      Da� ich einer der europ�ischen Schriftsteller bin, die sehr fr�h
      schon ihre Stimme f�r Armenien erhoben, sehr fr�h schon versucht
      haben, die �ffentliche Aufmerksamkeit auf die schrecklichste und
      emp�rendste V�lkertrag�die in neuerer Zeit hinzulenken, diesem
      Umstand verdanke ich die Ehre, vom Verein armenischer Studenten in
      Europa aufgefordert worden zu sein, hier heute abend das Wort zu
      ergreifen.

      Ich neige nicht dazu, die m�ndlichen Worte eines einfachen Autors zu
      �bersch�tzen, und wei� sehr wohl, da� in gro�politischen Fragen die
      Entscheidung bei den Machthabern liegt. Aber selbst die Machthaber
      sind in unseren Tagen gezwungen, auf eine starke und einstimmig
      ge�u�erte �ffentliche Meinung R�cksicht zu nehmen, und deshalb gilt
      es, so lange zu rufen, bis eine solche �ffentliche Meinung in allen
      L�ndern erwacht. Doch besonders im Deutschen Reich. Wie Sie alle
      wissen, ist das t�rkische Armenien w�hrend der letzten zehn Jahre der
      Schauplatz solcher Greuel gewesen, derengleichen die beglaubigte
      Weltgeschichte kaum aus den rohesten Zeiten vermeldet. Bevor wir es
      erlebten, hatte keiner f�r m�glich gehalten, da� eine ganze
      Bev�lkerung solcherma�en Gegenstand von Aussaugungen, Folter und
      Massenmord werden k�nnte. Das Blut von Hunderttausenden schreit zum
      Himmel.

      Ich wei�, da� die T�rkei eine mit Deutschland freundschaftlich
      verbundene Macht ist. Ebendas hat der t�rkischen Regierung freie Hand
      gelassen. Ich will mit keiner Silbe von der Pers�nlichkeit des
      Sultans sprechen. Aber die Freundschaft, die sein Gl�ck ausmacht,
      kann f�r F�rsprecher der Menschlichkeit nicht davon abhalten, vor das
      deutsche Publikum zu treten. Ungarn ist durch Stammesverwandtschaft
      und �berlieferungen, die sich �ber Jahrhunderte erstrecken, mit der
      T�rkei freundschaftlich verbunden. Dennoch wurde der tapfere
      Vork�mpfer f�r die Sache Armeniens, Pierre Quillard, in Budapest
      aufmerksam angeh�rt, als er k�rzlich, Mitte Dezember, den Ungarn
      Tatsachen aus Armeniens neuester Geschichte vorlegte. Das deutsche
      Volk steht der T�rkei sehr viel ferner als das magyarische, und als
      Ganzes ist es weitaus m�chtiger. Eine Erhebung der �ffentlichen
      Meinung in Deutschland f�r die armenische Sache h�tte jetzt
      vielleicht entscheidende Bedeutung. Wofern die Armenier gar nichts
      anderes f�r sich h�tten als ihr Ungl�ck, es w�re unm�glich, ihnen
      Teilnahme zu verweigern. Sie haben erlitten, was fast nicht gesagt,
      geschweige denn beschrieben werden kann, weil die Zuh�rer sich die
      Ohren zuhalten w�rden.

      Sagt man: Dreihunderttausend Leben sind ausgel�scht worden, teils
      durch Gewalttaten, teils durch Hungersnot und Frost, so macht das
      einen geringen Eindruck; es setzt die Einbildungskraft nicht in
      Bewegung. Was zum Beispiel n�tzt die Mitteilung, da� im August 1894
      in den D�rfern bei Musj ein Massenmord stattfand, der drei Wochen
      dauerte, da� M�nner, Frauen, Kinder ohne Unterschied niederges�belt
      wurden, da� �berall den Frauen Gewalt angetan wurde, ehe sie starben,
      da� man erst bald zweihundert, bald dreihundert Frauen auf einmal den
      Soldaten �bergab, ehe sie mit Bajonetten und S�beln get�tet wurden!
      Was n�tzt es, mitzuteilen, was ein deutscher Reisender an Ort und
      Stelle erfahren hat: In Kendr�nz hatten die Kurden einander ihr Wort
      darauf gegeben, jedes weibliche Wesen vom f�nfj�hrigen Kind an
      aufw�rts zu vergewaltigen! Oder zu sagen: An einem anderen Ort wurden
      nahezu sechzigtausend junge Frauen und M�dchen in eine kleine Kirche
      eingeschlossen, den Soldaten ausgeliefert und schlie�lich von ihnen
      get�tet. Ein Blutstrom flo� unter der Kirchent�r heraus.

