Read this article by a 'so-called' PhD... on the Khojali incident, that the author has decided to characterize as a 'Genocide'. What a slap in the face to the victims of Rwanda, Cambodia, Darfur, and of course the Armenian Genocide amongst others! What nerve and lack of education must it take for someone to try to characterize the event as 'Genocide', has he lost his marbles? After reading the article, ask yourselves the below questions with respect to the United Nations Genocide Convention.

The nation challenging the tide of past decades of tragedies and setbacks. In one night, according to the official account, 613 people were brutally killed, out of which over to 250 were women, children, and elder.

Khojaly tragedy was continuation in the string of massacres and slaughters against the Azerbaijani people perpetrated over the centuries, especially accelerating in the bloodiest of all, the 20th.

Over the years of aggression and occupation of Azerbaijani territories, Armenia became somewhat comfortable and even started to extend the "olive branch", hoping that Azerbaijan will forget and forgive the past, and move on - like many times in the past.

However, as time passes, over the last decade the reverse trend can be noticed among Azerbaijanis in and outside the country, namely, growing frustration, anger and resolve, which would some day reach its boiling point - and this day appears to be closer than some might think, especially in such an explosive region.

Such dissatisfaction and determined attitude are shown in everything, from often repeated calls for liberation of the lands by military force, to the creation of the ten-thousand volunteer army units made up of experienced veterans of the last Karabakh war (1988-1994), since discharged and retired, standing by for an order to join the regular army units in case of war.

Armenians do take notice of this change, and emphasize it in their propaganda.

Yet perhaps the bigger difference, proving it is not all show, smoke and hot air, are the renewed mass demonstrations, a-la late 1980s, when people were truly not afraid of anything, commemorating the Black January of 1990 massacre and of course the Khojaly Genocide of 1992. Such spontaneous actions, from the masses, force the government and the parliament to pay close attention and take note, increasingly in the form of state-led activities in the recognition, condemnation and prevention of such tragedies from happening again.

Unlike what some might think, the pressure comes from the grassroots, from the bottom, not from the top, as has typically been in the past. The government is usually amorphous and very slow to respond, and starts acting only when feeling intense pressure. Remembering its recent volatile history, when up to a million people would stage mass demonstrations and challenge everyone from the Soviet army to Iran to Azerbaijan's own leadership, and what's important, succeed, the authorities are taking action.

A case in the point are the renewed calls for legislative and then judiciary assessment of the two events, on all levels, from the religious/spiritual leader to the highest ranking state officials. The appeals do not stop here, as the people demand international recognition of the Khojaly Genocide, not only by the parliaments, especially by friendly Turkic countries, but by The Hague court. For several years now, documents are being collected, and case build-up to allow for such an action to take place.

And if there is one thing that makes Armenians very uncomfortable, and downright aggravated and scared, afraid of like scorpion of fire, is this just one hard to pronounce, yet very dreadful word: Khojaly.

It happened on the night of February 25-26, 1992, in the town of Khojaly(Xocali, Khodjali, Khojali) located in the Karabakh region of Azerbaijan.

Aside from its strategic importance, it held enormous value as one of the last all-Azerbaijani towns, with pre-war population of close to 7,000, remaining in this region, which has been under Armenian aggression and occupation since 1988. In one night, according to the official account, 613 people were brutally killed, out of which over to 250 were women, children, and elder. Over a thousand were taken hostage, many presumed dead. Which makes the unofficial counts of over 1,000 slaughtered credible.

While not large in comparison to some wars and conflicts, this single-night massacre was by far the largest in the history of the Armenia-Azerbaijan war over Karabakh region. To put it into perspective, over 25,000 people of all nationalities were killed during this war in 1988-1994, i.e., in the period of six long years. Yet in one night, Azerbaijan lost hundreds, if not a thousand, of its citizens. Residents of Khojaly lost every 7th of them.

What makes it even more gruesome, is the way the massacre was perpetrated - which allowed some to label it as a genocide.

According to various official and independent estimates, over a million Azerbaijanis, and a total of 2,5 million Azerbaijanis, Turks, Kurds, and other North Caucasian people,were slaughtered in the 20th century, qualifying this tide of massacres as a genocidal policy by the Armenians.

Unlike various other similar events, Khojaly happened only 12 years ago, i.e., in front of the eyes of many of today's people, with the International Court of Justice in place, with full legislative awareness of the crimes against humanity. This is not some mythical story - there are credible eyewitnesses ranging from survivors to the journalists and military men, to radio communications and most importantly, video footage. Thus, those images will be forever vivid and reminding all of the Azerbaijanis not to forget,as indeed, it is impossible to do. We owe it to the fallen, to the innocent dead.

The victims of the Khojaly tragedy, and indeed all of the Azerbaijani people, and the humanity at large, deserve better. They ought to have recognition of the event, and thus, restoration of justice.

