GERMAN PARLIAMENT DEALS FATAL BLOW TO TURKISH DENIAL OF GENOCIDE

Last week, there were three important countries that had not yet recognized the Armenian Genocide: Germany, the United States and Great Britain.

Following last Thursday’s action by the German Bundestag (parliament), there are now only two major countries left that are still in denial: the United States and Great Britain.

Just a few months ago, if anyone had said that Germany would adopt a resolution on the Armenian Genocide anytime soon, we would have questioned that person’s sanity.

There are several reasons why the German Parliament’s decision is a significant development:

    -- Germany is one of Turkey’s staunchest allies in Europe;

    -- German Chancellor Gerhard Schroeder and his ruling party were initially completely opposed to this proposed resolution;

    -- While only 30,000 Armenians live in Germany, there are more than 3 million Turks in that country;

    -- The Turkish government and the large Turkish community in Germany tried everything in their power to block the consideration of this resolution by the German Parliament;

    -- All the political factions in the Bundestag, including the ruling party, ended up unanimously supporting the resolution on the Armenian Genocide;

-- The resolution states that the Germans acknowledge their own share of guilt in the Armenian Genocide and urge the Turks to face up to their dark past.

The Bundestag’s adoption of this resolution deals a fatal blow to the Turkish government’s desperate attempts to bury the issue of the Armenian Genocide. This must be particularly demoralizing for Turkish Prime Minister Recep Tayyip Erdogan who spared no time and effort trying to convince the world that there was no such thing as Armenian Genocide. In fact, as I have written repeatedly in this column, the more the Turks try to block the recognition of the Armenian Genocide, the more they bring this issue up to the attention of world leaders and the international news media. For example, at the beginning of June, a Turkish group paid close to million dollars to send to Time magazine’s half a million European subscribers a 70 minute long DVD that denied and distorted the facts of the Armenian Genocide. The Turks thus made another half a million people aware of the Armenian Genocide.

Ironically, a big debt of gratitude for the success of the German resolution goes to Turkey’s own ambassador to Germany, Mehmet Ali Irtemcelik. He inadvertently helped the passage of the proposed bill by insulting the members of the German Parliament during his hysterical efforts to block its passage.

Some Armenians are troubled by the fact that the Germans took this initiative in order to accomplish their own agenda of preventing Turkey from joining the European Union. The concern is that the Germans appear to be exploiting the issue of the Armenian Genocide to further their own interests. In my opinion, it is salutary that German and Armenian objectives have coincided in this instance. Such a convergence would ensure that the Germans would not easily back away from the recognition of the Armenian Genocide, as they would not want to abandon their own interests. After all, how can one expect the leaders of a country to side with the Armenians on any issue, if doing so would run counter to their own interests!

Some Armenians are also not pleased that the resolution refers to "the deportations and massacres" of Armenians by Ottoman Turkey, rather than a direct use of the term "genocide." In the official explanation of the resolution, the text actually does use the word "genocide," and describes in great detail the atrocities committed against the Armenians by the Young Turk regime. Furthermore, the resolution uses various other words that are the equivalents of genocide, such as "mass murder, extermination or annihilation, and destruction." It states that "numerous independent historians, parliaments, and international organizations designate the expulsion and destruction of the Armenians as a genocide [Volkermord]." The resolution also estimates the number of those killed in the genocide as "more than a million," according to "independent calculations." It acknowledges that the German Reich, as the chief ally of the Ottoman Empire during WW1, was deeply involved in the mass murder of Armenians.

In the past few days, hundreds of articles have been published on the adoption of the Armenian resolution by the German Parliament. Once again, the Turkish leaders made matters worse for themselves by lashing out at the German government. Foreign Minister Abdullah Gul described the resolution as "irresponsible, dismaying, and wounding." Prime Minister Erdogan referred to it as "wrong and ugly." He said that history would put the German leaders to shame. This undiplomatic name-calling further antagonized the Germans. A spokesman for the German government said he disagreed with Erdogan’s characterization, saying that the resolution was "balanced." The Turkish and German exchange of words following the passage of the resolution generated more articles on this issue. Thanks to Turkish demonstrations and protests in both Ankara and Berlin, The international media continued to provide extensive coverage of the fall-out from the resolution on the Armenian Genocide.