      Will man einen unverge�lichen Eindruck machen, so mu� man ins
      einzelne gehen. Da� hunderttausend ermordet worden sind, wirkt
      weniger, als wenn ein einzelner gemordet wurde. Eine Frau fiel auf
      die Knie und flehte die Soldaten an, ihr Leben zu schonen - in
      Wirklichkeit zwei Leben. Ist es ein Junge oder ein M�dchen? riefen
      die Soldaten. Und sie wetteten sieben Medsjidi� auf einen Jungen.
      Schauen wir doch nach! Und man schlitzte ihr den Bauch auf. Der es
      erz�hlte, kann alle Umst�nde angeben und die Namen der Zeugen nennen.
      Andernorts haben die Kurden gewettet, ob sie mit einem Schlag vier
      Kleinkindern den Kopf abhauen k�nnten, und haben es vor den Augen der
      M�tter getan. In Trebisund ging am ersten Tag des Blutbads ein
      Armenier aus einer B�ckerei, wo er Brot f�r seine kranke Frau und
      seine Kinder gekauft hatte. Er wurde von einer w�tenden Bande
      �berrascht. Er bittet um Gnade. Man verspricht tr�gerischerweise, ihm
      nichts B�ses anzutun. Er glaubt es und dankt zutiefst. Aber man
      machte sich nur lustig �ber ihn. Man bindet seine F��e zusammen. Man
      haut seine eine Hand ab und schl�gt ihm mit dieser blutigen Hand ins
      Gesicht. Dann haut man die andere Hand ab. Man fordert ihn danach
      auf, das Zeichen des Kreuzes zu machen, w�hrend andere ihn ersuchen,
      lauter zu rufen, damit sein Gott ihn h�ren kann. Einer schneidet ihm
      die Ohren ab, stopft sie erst in seinen Mund hinein und wirft sie ihm
      dann ins Gesicht. Ein anderer ruft: Der Mund des Effendi mu� bestraft
      werden, weil er einen solchen Leckerbissen verschm�ht hat. Und man
      schneidet seine Zunge heraus. Jetzt kann er nicht mehr
      gottesl�sterliche Reden f�hren. Mit der Spitze eines Dolches l��t
      einer sein Auge aus der Augenh�hle springen. Das schreckliche
      verzerrte Gesicht, die Zuckungen des armen Leibes machen diese
      Fanatiker noch wilder; auch das andere Auge lassen sie springen und
      hauen ihm die F��e ab, ehe sie ihm mit einem Dolchstich in die Kehle
      den Gnadensto� geben.

      In einem Bericht des englischen Konsuls in Erser�m wird eine Szene
      aus dem Dorf Sem�l noch vor dem Blutbad beschrieben. Der Armenier Az�
      hatte sich geweigert, einige der besten M�nner des Ortes anzuzeigen.
      Daraufhin lie�en der Richter Talib Effendi und zwei t�rkische
      Hauptleute ihn eine ganze Nacht hindurch martern. Erst bekam er die
      Bastonade. Dann band man ihn nackt mit ausgebreiteten Armen an zwei
      Balken, und das Auspeitschen begann. Der Ungl�ckliche konnte kein
      Glied r�hren. Die Zuckungen in seinem Gesicht verrieten seine Leiden.
      Je mehr er schrie, desto mehr schlug man. Er flehte seine B�ttel an,
      ihn doch zu t�ten. Er versuchte, seinen Sch�del an den Balken zu
      zerschlagen. Das wurde verhindert. Als er noch immer nicht Zeugnis
      gegen seine Eigenen ablegen, sich nicht mit unschuldigem Blut
      beflecken wollte, lie� Talib erst seine Barthaare mit Zangen
      ausrei�en, dann fing man an, seinen Leib mit gl�henden Eisen zu
      traktieren, verbrannte ihn an den H�nden, im Gesicht, an den F��en
      und an noch anderen K�rperteilen. Mit einer gl�henden Zange
      verbrannte man seine Zunge. Dreimal fiel er in Ohnmacht, blieb aber
      standhaft. Im Nebenzimmer h�rten seine Frau und seine Kinder, vor
      Grauen erstarrt, sein Jammern.