In this case, justice means full compliance with the international law,in the form of several UN Security Council resolutions, as well as other legal documents from various international organizations, calling for the end of Armenian aggression, withdrawal of the occupational forces and restoration of borders and sovereignty.

Moreover, Khojaly Genocide will undermine credibility of Armenian claims against Turks of perpetrating genocide in 1915, as well as Azerbaijan for the pogroms in late 1980s. Aside from such allegations being untrue and only part of the Armenian propaganda's larger strategy, it will expose the number one belief about the genocide and those who experienced it: how can people, who supposedly suffered from genocide, and now preach about not allowing it to happen again anywhere in the world, do such horrible things upon their neighbors, with whom they lived side by side for centuries, and who have given them so much (economically, culturally, etc)? And if so, perhaps they deserve the very same they ask from others?

Without a doubt, Turkey needs this as much as Azerbaijan, and in fact, a Turkish-Armenian-Azerbaijani Reconciliation Committee(TAARC) can be setup.

Certainly, anything related to Armenia could be done by Turkey in tandem with Azerbaijan. At least Armenia for her part, never hesitates to accuse both, deliberately linking issues to enjoy leverage over these countries.

What if the same strategy will be adopted by Azerbaijan and Turkey, and the tables will turn, the tide will reverse, offense will become the cornerstone of defense against Armenian allegations and denial of real crimes.

Now, read the definition of Genocide as the United Nations characterizes it and ask yourselves if an event that took place in one evening claiming the lives of 600 people could even remotely be considered an attempt "to destroy, in whole or in part, a national, ethnical, racial or religious group"?

Here is a summary of the events:

"Perhaps, the most detestable fraud created by the Azerbaijani propagandists in recent years is the hoax of so-called Khojaly (Xojalli) Massacre. In late February 1992, when Armenian self-defense units had to disarm the Azeri military base in the town of Khojaly in central Karabakh, gunmen of the ultranationlist Popular Front of Azerbaijan (PFAP) slaughtered some 100 Azeri civilians who were fleeing the embattled town through a land corridor left for them by the Karabakhi Armenian forces.

Later, the PFAP gunmen mutilated the bodies of the dead Azeris and mixed them with the killed-in-advance Armenian hostages, which were taken prisoners by them a month earlier. Because the Armenian forces did not want to harm Khojaly civilians, they issued an advance warning of the attack, requesting the Azeris to allow any civilians to evacuate. This has been independently corroborated by Russian observers and by the testimonies of Azeri survivors of the attack.

Despite the obvious fact that the Armenian units by no means had any access to and never controlled the territory where the massacre took place, as it was located deep in the Azeri rear, late Azeri agitators ridiculously accused Armenians in killing Khojaly civilians, making a world-wide propaganda show out of this tragic event.

The exact reasons for why the PFAP's gunmen killed Khojaly's Azeri civilians remain unclear to date. According to some experts, it happened by mistake (by friendly fire), while in the opinion of the Azeri former president Ayaz Mutalibov it was a deliberate attempt to defame his administration by his rivals from the PFAP. It is notable that after the events in Khojaly Mutalibov was forced to resign. It is also important to note that Azeri operator Chingiz Mustafayev, who filmed the dead bodies and later launched an independent investigation on the Khojaly events, was killed in Azerbaijan under mysterious circumstances, reportedly by PFAP thugs.

At any rate, the Khojaly slaughter highlights a key fact that Azeris are still a fragmented nation, parts of which continue maintaining strong regional identities, with tribal self-images sometimes prevailing over the identity as of "the Azeris." Under these circumstances, killing the representatives of a rival clan is not a totally unimaginable occurrence. Man, they love titles! They are all Professors and Doctors and they haven’t seen the cover of a history book in their entire lives.

“Nation”? What nation? They were called Tatars before 1918, when they stole the name of their artificially created “country” on Armenian territory from the neighbor south of the Arax River.
They always play the numbers game and call the Armenian figures exaggerated whereas they increase the number of their dead all the time.
Initially there were about a hundred, including 34 Armenian hostages who were never found. This loser will increase it to a thousand as he goes on.
The funny thing is their copycatting and projection of their bestial nature on peaceful and industrious Armenians. This sorry sod will tell us why later in this same “article”.

And if so, perhaps they deserve the very same they ask from others?

This is an ambiguous rhetorical question:
If he means "Azeris" "deserve" the recognition of a "genocide" committed by themselves, then he must be kidding.
If he means Armenians deserve genocide, then he is a genocidal maniac and it's a justification of the Armenian Genocide. The “Doctor” is losing control and is revealing his barbaric instincts.

Without a doubt, Turkey needs this as much as Azerbaijan, and in fact, a Turkish-Armenian-Azerbaijani Reconciliation Committee(TAARC) can be setup.

