-ի կողմից փողերի լվացման մեջ կասկածվելու փաստը: Ըստ Ձեզ` այս քայլն ինչո՞վ է պայմանավորված:
Սա անիմաստ քայլ է, որի նպատակն է խփել Վարդան Օսկանյանին կամ երկրորդ նախագահ Ռոբերտ Քոչարյանին, և սա կատարվում է ճիշտ խորհրդարանական ընտրությունների վերջում, նախագահական ընտրություններից մի քանի ամիս առաջ, ԱՄՆ պետքարտուղար Հիլարի Քլինթոնի` Ամերիկա վերադարձից հետո: Սա անընդունելի է, քանի որ գիտենք` Վարդան Օսկանյանը հարգված և խելոք մարդ է, և չգիտեմ ինչու սկսեցին խանգարել այդ մարդուն և ցույց տալ, որ պայքարում են կոռուպցիայի դեմ, մինչդեռ շատ քաղաքական գործիչներ, օլիգարխներ կան, որոնց նկատմամբ պետք է ճնշում գործադրել, բայց չեն անում: Միակ պատճառն իմ տպավորությամբ այն է, որ արտաքին գործերի նախկին նախարար Վարդան Օսկանյանը կարող է նախագահական ընտրություններին դերակատարություն ունենալ:
Կարծիքներ կան, որ Հայաստանի նախկին արտգործնախարարների նկատմամբ ԱԱԾ-ն «անտարբեր» չէ. Ալեքսանդր Արզումանյանին մի քանի տարի առաջ հետապնդումների ենթարկեց, հիմա էլ Վարդան Օսկանյանին: Սա որքանո՞վ կարող է ազդել Հայաստանի հեղինակության վրա:
Ըստ իս` կապ չկա Ալեքսանդր Արզումանյանի և Վարդան Օսկանյանի դեպքերի միջև: Միայն թե Հայաստանի հեղինակությունը, անշուշտ, պետք է մի քիչ տկարանա, որովհետև մարդը, ով ամբողջ աշխարհում ճանաչված է իբր նախարար և քաղաքական գործիչ, վստահաբար պետք է անդրադառնան և պետք է հորդորեն Հայաստանի իշխանություններին հանգիստ թողնել այդ մարդուն: Եթե մեկը կա, որ իսկապես մաքուր է, Վարդան Օսկանյանն է: Ստացվում է` ուզում ես կոռուպցիայի դեմ պայքարել և սկսում ես Վարդան Օսկանյանի՞ց…
Այսինքն` Դուք նախագահական ընտրությունների և այս գործի միջև անմիջական կա՞պ եք տեսնում:
Ուղղակի կապված է, որովհետև գիտենք` կամ Վարդան Օսկանյանը իր թեկնածությունը պետք է ներկայացնի, ինչին չեմ հավատում, կամ Ռոբերտ Քոչարյանը կամաց-կամաց պետք է վերադառնա քաղաքական բեմի վրա` օգտագործելով իր բոլոր լծակները, բարեկամներին, հարազատներին, օրինակ` Վարդան Օսկանյանին կամ Գագիկ Ծառուկյանին և կամ ԲՀԿ-ն: Բայց կպնել Վարդան Օսկանյանին ընտրություններից 7-8 ամիս առաջ, նշանակում է կպնել այդ քաղաքական հոսանքին, շրջանին:
Հիլարի Քլինթոնի` Հայաստան կատարած այցից հետո վերջնականապես պարզ դարձավ, որ Արևմուտքը նախագահական ընտրություններին սատարելու է Սերժ Սարգսյանին: Ըստ Ձեզ` ինչո՞ւ է Արևմուտքն ընտրել Սերժ Սարգսյանին, չի՞ տեսնում այլընտրանք:
Արևմուտքը գիտի, որ Սերժ Սարգսյանը և խելացի է, և խաղաղություն է ուզում, բայց արևմտյան տեսակի խաղաղություն է ուզում Թուրքիայի հետ արձանագրությունների վավերացումը, Ղարաբաղի կարգավիճակի լուծումը և այլն: Արևմուտքը ուսումնասիրեց քաղաքական բեմը և տեսավ, որ երկու-երեք մարդիկ են առկա` Ռոբերտ Քոչարյան, որ ավելի մոտ է Պուտինին և չեն կարող նրան օգնել իբրև իրենց թեկնածու, կա Լևոն Տեր-Պետրոսյանը, որն այսօր վերջացած մեկն է, և եթե անգամ հեղինակությունը մեծ է, բայց ոչ այնքան, որքան ինքն է ուզում: Ամերիկացիները գիտեն, որ Լևոն Տեր-Պետրոսյանը չի կարող հաղթել, և ուրեմն մնաց Սերժ Սարգսյանը: Սերժ Սագսյանն իր բոլոր երեսներով ցույց տվեց, որ կարելի է համագործակցել, շփվել, ամեն ինչ անել իր հետ, մանավանդ որ ամերիկացիների առաջնահերթությունը հայ-թուրքական արձանագրությունների վավերացումն է: Ամերիկացիները ուզում են ցույց տալ, որ եթե Ռուսաստանը իր թեկնածուն ունի, ամերիկացիներն էլ կարող են իրենց թեկնածուն ունենալ: Տարածաշրջանում միայն Հայաստանն է, որտեղ Ռուսաստանը կարող է իր իշխանությունը գործադրել, իր ազդեցությունը տարածել, բայց կարևոր է` ով պետք է նախագահի վաղվա Հայաստանը` Սերժ Սարգսյա՞նը դեպի արևմուտք, թե՞ Ռոբերտ Քոչարյանը դեպի Ռուսաստան: Մի քիչ բարդ մոտեցում է, որովհետև ավելի խորունկ է, կոմպլեքս է և խճճված, քանի որ տեսնում ենք, որ այսօրվա իշխանությունը Հայաստանում ռուսամետ է, Սերժ Սարգսյանը մոտ է Ռուսաստանի իշխանությունների մոտ, Նալբանդյանն էլ ավելի մոտ է, և Ռուսաստանի արտաքին գործերի նախարարության շարունակությունն է Հայաստանում:
Կայծ, ինչո՞ւ չկա հին թեկնածուներին այլընտրանք, ինչո՞ւ հնարավորություն չեն տալիս նորի առաջացմանը:
Թույլ չեն տալիս, որովհետև Հայաստանն այսօր գտվում է ներքին պայքարի մեջ երկու սերունդների միջև: Հին սերունդը ներկայացնում են Ռոբերտը, Սերժը, Վահան Հովհաննիսյանը և այլք, նոր սերունդը, որտեղ քաղաքական դեմքեր շատ չկան, երբեմն փոխնախարար են, երբեմն պատգամավոր են, կարևոր դեմք չկա: Ներքին պայքարում մրցություն չկա, դրա համար մնում են նրանք, ովքեր 20 տարի արդեն զբաղվում են քաղաքականությամբ և իրենց բոլոր լծակներով ղեկավարում են քաղաքական բեմը: Այսօրվա ներքին քաղաքական խնդիրը սա է: Եթե քաղաքագիտության հենքի վրա ուսումնասիրենք, ապա պետք է նշենք, որ մեծ նշանակություն ունի ներքին սերունդների պայքարը:
Անցումն ինչպե՞ս պետք է լինի:
Ես երկու տարբերակ եմ տեսնում. մեկը` հանդարտ, անցնցում տարբերակն է, այսինքն` բարեփոխումները շարունակելով դեպի եվրոպական համակարգի, դեպի ժողովրդավարություն, մարդու իրավունքների պաշտպանություն, դեպի մաքուր շուկայական տնտեսություն: Եվ այս ընթացքում հանդարտ, աստիճանաբար նոր դեպքեր պետք է երևան:
Մյուս տարբերակը` ցնցումներով, ներքին ճնշմամբ, պատերազմ Ադրբեջանի դեմ: Ընկերային շարժում դժվար է ստեղծել, քանի որ ժողովուրդը շատ հոգնած է այդ բոլոր խոստումներից: Երբ ժողովուրդը թողնում-հեռանում է Հայաստանից, սա չի նշանակում չեն սիրում Հայաստանը, սիրում են, բայց չեն սիրում՝ ինչպես են այսօրվա իշխանությունները ղեկավարում իրենց երկիրը և իրենց կյանքը: Սա է խնդիրը: Եվ քանի որ հույս չեն տեսնում այսօրվա Հայաստանի քաղաքական իրավիճակում, կամ հեռանում են, կամ լռում:

OSCE/ ODIHR issues final report on Armenia’s parliamentary election

The final report by the OSCE Office for Democratic Institutions and Human Rights (ODIHR) on Armenia’s parliamentary elections, held on 6 May 2012, concludes that they were characterized by a competitive and largely peaceful campaign, and offers recommendations, including ways to improve the integrity of the election process.
The report notes that the new Electoral Code provides a generally solid framework for the conduct of democratic elections, but contains a number of substantive shortcomings that remain to be addressed, the organization’s official website says.
The report says that the election commissions, law enforcement bodies and courts should interpret, implement and enforce the electoral legal framework with consideration for the spirit and intent of the law, which aims to ensure an equal playing field for contestants, the free will of the voters and the integrity of the electoral process. Furthermore, election commissions and courts should not take an overly formalistic approach to handling election-related complaints.
The report also recommends that authorities and contestants demonstrate more respect for the right of citizens to freely express their fundamental civil and political preferences, as required by the OSCE 1990 Copenhagen Document. They should refrain from putting pressure on voters, both during the campaign and on election day, the report says.
Other recommendations include increasing transparency of the work of the electoral and state authorities, providing additional voter education on the secrecy of the vote, enhancing campaigns against vote buying and vote selling, and continuing efforts to improve the accuracy of voter lists.

EU Hopes For Cleaner Elections In Armenia

The European Union has urged the Armenian authorities to hold more democratic elections in the future, while reiterating its largely positive reaction to their handling of last month’s legislative polls.
The issue as well as political reforms promised by Yerevan was high on the agenda of President Serzh Sarkisian’s talks with the EU foreign policy chief, Catherine Ashton, that were held in Brussels on Wednesday. Ashton was quoted by a spokeswoman as praising Armenia’s “reform achievements.”
“She welcomed the efforts by the Armenian authorities to hold the recent parliamentary elections in a more transparent and competitive environment, but highlighted the need to address a number of issues, identified by the OSCE/ODIHR Election Observation Mission’s Report, in order fully to meet internationally recognized democratic standards well ahead of presidential elections scheduled for 2013,” the spokeswoman, Maja Kocijancic, said in a statement.
A separate statement issued by Sarkisian’s office said Ashton described the May 6 elections as “the best ones held during Armenia’s 20-year independence.”
A spokesman for EU Enlargement Commissioner Stefan Fuele likewise said that the EU believes that the conduct of the vote was “basically OK.” But the official, Peter Stano, said Yerevan should “address the shortcomings” reported by OSCE observers before the Armenian presidential election due in February next year.
Stano told RFE/RL in Brussels that the proper conduct of the presidential ballot will be essential for a conference of Armenia’s foreign donors planned by the EU. “Broadly speaking, the donors’ conference is about getting money for Armenia to support it in its reform efforts, in whatever Armenia is doing … in terms of modernizing the society and brining it up to democratic standards,” he said.
Stano first announced plans for such a conference late last year. He told RFE/RL at the time that the EU plans to organize it after the Armenian parliamentary elections.
Stano insisted on Thursday that the conference has not been delayed until after the 2013 election because of irregularities reported by European election observers last month.
The EU official also stressed that the donor conference and prospects for additional Western assistance to Armenia depend not only on a better conduct of elections but also the implementation of other political reforms. In particular, he said, the authorities in Yerevan should “ensure pluralism in the broadcast media,” enact appropriate amendments to an Armenian law on religion and step up the fight against corruption. They should also intensify the pursuit of a compromise solution to the Nagorno-Karabakh conflict, he said.
“Overall Armenia is making very good progress and keeping up this progress would take us further in our relations,” added Stano.

Armenian MP gets angry at colleague

YEREVAN. – Ever since becoming MP, ruling coalition’s senior partner Republican Party of Armenia member Mher Sedrakyan (a.k.a. Mher of Tokhmakh) has started remodeling his office instead of carrying out legislative work, Zhoghovurd daily writes.
“He changed his office windows with European[-model] windows [and] without receiving anyone’s permission. The thing is that all [National Assembly] NA windows are [made] of the same wood and it is prohibited to change them so as to preserve the building’s overall look. But Sedrakyan does not like the NA’s old style.
[And] This is not all. Sedrakyan decided to enlarge his office on the account of neighboring MPs’ [offices]. As a result, he dismantled half of the room of a [coalition’s junior member Orinats Yerkir (Rule of Law) Party] RLP MP to have a reception, with his secretaries.
Our sources claim Sedrakyan’s actions angered RLP Faction leader Heghine Bisharyan, who complained about this to [NA Speaker] Hovik Abrahamyan.
We called Sedrakyan for comments, but his assistant responded and said the MP is not in Armenia [at present],” Zhoghovurd writes.Politics is not about the pursuit of morality nor what's right or wrong
Its about self interest at personal and national level often at odds with the above.