      Und nun der Aufenthalt in den Gef�ngnissen, zum Beispiel in Bitlis,
      wo die Gefangenen, die zu Hunderten zusammengepfercht waren, in dem
      f�rchterlichen Schmutz bisweilen weder liegen noch sitzen konnten,
      noch dazu hungerten und oft gefoltert wurden.

      Ich wei� es und habe es sehr wohl gesp�rt: Sie haben mir ungerne
      zugeh�rt. Sie haben sich Gewalt antun m�ssen, um mir nicht zuzurufen:
      Genug! Genug! Ich habe auch wohl bemerkt, da� viele Damen den Saal
      verlassen haben. Es ist gr��lich f�r Sie gewesen, sich das anzuh�ren.
      So bitte ich Sie denn, die Greuel, die ich Ihnen mitgeteilt habe, mit
      einigen hunderttausend zu vervielfachen und zu bedenken: Was die
      Berliner Damen nicht haben ertragen k�nnen zu h�ren, das haben die
      Armenier hunderttausendfach ausgestanden. Das ist in unserer Zeit
      geschehen, im letzten Jahrzehnt, etwa vier bis f�nf Tagreisen von
      hier - und wir haben es geschehen lassen, haben nichts daf�r getan,
      es abzuwehren. L�ngst war Europa gewarnt. Die Vorbereitungen f�r das
      Gemorde in Sass�n wurden so �ffentlich betrieben, da� der englische
      Konsul in Erser�m in einem langen Bericht um Schutz f�r die
      armenische Bev�lkerung ersuchte. England wolle "sich nicht in die
      inneren Angelegenheiten einer befreundeten Macht einmischen". Das ist
      st�ndig die Formel. Und was das Unerh�rte ist: Nachdem Europa nicht
      mehr in Unwissenheit schwebt, dauert dieser Greuelzustand noch immer
      an.


      Immer noch werden die Armenier ihrer Freiheit beraubt, ausgepl�ndert,
      mi�handelt, einzeln oder haufenweise niederges�belt. Ich k�nnte
      Hunderte von Beispielen anf�hren. Ich nenne eins: Am 3. Juli 1900
      umringten f�nfhundert Kurden das Dorf Spagh�nk. Mit Kugeln, S�beln,
      Bajonetten legten sie los. Frauen und Kinder liefen den Soldaten
      flehend entgegen. Die kleinen Kinder wurden, noch lebend, auf den
      Bajonettspitzen hochgehoben; die Frauen wurden entkleidet,
      gesch�ndet, ermordet. Dem Dorfpriester, einem achtzigj�hrigen Greis,
      wurden langsam beide Seiten des Mundes gespalten und die Kinnladen
      herausgerissen. Einer schwangeren Frau namens Timene, die mit dem
      Gemeindevorsteher verheiratet war, wurde der Bauch aufgeschnitten;
      das Kind wurde zerst�ckelt und die Frau mit f�nfzig Messerstichen
      get�tet. Wir haben immer gewu�t, da� unsere Kultur Vergehen nicht
      ausschlo�, nicht Raublust und Bluttat einzelner noch diejenigen
      verbrecherischer Banden. So bedauerlich das war, erschien es uns
      nicht als Gegenbeweis gegen die Kulturstufe, die wir erreicht zu
      haben glaubten. Desgleichen haben wir immer gewu�t, da� unsere
      Kultur, selbst in den zivilisiertesten Staaten, nicht das soziale
      Ungl�ck ausschlie�t, die Armut und die Vernachl�ssigung der Armen.
      Aber sogar das Elend der sch�bigst Gestellten schien uns nicht gegen
      den hohen Stand der Gegenwartskultur zu sprechen.

