They just use "Khojaly" as leverage against Armenia and Artsakh. They still can't believe that they lost the war and now they're making up lies. Armenian soldiers always gave time and a route for civilians to escape through.
In an exclusive interview to Armenian online newspaper Aysor, the Deputy Speaker of the British House of Lords Baroness Caroline Cox said "Azerbaijan used its citizens as a shield in Khojalu." The interview was taken on September 22, when Cox was visiting Armenia and Nagorno Karabakh for the launch of a charity even founded by her and the British “Lilis Consulting” company.
In that interview, which can be read here, she also says that Nagorno Karabakh is on its way of becoming a democratic state. Cox says the international community is not well informed about the real events surrounding Nagorno Karabakh and its struggle for freedom and independence from Azerbaijan.
"I think at present Azerbaijan is spending a lot of money for the circulation of the “Khojalu events” phrase. But I know also that Armenia had informed the Azerbaijan about the attack and had given a chance to the people of Azerbaijan to leave the place. Even they, the Azeri, say that they have been informed about the attack."
In regard to the future status of Nagorno Karabakh, an enclave populated by majority Armenians, who's rights were consistently oppressed by the government of Azerbaijan, she expressed her hope that the international community can see the democratic developments and the desire to live free in Karabakh and will give the young republic a chance to defend those rights.
"I have been present in NKR presidential elections, and not only me, there have been present a number of representatives of different international organizations and all of them assured that the elections have been held according all the norms of democracy. Nagorno Karabakh is on its way of becoming a democratic state where the human rights are respected and the civic society is being developed. I hope that the international community based on the self determination right of the nations will give Artsakh people a chance to lead its own fortune and to decide the way of its own future," said Baroness Cox.

Well that's a first. I'm glad that someone in the international scene explicitly agrees with our account of Khojalu.

Shes on the side of truth. She knows Armenia is not the aggressor but the azeris were, she knows khojaly is bullxxxx, so shes against those lies like she said she saw azeris using civilians as shields, she saw the massacre at Maragha and she witnessed the Armenians, who like she says had a much smaller army, defeat the azeri who had a 10x larger army and were better equipped. shes on the side of truth.

Cox is not the only one. There is also a Canadian military historian who has published a book on the Artsakh war that agrees. Also, the former leadership of Azerbaijan who was ousted by the Aliyevs also agrees with the Armenian account and this is as high ranked as the first president of Azerbaijan Ayaz Mutalibov. A couple of foreign journalists (Czech and Bulgarian from what I remember) who were at the scene of the battle also agree with the Armenian side. Also, Azerbaijani hero Chingiz Mustafayev who shot the videos of the alleged dead mysteriously was killed after he started doubting the events and wanted to conduct further investigation. Another prominent journalist on our side is Eynullah Fatulayev who currently is living inside a jail cell in Baku for you can guess what reason.
Cox is not the only one. There is also a Canadian military historian who has published a book on the Artsakh war that agrees. Also, the former leadership of Azerbaijan who was ousted by the Aliyevs also agrees with the Armenian account and this is as high ranked as the first president of Azerbaijan Ayaz Mutalibov. There is no evidence that the Armenians of Nagorno Karabakh committed "genocide" against Meskhetian Turks of Khojaly, Canadian military historian Patrick Wilson Gore said. Gore stated that Stalin's annexation of Nagorno Karabakh to Azerbaijan was due to his "paranoia" of Armenians and a secret deal between him and Ataturk, the Turkish dictator. The Canadian expert stated that for 70 years Armenians of Nagorno Karabakh were treated as second-class citizens under Azeri rule. The treatment of Armenians by Azeris was a classic case of ethnic cleansing. After the Sumgait and Baku massacres of Armenians in the early 1990s, the Armenians were forced to fight to defend their families and their lives. In regard to the Khojaly incident, Gore said "Azeri troops ran faster than the Meskhetian Turk civilians they had been using as human shields". Upon their retreat to Agdam, civilians of Khojaly were fired upon by the Azeri OMON garrison of Agdam, mistaking them for Armenian forces. He said that a day before the start of Khojaly battle, the Azeri forces executed 32 Armenian prisoners of war. Regarding the ongoing Azeri government threats of resumption of war to take Nagorno Karabakh, Gore said that "peace is for the benefit of both sides". It is true that the Azeri government is getting emboldened with its new-found oil wealth, but the Aliyev government has to "consider that their oil and gas pipelines run 30 km north of Nagorno Karabakh, and Azeris have invested heavily in their Baku facilities." Gore questioned whether Azeris want to jeopardize their vital pipelines and "risk their money sources." The author of the 139-page book is a Canadian specialist in military history and theory. He studied at Oxford, and subsequently graduated from the National Defense College at Kingston, one of NATO's senior command colleges. Much of his career has focused on strategic intelligence. This is his eleventh book. He used to be paratrooper and marine commando.
