    Fitch Ratings places Azerbaijan Railways on Rating Watch Negative

    Fitch Ratings international ratings agency has placed Azerbaijan Railways CJSC (ADY) Long-term Issuer Default Rating (IDR) of 'BBB-' on Rating Watch Negative (RWN), the message of the agency said Nov. 4.

    “The RWN reflects the uncertainty regarding the form and the amount of state support that will be available to the company at the time of expected drop in earnings,” said the message.

    A State Program for the Development of Railways over 2016-2020 (Program) is being discussed by the government of Azerbaijan, according to the message.

    “We expect authorities to adjust capital spending to lower oil prices,” said the agency. “We may notch ADY's rating down from the sovereign rating if we think the support and links are weakening.”

    Fitch continues to apply a top-down rating approach to ADY with its Long-term IDR being aligned with that of the Azerbaijan's sovereign as Fitch considers the strategic, operational and to a lesser extent legal ties between the state and the company as relatively strong, according to the agency's Parent and Subsidiary Rating Linkage methodology.

    The strength of the ties is largely underpinned by ADY's high strategic importance to the national economy, including its position in the transport of export-bound oil products and oil as well as freight transit, which contribute significantly to Azerbaijan's economy.

    “ADY continues to be highly dependent on export/import and transit shipments with a high share of oil and oil products, with only marginal revenue coming from local freight shipments,” said the message. “Following a decline in freight transportation volumes during the first half of 2015, we do not expect it to improve considerably over the second half of 2015-2018, on the back of slowing economies across the region as well as increasing competitive pressure from pipelines for crude oil transportation.”

    New projects (including Baku-Tbilisi-Kars route to be commissioned by end-2016) should provide a boost to the volumes in the long term, according to the agency. “We believe ADY will remain a freight-focused railway, with the passenger business remaining relatively small.”

    Freight transportation volumes will decline in 2015 by over 10 percent, flat volumes in 2016 and a low-single digit increase thereafter are also expected.

    Future developments that could, nonetheless, lead to positive rating action include:
    - ADY's rating will continue to be aligned with the sovereign if the level of state support remains unchanged.

    - If the sovereign rating of Azerbaijan is upgraded to 'BBB' or above, Fitch is unlikely to continue to fully align ADY's ratings with the sovereign unless the legal links with the state are perceived to have strengthened.

    - An improvement in the budgetary position, beyond the measures currently envisaged, sufficient to increase Fitch's confidence in the longer-term sustainability of Azerbaijan's sovereign balance sheet strengths.
    - Sustainable economic diversification, supported by reforms to improve governance and transparency.

    Azerbaijani Railways is operator of is the 100-percent state-owned national railway network of Azerbaijan (BBB-/Stable).

        Azerbaijani Oil Fund Budget for 2016: Brief Historical Review

        The draft budget for 2016 of State Oil Fund of Azerbaijan Republic (SOFAZ) has been discussed by the Supervisory Board of the fund. According to the SOFAZ, the fund’s 2016 budget revenues are forecasted as 6.7 billion manta and expenditures at 8.26 billion manat. SOFAZ reported that the Supervisory Board recommended the Fund’s 2016 draft budget, including the major directions of its investment policy and projects for the approval by the President of Azerbaijan.

        SOFAZ’s budget revenues both in manat and dollar terms will be declined in 2016. Meanwhile, the fund’s budget deficit will be $ 1.55 billion US since it is 18.8% of projected costs.

        CESD experts underlines that declining of crude oil price in the world market dramatically impacts not only on Azerbaijan’s total export income but also on SOFAZ’s budget revenues. Oil income decreased by 22.0 % in October 2015 compared previous month due to increasing of oil output and of the price in the indicated period. In fact, total monthly income is still far behind of last summer’s monthly incomes. If the country received only $ 660 million US in October 2015, but income was $ 1.76 billion US in June 2014. It confirms that dropped oil price in the world market has dramatically decreased Azerbaijan’s revenues.

          Azeri oil fund's assets drop by 6.4 pct to $34.7 bln by Oct. 1

          Oct 26 Azerbaijan's state oil fund's (Sofaz) assets fell by 6.38 percent to $34.7 billion by Oct. 1 from the start of the year, the fund said on Monday, hit by the drop in global oil prices.

          Sofaz holds the proceeds from oil contracts, oil and gas sales, transit fees and other revenue. It uses income from investments to fund social spending and infrastructure projects.

          The fund said its revenue reached 5.5 billion manats ($5.2 billion) by Oct. 1, while expenditures were 6.4 billion manats.

          Sofaz said in September it had made its first real estate investment in Japan, buying retail property Kirarito Ginza in Tokyo for 52.3 billion yen ($432.27 million) with Mitsubishi UFJ Trust and Banking Corporation.

          Sofaz bought 3 billion yuan ($472.31 million) worth of Chinese bonds denominated in yuan in July, saying the purchase was designed to diversify its currency exposures.

          A Sofaz official had said in June that the fund would continue to diversify its real estate portfolio, which includes commercial assets across European and Asia Pacific markets.

