Didn't other day Aliyev say he is president for all Azeris, including Azeris of Iran? Also, many Azeris that go to Azerbaijan tell that the Azeri community in Iran is oppressed.

Here are some signs that a minority is oppressed according to people of the Baku Republic:
-The supreme leader of the nation belongs to that ethnic minority.
-The leading opposition candidate of that nation belongs to that ethnic minority.
-They belong to the same racial stock as the majority ethnic group.

But what about Lezgins, Tats,tsakhurs, Avars and Udins of Caucasian Albania? And do Talysh people who are a branch of Iranian's consider themselves as Iranians?

Caucasian populations tend to be quite mixed and Azerbaijani have complex paternal ancestry, with lots of Siberian looking markers. The maternal mtDNA of Iranian Azeris. However is seemingly much the same as the Persians and Kurds in Iran.

Well, the point is that unlike Azaris, the Talysh actually do speak an Indo-Iranian language, and from what I've heard of it, it sounds extremely similar to Persian.
