          If it were a natural feature it would be called a "sump hole", I don't know whether the same term is used for the artificial ones that are part of dams. In a dam, another term for it is a bell-mouth spillway (so the one in the the photo is maybe a "star-mouth spillway"). And another is a "glory hole": http://www.trophybassonly.com/id56.htm - I wonder about the origin of that term, quite a lot of construction terms do allude to sexual acts though it seems that a "glory hole" is also one of three specialty furnaces used by glassblowers and so it might come from that and probably predates that, erm, other sort of place for blowing.
