I am looking for the link which will make this possible for Windows Vista.

Good websites that transliterate Latin to Armenian. So all you need to do it type out what you're saying in the Armenian language in Latin and it will convert it to Armenian font. Only drawback is that it's only in Eastern Armenian meaning it will convert some letters wrong for Western Armenians. However, it's surprisingly very accurate! It works for Russian too.