          The fund had spent 2.8 percent of its assets on real estate in Europe, Asia and Australia as of Dec. 31, 2014, and total assets were up 3.42 percent year-on-year at $37.1 billion by Jan. 1, 2015.

            Azeri oil rig fire kills 32 workers in Caspian Sea




            A major fire has broken out on an offshore oil platform in Azerbaijan’s waters. While no official casualty count was immediately available, an independent report indicated that the disaster claimed 32 lives.

            The ongoing rescue operation is hampered by stormy weather with waves rising up to 11 meters high, Trend news website reported.

            The fire started overnight at a rig at the Gunashli field southeast of Neft Daşları (Oil Rocks) settlement. It was caused by strong winds that damaged a gas pipeline on the platform, the Azeri state energy company SOCAR said.

            The independent Oil Workers' Rights Protection Committee told Reuters that 32 platform workers were killed in the blaze and 42 rescued. The numbers were not immediately confirmed by SOCAR. The Azeri news agency ARA reported that 63 people worked on the rig, which doesn’t match the numbers provided by the independent committee.

            Rescuers reported saving 32 people from the platform, but didn’t confirm any deaths.

            In a separate incident in the area, the storm waves hit a small house near e Caspian shore with three people inside who remain missing, according to the news website Day.Az.

              At least one oil worker is dead and 30 are missing after a platform in the Caspian Sea caught fire in a storm, the office of President Ilham Aliyev says.
              State oil company Socar told the BBC that 63 workers had been on the Guneshli platform at the time and that 32 had been rescued so far.
              The firm said the fire began after a storm on Friday evening damaged a gas line.

              The storm has hampered efforts to control the fire and rescue workers.

              President Aliyev has set up a commission to investigate the incident, to be chaired by Prime Minister Artur Rasizada, the 1news.az website reported.
              Azerbaijan's Oil Workers' Rights Protection Committee said that about 40 oil workers had tried to board a life raft attached to the platform but that the raft ruptured and a number of them fell into the sea.

              Socar has not confirmed this account.

                  At least one worker was killed and 30 others were missing on Saturday after an Azeri oil platform caught fire during high winds in the Caspian Sea on Friday, state energy company SOCAR said.

                  As hopes of finding survivors faded, SOCAR said a severe storm was hampering rescue efforts at its platform in the Guneshli oil field.

                  "One body was found and a search-and-rescue operation for 30 missing workers is under way," it said in a statement, adding that 32 workers had been safely evacuated.

                  Earlier on Saturday, the head of Azerbaijan's Oil Workers' Rights Protection Committee, Mirvari Gakhramanly, told Reuters 32 workers had died and 42 had been rescued overnight.

                  The fire started after the storm damaged a natural gas pipeline, causing the platform's partial collapse.

                  Fear of more fires halts oil production

                  Oil production on 28 oil wells linked to the facility was suspended and all oil and gas pipelines, which link the platform with the land, were blocked as a safety precaution, SOCAR added in the joint statement with the emergency ministry and the country's chief prosecutor.

                  "The fire in the gas pipeline has not been completely extinguished and it has not been ruled out that it could spread to oil and gas wells near the platform," it said.

                  Azeri President Ilham Aliyev signed a decree to create a special commission to deal with the accident and control the rescue operation. A criminal case was opened to investigate the incident.

                  3 workers missing in separate incident

                  About 60 per cent of SOCAR's oil production passes through the platform where the fire broke out, meaning the state company's output will be temporarily hit.

                  The bulk of Azerbaijan's oil is produced elsewhere, however, including on fields operated by British oil major BP.

                  BP Azerbaijan was not available for comment on Saturday on whether adverse weather in the Caspian or the fire on SOCAR's platform had affected its production.

                  In a separate incident, SOCAR said on Friday that three workers were missing from another of its offshore oil platforms in the Caspian after an accident during the storm. The workers were still missing as of Saturday.

                  Fourteen workers were killed in accidents on SOCAR's oil and gas platforms in 2014.

                    I wonder how significant this platform was in the chain of platforms it linked to.

                    It appears bringing this platform into line will take a long time.

                    Could they run a new undersea pipeline bypassing this platform to re-establish supplies lines.

                    In any event the underwater leak and fire are ongoing at the moment.

                      Azeri state energy company SOCAR said on Sunday 29 workers missing after an oil platform in the Caspian Sea caught fire on Friday were feared dead, and President Ilham Aliyev declared a day of national mourning, Reuters reports.

                      SOCAR said one worker had been killed and 33 rescued, out of the 62 who were on the oil rig when the fire started.

                      "We continue the search-and-rescue operation ... We regard those whom we have not found so far as missing ... We believe that God will help them, although it's probably impossible," Khoshbakh Usifzade, SOCAR first vice-president, told a news conference.

                      Usifzade added rescuers were also searching for three more workers who had been swept into the sea in an accident on another oil platform on Friday.

                      He said the fire was not completely extinguished yet but hoped it would be by the end of the day.

                      Daily production on the platform was 920 tonnes of oil and 1.08 million cubic meters of gas.


                      "These figures are our production losses so far," he said.

                      Usifzade said the company would review its safety measures on its platforms, many of which were built in Soviet times.