      Armenien als Vorhut westlicher Zivilisation in Asien.

      Wir haben immer gewu�t, was Krieg bedeutet, wie er die Leidenschaften
      erregt, welche Greuel er zeitigt. Aber wir f�hren heutzutage nicht
      Krieg, wie man ihn in fr�heren Zeiten f�hrte. Ungerne tun die
      Heerf�hrer der friedlichen Bev�lkerung Leid an; gegen Frauen und
      Kinder wird nur unter bestimmten Bedingungen Krieg gef�hrt, wenn zum
      Beispiel St�dte bombardiert werden. So spricht denn auch nicht der
      Krieg gegen unsere Gewi�heit, auf einer sehr hohen Zivilisationsstufe
      zu stehen. Obwohl wir also die h�ufigen Verbrechen, die soziale
      Ungerechtigkeit und Grausamkeit, die Rassenfeindschaft und den
      Religionsha�, das Grauen der Kriege einr�umen mu�ten, so blieb doch
      immer ein Vergehen �brig, das uns in unseren Tagen undenkbar schien
      und als ins Altertum oder ins Mittelalter geh�rend abgestempelt
      wurde. Damit m�ssen wir aufh�ren. Nachdem Europa nicht die Greuel
      verhindert hat, die in Armenien veranstaltet werden und heutzutage
      auch in Makedonien, kann unm�glich behauptet werden, unsere Zeit habe
      in ethischer Hinsicht den finstersten Zeiten der Geschichte etwas
      voraus.

      Ich sagte: Wofern die Armenier gar nichts anderes f�r sich h�tten als
      ihr Ungl�ck, so verdienten sie unsere Teilnahme, unsere Hilfe. Aber
      die Armenier sind eines der �ltesten Kulturv�lker der Erde mit einer
      fast 4000 Jahre alten Geschichte - ein Kulturvolk, das der
      Zivilisation in seinem Land und mehr noch au�erhalb seines Landes
      gro�e Dienste geleistet hat. Wie die Polen sind die Armenier zwischen
      drei gro�e M�chte aufgeteilt. Sie sind Ru�land, Persien und der
      T�rkei unterworfen - L�ndern, deren drei Sprachen die Gebildeten in
      diesem Volk nicht selten au�er ihrer eigenen beherrschen, w�hrend sie
      au�erdem oft eine europ�ische Sprache verstehen und sprechen. Es ist
      dasjenige der V�lker der Ostens, das sich am meisten europ�ische
      Menschlichkeit angeeignet hat; es war, wie einer seiner besten S�hne,
      Archag Tchobani�n, gesagt hat, "die Vorhut der europ�ischen
      Zivilisation in Asien".

      Obwohl sein Land, das am Wege der Eroberungsv�lker Asiens lag, stets
      aufs neue von Fremden �berschwemmt und unterdr�ckt worden ist
      (bereits im Altertum von Assyrern und Medern bis zu den Arabern), hat
      es eine ganz ungew�hnliche Widerstandskraft an den Tag gelegt und
      eine nicht sehr viel geringere F�higkeit, das Fremde in sich
      aufzunehmen. Das parthischen K�nige, die Armenien vom zweiten
      Jahrhundert vor Christus an regierten, waren Armenier geworden. Die
      teilweise ausgezeichneten K�nige aus der Familie der Bagratruni, die
      auf sie folgten, waren anscheinend armenisierte Juden; doch ist das
      nicht sicher, da es damals als eine Ehre galt, vom "Haus David"
      abzustammen. Von der �ltesten bis zu unserer Zeit hat Armenien
      fremden V�lkern gro�e M�nner geschenkt. Im byzantinischen Kaiserreich
      waren die Armenier hervorragende Krieger, erneuernde Denker, und ein
      knappes Dutzend der Kaiser war armenischer Abstammung.