What if the same strategy will be adopted by Azerbaijan and Turkey, and the tables will turn, the tide will reverse, offense will become the cornerstone of defense against Armenian allegations and denial of real crimes.

"KHOJALY MASSACRE"


Azerbaijan shamelessly refers to the1992 military event in the district of Khojaly as "massacre." This is the most cynical and vicious statement ever made by Azerbaijan. According to President Mutalibov, the then President of Azerbaijan, the responsibility for the slaughter of the civilian population of the mostly Azeri populated city of Khojaly, fully falls on the Azeri opposition group known as "the Azerbaijani National Front." In the days that followed this event, in an interview with journalist Dana Mazalova, also published in the April 2,1992 issue of the Russian newspaper Nizavisimaya Gazeta, President Mutalibov admitted that the militia of the Azerbaijani National Front actively obstructed and purposely prevented the exodus of the local Azeri population through the mountain passages which were specifically left open by Karabakh Armenians to facilitate the flight of the Azeri civilian population. With regards to this, it should be noted that the September 1992 report of the Helsinki Watch International Non- governmental organization quotes an Azerbaijani woman who says Armenians had notified the Azerbaijani civilian population to leave the town with white flags raised. In fact, the Azerbaijani militia shot those who attempted to flee. The intention of the Azerbaijani opposition(the Azerbaijani National Front) was to utilize civilian losses of such a magnitude to instigate a popular uprising against the Baku regime and seize the reins of power. Azerbaijan does not stop at simply distorting the truth. Not only does it falsely attribute its own opposition's merciless slaughter of Khojalu's civilian population to Armenians, it shamelessly characterizes the killings as "distinctively inhumane and cruel" and "massacres". In so doing Azerbaijan fully comprehends that for the Armenian people these terms unfailingly evoke memories of massacre and genocide in Armenians' past. It is not coincidental that Azerbaijan dares to make these types of statements on the anniversary of the most bloody event of Armenia's recent history. On 28 February 1988, when the people of Nagorny Karabakh were arguing by peaceful and constitutional means for their right to self-determination, the Azerbaijani authorities organized and armed a mob, which began pogroms against Armenians in the Azerbaijani city of Sumgait. The Sumgait massacres were followed by killings and pillaging in Ganja in November 1988 and Baku in January 1990.

In the spring of 1991, the very leaders of the current Azerbaijani regime, assisted by the Soviet Army, organized the depopulation of the Armenian regions of Northern Artsakh(Karabakh), and the deportation of the Armenian population of Nagorny Karabakh and the surrounding regions. Helsinki Watch, in the above-mentioned report, testifies that "these events were intended to exacerbate the fear and horror of ethnic Armenians in other parts of Azerbaijan" and lead to the deportation and ethnic cleansing of more than 600,000 Armenians. These atrocities were followed by a cycle of large-scale Azerbaijani military offensives and operations designed to produce a military solution to the conflict by annihilating the Armenian population of Nagorno Karabakh. Although such acts have all taken place in the last decades of the twentieth century, the people of Nagorny Karabakh experienced a similar fate during the first two decades of this century as well.

The massacres and pogroms of 1905 in Baku, and 1918 and 1920 in Shushi, where the entire city of Shushi was burned and its whole population was annihilated, are still vivid memories. Therefore, statements of Azerbaijan calling the 1992 military event in Khojaly as "massacres" can only be seen as a crude, gross violation of the norms and principles of international law.

While fostering an aggressive and exclusive nationalism, Azerbaijan blatantly promotes and incites ethnic hatred towards the population of Nagorno Karabakh, with whom it continuously claims it can peacefully and harmoniously live together. Further, Azerbaijan proclaims it can guarantee Karabakh's security and peaceful existence, even while it advances distrust and enmity by falsely accusing Armenians and callously misrepresenting its own role and responsibility in the Khojaly events. In the event of imposed Azerbaijani rule on Nagorny Karabakh, the people of Nagorny Karabakh will face the threat of genocide.

