      Armenia’s joining Customs Union will not affect Karabakh peace process

      Armenia’s accession to Customs Union (CU) and Common Economic Space will not affect the process of the settlement of Nagorno-Karabakh conflict.

      This was stated by Tatyana Valovaya, the Eurasian Economic Commission Board Member and Minister for Macroeconomics and Principal Directions of Integration.

      “As you know, the president of Kazakhstan in his opening speech spoke about Armenia’s preparedness to join the CU and Common Economic Space and mentioned Nagorno-Karabakh conflict. As a result of debates, president of Kazakhstan together with other participants of Supreme Economic Council signed a decision approving the roadmap. No other documents have been received from Kazakhstan,” Valovaya said in an interview with Armenian News-NEWS.am.

      She stressed that CU and Common Economic Space are economic structures. The member states have no plans to create a political union, so Armenia’s accession to Customs Union will not in any way affect the Karabakh peace process.

      Armenia is getting closer to the Customs Union very fast, she said. It took less than four months from the first statement of intention to the moment of roadmap signing. For instance, the roadmap with Kyrgyzstan has been discussed for two years, Tatyana Valovaya added.

      “I hope that the interaction between the states, members of the Customs Union and the Common Economic Space, and Armenia will be very active,” the Minister noted.

      Tatyana Valovaya said the roadmap of Armenia’s accession consists of 20 sections and includes 262 events out of which 150 should be carried out by the time of joining the Customs Union. Over 30 seminars and consultations have been held while the roadmap was being drafted.

To be well meaning is also not good enough bro because most of those people that want to brake us up from Russia and make Armenia a victim to Turks again are also well meaning if you ask them.

            Russian President Vladimir Putin said on Tuesday the final pieces were in place for the 2015 launch of an economic union with Belarus and Kazakhstan that Moscow hopes can also be joined by Ukraine.

            Putin promised following talks with Kazakh President Nursultan Nazarbayev and Belarussian leader Alexander Lukashenko that the so-called Eurasian Economic Union would turn into a new source of growth for all involved.

            The alliance would replace a much looser Eurasian Customs Union that Russia formed with the two ex-Soviet nations in an effort to build up a free trade rival to the 28-nation EU bloc.

            "Government representatives of the troika (Russia, Kazakhstan and Belarus) ... have developed the draft of the institutional part of the Eurasian Economic Union agreement," Putin said in televised remarks.

            "This document determines the international legal status, organisational frameworks, the objectives and mechanisms of how the union will operate starting on January 1, 2015," Putin said.

            Putin has made the creation of a post-Soviet economic union that could one day even be joined by nations such as Turkey and India the keystone project of his third Kremlin term.

            Russia has put immense pressure on Ukraine to join the alliance and threatened economic sanctions against Kiev when it was on the verge of signing a landmark trade and political association deal with Brussels last month.

            Kiev's decision to spurn the EU pact sparked the biggest protests since the 2004 pro-democracy Orange Revolution and exposed the deep cultural rifts running between the nationalist west of Ukraine and its more Russified eastern parts.

            But the size of those rallies began to ebb when Ukraine agreed a $15-billion bailout package with Russia that also included a one-third cut in the price Moscow charges its neighbour for natural gas.


            Ukrainian Prime Minister Mykola Azarov said during talks in Moscow with his counterpart Dmitry Medvedev that Kiev had just received the first $3.0-billion tranche of the Russian rescue plan.

            "This is a stabilising factor for us," the Ukrainian government website quoted Azarov as saying before he joined Putin at the Eurasian meeting.

            "Thanks to the reached agreements, our ratings went up. We came out of the zone that we were in," Azarov said.

            Ukraine's Foreign Minister Leonid Kozhara added that Kiev and Moscow intended to continue to "coordinate (their) foreign policies."

            "I am especially asking my Russian colleague Sergei Lavrov to support Ukraine's efforts to become a non-permanent member of the UN Security Council," ITAR-TASS quoted Ukraine's top diplomat as saying.

            Russia's rescue -- announced following talks in Moscow between Putin and Ukrainian President Viktor Yanukovych -- involves the purchase of new eurobonds Kiev began to issue on the Irish stock exchange.

            The package helped to tamp down the soaring yield on Ukrainian government obligations and made it easier for Kiev to issue new debt to cover its yawning fiscal black hole.

            The three nations on Tuesday also agreed on a "road map" paving the way for the membership in their union of Armenia -- a tiny ex-Soviet Caucasus nation that had also been expected to sign an initial agreement with Brussels last month.

            Putin rewarded Armenia's reversal by slashing the price of its natural gas imports from Russia to $189 from $270 per 1,000 cubic metres.

            Russia's First Deputy Prime Minister Igor Shuvalov said it should take "about half a year" for Armenia to formally join the existing Moscow-led customs pact.

            Putin added that the impoverished Central Asian state of Kyrgyzstan was also conducting initial membership talks.

            Kyrgyzstan's participation has been held up by Russia's worries over its inability to plug its porous border with China.

                Ambassador of Iran to Russia: Iran respects Armenia’s decision to join Customs Union

                “Iran wants to cooperate with the Customs Union in the future,” stated newly appointed ambassador of Iran to Russia, Mehdi Sanaei in his interview with Iranian news agency “IRNA”.

                Iran’s ambassador referring to the enlargement process of the Customs Union specifically noted, “Tehran respects Armenia’s decision to join the Customs Union and as a neighboring country hopes that the Union will be a success.”