        Unter der t�rkischen Kaiserherrschaft behielten sie ihre Stellung als
        lebenspendendes Element; sie hatten den Handel in ihren H�nden,
        zeichneten sich als K�nstler, Gesch�ftsleute und Staatsm�nner aus.
        Nub�r Pasja, der so lange �gypten regierte, war ein Armenier, und ein
        Armenier war auch der russische Diktator Loris-Melikov. Da das
        armenische Volk als erstes von allen das Christentum annahm, ist
        seine alte heidnische Poesie leider gr��tenteils verlorengegangen.
        Nicht blo� die antiken Tempel, sondern auch die Dichtungen, die
        G�tter und Helden verherrlichten, wurden vernichtet. Uns bleiben nur
        Bruchst�cke, die von der lyrischen F�higkeit des Volkes Zeugnis
        ablegen; aber genug, um das Pantheon der armenischen Gottheiten
        wiedererrichten zu k�nnen. Sie haben weder die Riesenausma�e der
        asiatischen Gottheiten noch die Anmut der griechischen G�tter; sie
        sind, wie die Menschen, die sie hervorbrachten, arbeitsam, n�chtern
        und gut.


        Auch in der alten Baukunst des Landes, die so reich war, gibt es eine
        Mischung aus assyrischen und persischen Formen mit hellenischem Stil.
        Das Christentum wurde f�r die Armenier ein neues Kulturelement, und
        zwar ein nationales. Als Armenien seine politische Unabh�ngigkeit
        verlor, wurde die Kirche Sinnbild und H�terin der nationalen
        �berlieferung, etwa wie seither in Polen. Die Literatur wurde jetzt
        teils historisch, teils stark kirchlich, bestand aus religi�s
        get�nten Chroniken und mystischen Gedichten, behielt aber eine dunkle
        und eigent�mliche Poesie. Goldene Hymnen an das Licht finden sich.
        Einen breiten Raum nimmt die dichterisch glutvolle
        Geschichtsschreibung von Moses Khorenazi ein; er hatte in
        Griechenland studiert und kannte die Ilias. Er preist die Tapferkeit
        der Helden. Und er liebt sein Land. Er hat die wundervolle Sch�nheit
        der Gegend um Van verherrlicht, die von Semiramis zu ihrer
        Sommerresidenz erkoren wurde: "In einem Land, sagte sie, wo das Klima
        so mild und die Luft so rein ist, m�ssen wir eine Stadt und ein
        k�nigliches Schlo� bauen, um inmitten all dieser Herrlichkeit zu
        wohnen."

        Fr�here Einf�lle - Was die alten Chroniken erz�hlen.

        Ein anderer ber�hmter Historiker aus der alten Zeit, Jerisj�, der die
        Kriege der Armenier gegen die Perser erz�hlt hat, preist in einem
        ber�hmten Bruchst�ck die armenischen Frauen, die zu allen Zeiten
        einen seltenen Mut bewiesen haben - unl�ngst vor einigen Jahren in
        Sass�n, als f�nfzig junge Frauen sich in einen Abgrund st�rzten, um
        nicht den T�rken in die H�nde zu fallen, und in Pal�, wo drei�ig aus
        demselben Grund in den Euphrat sprangen, dabei ein Hymne singend.
        Jerisj� hat den Ernst und den Verzicht der Witwen in der harten Zeit
        des Krieges beschrieben.

        Eine Chronik, verfa�t von Vartabed Lasdivertsi, erz�hlt vom Einfall
        der Tataren und der Perser und schildert, schon vor 900 Jahren,
        Armenien als "nackt am Stra�enrand liegend, von allen V�lkern mit
        F��en getreten, aus der Heimat verjagt, als Gefangene und Sklavin".
        Vom f�nfzehnten bis zum neunzehnten Jahrhundert war der armenische
        Volksgeist v�llig unterdr�ckt, wie vernichtet. Nur die Kirche stand
        aufrecht. In den Kl�stern schlummerten die alten Handschriften. Ein
        M�nch namens Mechit�r, der einsah, da� sich in der T�rkei keine
        geistige Herdstatt f�r armenisches Geistesleben bauen lie�, brachte
        die wertvollsten Handschriften nach Venedig und gr�ndete dort jenes
        Kloster San L�zaro, das als eine Art armenischer Universit�t diente
        und in dem Lord Byron die armenische Sprache zu erlernen begann.