CANADIAN HISTORIAN REFUTED AZERBAIJAN’S ACCUSATIONS AGAINST ARMENIAN PARTY

YEREVAN, 10.06.08. DE FACTO. "There is no evidence that the Armenians of Nagorno-Karabagh committed "genocide against Meskhetian Turks of Khojaly," said Canadian military historian Patrick Wilson Gore, during the launch of his latest book "Tis Some Poor Fellow's Skull – Post-Soviet Warfare in the Southern Caucasus" at the embassy of the Republic of Armenia in Ottawa, an independent French journalist Jean Eckian told DE FACTO.
The Canadian expert stated that for 70 years Armenians of Nagorno-Karabagh had been treated as second-class citizens under Azeri rule. The treatment of Armenians by Azeris was a classic case of ethnic cleansing. After the Soumgait and Baku massacres of Armenians in the early 1990s, the Armenians were forced to fight to defend their families and their lives.
In regard to the Khojaly incident, Gore said "Azeri troops ran faster than the Meskhetian Turk civilians they had been using as human shields". Upon their retreat to Agdam, civilians of Khojaly were fired upon by the Azeri OMON garrison of Agdam, mistaking them for Armenian forces. He said that a day before the start of Khojaly battle, the Azeri forces had executed 32 Armenian prisoners of war.
Regarding the ongoing Azeri government threats of resumption of war to take Nagorno-Karabagh, Gore said that "peace is for the benefit of both sides". It is true that the Azeri government is getting emboldened with its new-found oil wealth, but the Aliyev government has to "consider that their oil and gas pipelines run 30 km north of Nagorno-Karabagh, and Azeris have invested heavily in their Baku facilities." Gore questioned whether Azeris wanted to jeopardize their vital pipelines and "risk their money sources."
To note, the author of the 139-page book is a Canadian specialist in military history and theory. He studied at Oxford, and subsequently graduated from the National Defense College at Kingston, one of NATO's senior command colleges. Much of his career has focused on strategic intelligence. This is his eleventh book. He used to be paratrooper and marine commando.

BAKU’S AGITATION FAKED DOCUMENT DISCLOSED

Regular anti-Armenian campaign concerning the events in the settlement of Khojalu becomes more frequent in Baku. At that, the official Azerbaijani propaganda does not disdain to use any methods and means to display the Armenian side as a party responsible for the tragedy.
The NKR Ministry of Foreign Affairs’ press service has recently disclosed one more agitation faked document of Baku, which, via a forged photograph exposed in a number of the Azerbaijani websites, tried to inject in the world public consciousness and the consciousness of its own people another portion of poison of Armenian phobia. It is interesting that some sites, for instance, the official site of Azerbaijan on events in Khojalu (www.khojalu.org) removed this forged document from their site. However, in other sites including the site of “Heydar Aliev’s Fund” (www.azerbaijan.az), which is very respectable in Azerbaijan, the photograph shamelessly continues to stand conspicuously.
According to the Azerbaijani side’s intention, the propaganda value of this photograph obviously lies in the fact that besides a great number of corpses of civilians in the foreground the outskirts of a populated area is seen in the background, which, in principle, should add verisimilitude to Baku’s version on mass killings of Azerbaijanis in Khojalu. Meanwhile, color version of the abovementioned photograph absolutely refutes it namely the faces of the deceased, their garments, etc.
In fact, this photograph is directly connected with the events in Kosovo. Namely as that the photograph along with a great number of the others was exhibited in one Serbian, one Albanian, and in one specialized German forum, in internet-page of reputable edition “New York Times” etc.
The NKR MFA press service reminds that on February 25-26, 1992, the Karabakhi side launched a military operation to release the only airport in the republic which was under control of the Azerbaijani-populated area (Khojalu) and to neutralize the weapon emplacements of the enemy in Khojalu, from where since summer of 1991 the populated areas of Nagorno Karabakh have been regularly exposed to attacks of the Azerbaijani special police squads, artillery bombardments from “Alazan”, “Crystall” and rocket facility of volley fire “Grad”. The release of the airport and neutralization of weapon emplacements of enemy in Khojaly was of vital importance for the NKR people.
The subunits of the NKR Defense Army granted a corridor to the peaceful population for safe and timely leaving the battle zone and few days before the operation the Azerbaijani side was informed of it. It is well-known that the NKR authorities informed the Azerbaijani side of preparation for the neutralization of the Khojalu weapon emplacements two months prior to the operation and that was repeatedly confirmed by the officials of Azerbaijan, in particular, that time president Ayaz Mutalibov. However, the leadership of Azerbaijan did not undertake anything to help the peaceful population to leave the battle zone. Moreover, a column of peaceful population was shot near the border of Aghdam region, which was later on confirmed by Mutalibov, who linked the crime with the opposition’s efforts to remove him from the office by making him responsible for everything.
The territory where subsequently many corpses were filmed is 3 km far from Aghdam and 11 km from Khojalu. Up to the fall of Aghdam (summer 1993) this area was under permanent control of the Azerbaijani units, which excluded the access of the Karabakh self -defense units there.
Some details of this military operation are so far shrouded in mystery and namely using this circumstance official Baku tries to profit from it to gain its political goals. It is noteworthy, that all the propaganda is being carried out with pronounced anti-Armenian insinuations and is used for forcing ethnic intolerance and hatred towards Armenians among Azerbaijanis.
Unfortunately, the topic of “Khojaly” remains to be one of the cornerstones of the Azerbaijni domestic and foreign information or rather misinformation policy within the context of the Karabakh problem in general.