As prominent Turkish commentator Mehmet Ali Birand wrote last Saturday in the Turkish Daily News: "The Armenian genocide allegations are being approved by a new parliament every passing day. The trap we are in is closing on us. One day we will see, we are left alone by ourselves. All Western parliaments will accept the genocide and will be applying pressure on their governments. The recent development in the German parliament is just a typical example of this. Let’s not see this as a stab in the back. Armenians have dominated the international arena to such an extent that the governments no longer feel the need to resist them."

The noose is tightening around the neck of genocide deniers. It is only a matter of time before the other two countries, the United States and Great Britain, would abandon their feeble attempts to deny what their own archives prove beyond the shadow of a doubt. Then Turkey would have no place to run and no place to hide. The Turkish leaders should realize that without acknowledging the Armenian Genocide and without making appropriate amends to the survivors, Turkey has no chance of being admitted to the European Union. The lengthy text of the German Parliament’s resolution makes that point abundantly clear.

The last thing the EU needs right now is Turkey. The depth of your poverty would cripple them instantly. The advantages of Turkish membership that are being discussed currently are: Minor economic production is what they are looking to Turkey for, as well as for strategic geographical reasons.

They are however, also not looking for a stubborn or arrogant society to poison the European mentality. And by being the deniers of Genocide and Aggressors against a neighbor country (the reason for which is unaccepted by most non-Turkic countries), your society does not meet the standards of the European ideal. After all, Germans have recognized and apologized for the ARMENIAN GENOCIDE, which they assisted Ottomans Turks in committing, and Turks in denying. Your partner in crime has admitted both of your guilt. This should cause your society to question the validity of its collective dialogue. However, the arrogance, stubbornness and misplaced nationalism never allows you to question what causes the rest of the world to call you the "sick man of Europe - again". You think it has to do with motivating you to improve your economy. And that’s just it, you want to trade morals and justice for cash. This works sometimes, but I am sure it wont this time. Your blackmail tactics didn't work with France or Germany (not to mention countless others), and it probably won't work with the EU, no matter how much you think you can improve your economy - it has little to do with your readiness accept the European mentality.

I will leave you with 2 definitions taken from www.dictionary.com

Revenge: To inflict punishment in return for (injury or insult).

Justice: The upholding of what is just, especially fair treatment and due reward in accordance with honor, standards, or law.

So similar, yet so different... Some may seek revenge, but this is an act of Justice. And regardless of what happens with the EU, or anything else, there will be a day when we see our Justice - mark my words.

GERMANY REFUSED TURKISH EXPLANATIONS ON ARMENIAN ISSUE

        PanArmenian News Network
        July 19 2005

        18.07.2005 06:11

/PanARMENIAN.Net/ Germany has missed its chance to become a mediator
in decide the Armenian Genocide issue, stated Turkish Historical
Society Armenian Studies Department head, doctor Hikmet Ozdemir,
reported Die Welt. In his words, the decision over the Bundestag
passing an Armenian Genocide Resolution was a unilateral one and
did not take into account Turkey's opinion on the issue. At that he
remarked that Turkish PM Recep Tayyip Erdogan had suggested that Mr.
Ozdemir go to Berlin to clear out the Turkey's stand, however the
German party refused it. He also remarked that if anyone presents a
document from which it follows that the Ottoman Turkish Government
had planned annihilation of Armenians, then he will recognize it
himself. As noted by Mr. Ozdemir, within the period of the events of
the Armenian Genocide Armenians fought against Turks and deportation
of Armenians became necessary due to war considerations. Meanwhile,
in his words, the Turkish Government took care of civilians and even
banishment was postponed from winter till spring not to expose people
to danger. The mass death of Armenians was a result of the chaos of
the war, the weather and other circumstances.

