Is this going to allow Kocharian to stay in office longer? Or is this going to revise most of our constitution.
Good thing, or bad thing?
it is going to revise almost the entire constitution. the limit of the president in office stays at 2 terms though. and the only way kocharian could stay in power is if he argues that it is a new constitution and hence a new countdown on how long he can stay in power. this is highly unlikely to happen and is not supported by any of the parties that support him though so i dont think it is anything to worry about. i myself am glad the constitution passed though not in the manner that it did (huge ballot stuffing and inflation of voting figures). It is more democratic and gives more power to the parliament and courts while taking away from the presidents power but whether these standards and the law will be upheld is another question. If it was implemented correctly and the government was held accountable to it it seems like quite a nice constitution. major amendments are dual citizenship which will allow a lot of diasporans to get Armenian citizenship, another one is parliament is given the right to change the nations borders without a referendum, this seems to me to indicate that Artsakh peace deal is in the works and the government might be making some unpopular concessions. The translated amendments should be available on the RFERL site you can look through it. It is encouraging though and it is supported by Europe (COE, PACE, EU). Lets cross our fingers and hope all will be well.