                Ambassador Sanaei when speaking about the possibility of Iran’s accession to the Customs Union said: “There is no doubt; our country will cooperate with the CU. Currently Tehran works at the development of several projects of cooperation with the CU. At present Iran don’t intend to join the CU, but is ready to collaborate with all the countries of the region.”

                  Decision of counting commission made in accordance with Constitution - Heritage

                  YEREVAN. – The decision of the counting commission was approved in accordance with the Constitution, regulations of the National Assembly, says Heritage parliamentary group head Zaruhi Postanjyan.

                  She said there is no need to petition to the Constitutional Court at the moment.

                  During the Thursday meeting counting commission of the National Assembly discussed results of the vote on agreement providing for sale of 20% of ArmRusgazprom shares to Gazprom. The commission made a draft decision, according to which recognized the vote on Armenia-Russia gas deal invalid.

                  “It is for Serzh Sargsyan, Hovik Abrahamyan and Tigran Sargsyan have to petition to the Constitutional Court. I think the task is not on our agenda now. Our task is to appear in the squares,” Postanjyan told reporters.

                    Armenia has a chance to become a member of the Customs Union (CU) by the beginning of 2015 , according to Deputy Economic Development Minister Alexei Likhachev. However, according to him, the road map did not fix a specific time frame, so it will be determined by negotiations and a regulatory framework, in particular, the ratification procedures of the relevant documents.



                    According to the president of the European Cooperation Development Foundation, Mher Simonyan, a public opinion poll conducted in Yerevan in early October showed that 86 % of respondents have a positive attitude to Armenia's accession to the CU, and only 6% feel negative about it. "The participation of Yerevan in the CU and in the forming Eurasian Economic Union will objectively help maintaining political and socio-economic stability in the country. Specific targeted assistance and investments in key sectors of the Armenian economy from partners - Russia, Belarus and Kazakhstan – are more relevant and urgent for Yerevan than the European Union's abstract promises of financing programs for the rehabilitation of the business climate and the attraction of foreign investments”, Simonyan said. “Russia is the largest investor in the Armenian economy. Total investment has amounted to $ 2.5 billion, 44 % of the total foreign investment. This year, Russia allocated loan to Armenia for the renovation and extension of the working lifespan of the Metsamor A-plant in Armenia, giving 30 % of all electricity to the country. And the European Union has repeatedly demanded to close the plant".



                    At the same time, according to Simonian, "Russia is ready to make use of the investment for the rehabilitation and modernization of the chemical plant in the south. Armenia will receive $100 million for the construction of strategic transport corridor "North – South". "Russian Railways" to invest more than $500 million in the modernization of the Armenian railway and the construction of Armenia - Iran highway. The Russian businesses in Armenia operate efficiently, pay taxes to the budget, provide jobs for tens of thousands of people. Moreover, an application to join the Customs Union has led to lower prices for Russian gas and for Russian nuclear fuel".



                    Simonian urges not to forget that "the main market of Armenian goods is in Russia and not in Europe. 95% of wine production goes to the Russian Federation. The trade turnover between the two countries last year has increased by 22 % and amounted to $ 1.2 billion. The Armenian export to Russia in January - August 2013 has already reached 820 million dollars. The removal of fees for access to the market of the CU dramatically increased the volume of Armenian exports. "



                    Agassi Arabyan, president of NGO "Javakhk Diaspora of Russia", also likes the Customs Union: “The negative development in the major Western countries compel the Eurasian countries, including Armenia, to think about how to ensure more stable life”.



                    According to him, one of the bonuses from the CU is unfettered access to the Russian market: “Now Armenia has problems with movement, in particular, because of the Georgians. That is not forever, now the power there is changed, and it is hoped that everything could calm down. The membership in the Eurasian Union will eliminate the difficulties that may arise about increasing exports to Armenia. Moreover, the Eurasian Union is a unified space of labour force , and entry into this structure is beneficial for Armenia, since it will reduce the flow of migrant workers a certain number of times”.



                    Speaking about migration, Arabyan said: “The Armenians can start creating their businesses in Russia and Armenia. This means that there is no need to look for ways of seeking to obtain the citizenship of other countries and to find accommodation elsewhere”.



                    In Arabyan’s opinion, one cannot ignore the factor of energy, on which Armenia fully depends today. It is obvious to everyone. “For the countries in the Eurasian Union, Russia will sell, of course, energy at domestic prices, as it has promised. There is, you all know already, such a proposal, it is very welcome, and we are happy. Also, through the Eurasian Union, Armenia can lobby for its interests. Armenia’s joining the CU will once again strengthen the position of Armenia in the sense that it can be really useful to neighboring Georgia and as a mediator in all matters that are now acute for Russia and Georgia, that is, in Russian-Georgian relations. We believe that Armenia is also interested in the establishment of relations between Georgia and Russia, because, apart from the transport dependence, there is still interest of the Armenian population. Accordingly, we support this decision, and there are high hopes that soon the Georgian authorities also think about getting into the CU, because there will be, as it would have been a little earlier expressed, the full support for stability in the region and large economic support for two neighbors and brotherly countries”.

                      Can someone clear up the issue of gas prices in Armenia

                      We know that the price of gas is $189/tcm, but in reality its something like $391/tcm due to markups.

                      I have two questions regarding these markups

                      1) What do they consist of, and who creates them? Russian export fees, Armenian import fees?
                      2) Will the real price drop to 189 when Armenia officially becomes a member of the Eurasian Union.