        Die Bewohner dieses Klosters entfalteten eine ungeheure T�tigkeit als
        �bersetzer und machten so ihre Landsleute mit allen geistigen
        Sch�tzen des alten und des neuen Europa bekannt, von Homer �ber
        Racine und Alfieri bis zu Schiller. Man begann jetzt, in der
        Literatur das moderne statt des alten Armenisch zu benutzen, und
        daraus folgte die gro�e Bl�te des armenischen Geisteslebens im
        neunzehnten Jahrhundert. Junge M�nner, die aus Europa zur�ckkamen,
        brachten die Hervorbringungen der europ�ischen Romantik mit und
        gr�ndeten in Konstantinopel ein Nationaltheater. Dichter wie Gabriel
        Sunduki�nz und sp�ter Avetis Nazarb�k haben in ihren Schauspielen mit
        Witz und Leidenschaft Spie�b�rgertum und Vorurteile bei ihren
        Landsleuten angegriffen.

        Der Geist von 1848 wurde in Armeniens Berge verpflanzt. Die
        armenische Volksseele wurde immer mehr europ�isiert. Auf russischem
        Boden entstand unter Einflu� des russischen Romans und der
        sozialdemokratischen Arbeiten der Deutschen eine zweite armenische
        Literatur, die das Volk zum Aufruhr gegen die t�rkischen �bergriffe
        weckte. Nalbandi�n schenkte dem armenischen Volke sein Freiheitslied.
        Der talentierte Raffi schrieb seinen in Franz�sische und ins Deutsche
        �bersetzten Roman "Dsjellal-ed-din", der die Zust�nde in Armenien um
        das Jahr 1877 schilderte und ein ergreifendes Bild des
        V�lkermartyriums damals (und jetzt) bietet. Was wir k�rzlich an
        Greueln erlebt haben, die �berf�lle und die Gewalttaten, all die
        Jammergestalten, diejenigen, die auf Pf�hle gespie�t sind,
        diejenigen, die mit gl�henden Eisen gemartert werden - alles kommt
        hier bereits vor. Der Roman hinterl��t ungef�hr den Eindruck wie die
        Briefe, die in den Jahren 1894 bis 1896 von den Ungl�cksorten
        geschrieben worden sind. Nazarb�ks auf englisch erschienenes Buch
        "Durch den Sturm" behandelt in Romanform den armenischen Aufruhr, den
        die Greuel hervorriefen und der Anla� zu neuen Greueln wurde.

        W�hrend des geistigen Schlafes des Volkes hatte sich das Volkslied
        stets frisch gehalten und neue Sprosse getrieben, und kein Volk hat
        so moderne Volkslieder wie das armenische, die klagenden Lieder der
        Ausgewanderten, die leidenschaftlichen Verse der Verliebten. Eine
        Jugend wuchs heran, der zugleich das alte Armenien vertraut war, und
        die, modern gesinnt, Einspruch gegen die Ungerechtigkeit der
        Regierung und die Grausamkeit der Kurden erhob. So konnte der
        Patriarch Ners�s 1878 M�nner mit Vollmacht f�r die Armenier zum
        Kongre� nach Berlin schicken. Und er hatte Gl�ck, erwirkte den
        Artikel 61, der die Zukunft der Armenier zu sichern schien, den
        Artikel, an dessen unerf�llte Versprechen noch heute jeder Freund der
        armenischen Sache sich klammern mu�.

        Europa scheint das unterdr�ckte Volk unter seinen Schutz genommen zu
        haben. Leider war die Teilnahme der M�chte nicht ernst gemeint. Und
        allein der Umstand, da� die Armenier gewagt hatten, sich an Europa zu
        wenden, trieb die Verbitterung der t�rkischen Regierung aufs �u�erste
        gegen sie. Das armenische Theater in Konstantinopel wurde
        geschlossen, Unterricht in der Geschichte Armeniens, Versammlungen,
        Feste, Vorlesungen und so weiter verboten. Die Presse wurde der
        sch�rfsten Zensur unterworfen. Einkerkerungen und Verfolgungen kamen
        allm�hlich h�ufiger vor als bis dato. Die Kurden wurden gegen die
        Armenier als Kavallerieregimenter unter dem Namen Hamidi�h
        organisiert. Der Sultan verlieh diesen irregul�ren Truppen seinen
        Namen und lie� sie auf ihre ungl�cklichen Nachbarn los, um sie
        auszupl�ndern und niederzuschlagen.

