In early May 1992, with Azerbaijan losing the war with Armenia for Nagorno-Karabakh, Turkey's president, Turgut Ozal, threatened to enter the conflict on the on the side of Azerbaijan.

Turkey’s foreign minister, Hekmit Cetin, repeated Ozal’s threat on May 20. Russian marshal Yevgeniy Shaposhnikov, commander in chief of the nuclear forces of the Commonwealth of Independent States, warned that very day that if Turkey, a NATO member, became involved in the Armenia-Azerbaijan conflict, it would provoke World War III. Cautioning “Turkey and the United States” to abstain from the conflict, Marshal Shaposhnikov declared, “If there is military interference by another party, that will obviously place us on the verge of a Third World War.”
