It is not a new organisation, it was set up in 2001 and it is a branch of the Armenian government, and is headed by a MP. In its very early days (if the allegations are true) it seems to have been mostly a conduit for public money to make its way into the pockets of corrupt officials and their relatives. But I'm wondering what it does now - does it have specific agendas? Its name is somewhat deceptive (or, at least, unclear) in that it implies it is a sort of umbrella body for other youth organisations to come together at, but it does not appear to be that.

Found out that it is actually the Youth Wing of the Republican Party of Armenia: they normally call themselves the "Armenian Youth Foundation".