        Als die Armenier sich an mehreren Punkten zu Wehr setzten, hatte man
        den Vorwand, diese ungl�ubige, das hei�t christliche Bev�lkerung
        durch Massen-Folter und Massen-Geschlachte auszurotten. Auf dem
        Berliner Kongre� hatte sich die ottomanische Regierung durch Artikel
        61 verpflichtet, die notwendigen Reformen einzuf�hren, f�r die
        Sicherheit der Armenier den Tscherkessen und Kurden gegen�ber
        einzustehen und den M�chten von Zeit zu Zeit dar�ber Rechenschaft
        abzulegen. Den unterzeichnenden Regierungen war das Recht einger�umt,
        die t�rkischen Verhaltensma�regeln zu �berwachen. F�nfzehn Jahre
        hindurch hielt daraufhin die T�rkei die M�chte mit leeren Worten hin.
        Und wenn die T�rkei danach, weit davon entfernt, mit der Einf�hrung
        der Reformen anzufangen, sich umgekehrt dazu aufraffte, die
        eindringlichen Noten von den englischen, russischen und franz�sischen
        Gesandtschaften mit der Anordnung eines Massen-Blutbads zu
        beantworten, dann nur dazu ermutigt - ein so eifriger deutscher
        Patriot wie der gutunterrichtete Reisende Paul Rohrbach gibt es zu -,
        weil "das ausgezeichnete Verh�ltnis zu Deutschland" es der t�rkischen
        Regierung m�glich machte.

        Deutschlands Verantwortung ist entscheidend.

        Einem einhelligen Auftreten der M�chte h�tte die T�rkei nachgeben
        m�ssen. Sie w�re von allen Seiten blockiert gewesen. Das
        freundschaftliche Verh�ltnis zu Deutschland verschaffte ihr Luft. Die
        Blockade, der sie sich ausgesetzt gesehen h�tte, war nicht effektiv.
        Sie schl�pfte durch und konnte unverdrossen die Armenier mit
        Bajonetten und Lanzen zum Schweigen bringen, mit scharfen S�beln und
        gl�henden Eisen, mit Vergewaltigung und Brandstiftung. Niemand wird
        leugnen, da� einzelne Deutsche, M�nner wie Frauen, sich nach der
        schlimmsten Schreckenszeit hilfreich gezeigt haben. Deutsche
        Opferbereitschaft hat sich der elternlosen Kinder angenommen und sie
        erziehen lassen. Jeder auch kennt Eduard Bernsteins Rede, und jeder
        wei�, da� ein Mann wie Johannes Lepsius, der bezeichnenderweise daf�r
        sein Pfarramt verlor, alles daf�r eingesetzt hat, seinen Landsleuten
        die Wahrheit �ber die armenischen Verh�ltnisse offenzulegen.
        Nichtsdestoweniger w�re ohne das herzliche Verh�ltnis zwischen dem
        Deutschen Reich und dem t�rkischen Kabinett das gr�bste politische
        Verbrechen des letzten Jahrhunderts eine Unm�glichkeit gewesen.

        Deshalb gilt es, vor allem in Deutschland f�r das armenische Volk
        Stimmung zu machen. In der ber�hmtesten altisl�ndischen Saga wirft
        eine Frau den ganz mit Blut �berstr�mten Umhang ihres erschlagenen
        Mannes um einen Verwandten, der nicht recht geneigt ist, f�r ihre
        Sache Partei zu ergreifen, um ihn dadurch zu bewegen, als R�cher des
        Toten aufzutreten. An Rache denkt hier niemand. Aber wofern es
        m�glich w�re, den von geronnenem Blut ganz steif gewordenen Umhang
        der geschlagenen armenischen Opfer dem deutschen Volk um die Schulter
        zu werfen, um es dazu zu bewegen, von der deutschen Regierung
        Sicherheit und Freiheit f�r die �berlebenden des alten, ehrw�rdigen
        armenischen Stammes zu fordern, so w�re das eine n�tzliche Tat.