          VENEZUELAN PARLIAMENT RECOGNIZED ARMENIAN GENOCIDE

          20.07.2005 08:31

/PanARMENIAN.Net/ The Parliament of Venezuela adopted a resolution on July 14 recognizing the Armenian Genocide, introduced by Parliament Member Victor Hugo Morales and lawyer Janet Madris. Archbishop Komitas Ohanian and Grigor Postalian represented Venezuela's Armenian community at the Parliament session. The resolution also calls on the European Union to deny Turkey a European Union membership unless and until that country recognized the Armenian Genocide. The Cilicia Catholicosate and Catholicos Aram I have greatly contributed to the years-long effort that crowned with success on July 14.

GERMANY TO START NEW SCHOOL YEAR WITH STUDYING ARMENIAN GENOCIDE

            20.07.2005 03:47

/PanARMENIAN.Net/ The first textbook about the Genocide has been issued in Germany. Yesterday German Minister of Education Holger Rupprecht presented the book titled “Genocides and state crimes with use of violence in 20-th century as school lesson topic.” The idea of compiling such a textbook emerged this February, when German forces launched a hot discussion on the Armenian Genocide. The textbook written by scientists with the assistance of the Bochum University staff consists of two parts. The first tells about the principal signs and causes of genocide while the second presents the history of the Ruanda genocide and the Armenian Genocide in the Ottoman Empire. The first schoolchildren to study the genocides of the 2-th century will be the pupils of the schools of Brandenburg.

THE CATHOLIC CHURCH OF VENEZUELA RECOGNIZES THE ARMENIAN GENOCIDE

The committee of the Catholic Churches of Venezuela unanimously recognized
and condemned the Armenian Genocide on August 3.

The committee adopted a resolution during its annual conference in response
to the efforts of the spiritual leader of the country's Armenian community,
Archbishop Gomidas Ohanian and officials from the Diocese. The resolution
aims at preventing the recurrence of genocides in the future.

"We, the members of the Plenary Council of the Catholic Church of Venezuela,
having held our sessions, and considering that the year 2005 marks the 90th
Anniversary of the first Genocide planned and organized in the Twentieth
              Century:

1.. Do hereby condemn such criminal act against humanity committed against
the Armenian People and pray that such actions may never be repeated between
human beings, all brothers to one another, and sons of God Almighty.

2.. Do hereby express our Christian solidarity to the memory of faithful
Armenian Christians, who preferred death rather than renouncing their faith.

3.. Do hereby express the Armenian People of Venezuela and the authorities
of the Apostolic Armenian Church, our support to their just humanitarian
claims as a people, which have been postponed for so long, and offer our
prayers for their cultural integrity and their right to religious freedom."

Archbishop Gomidas has been attending the conferences of the committee for
six consecutive years and has been working towards securing this recognition
following instructions and advice from His Holiness Aram I.

The National Assembly of Venezuela recognized the Armenian Genocide in a
              resolution adopted on July 14.

ANC ILLINOIS APPLAUDS GOV. BLAGOJEVICH FOR SIGNING GENOCIDE CURRICULUM BILL

Chicago, IL- The Armenian National Committee (ANC) of Illinois praised
Illinois Governor Rod Blagojevich for honoring his pledge to sign
legislation mandating that Illinois public school students receive
instruction on the Armenian Genocide and other acts of genocide.

"The Armenian American community is pleased that the Governor has signed
this bill to successfully complete the enactment process," stated Greg
Bedian, ANC of Illinois chairperson. "By signing this bill, the Governor
not only demonstrated his concern for victims of previous genocides, he has
played an active part in a process that will hopefully help deter future
                genocides."

The bill, HB312, cleared the legislature with commanding margins earlier
this spring, passing the Illinois House on March 1st and passing the Senate
on May 11th. Soon after the bill won passage, the Illinois Information
Service (part of the state's official government media communications
office) reported that Gov. Blagojevich confirmed that he would sign the
bill. That commitment was later confirmed by community members who met with
the Governor. Blagojevich also mentioned his support for genocide education
in a recent gubernatorial proclamation issued to mark the 90th Anniversary
of the Armenian Genocide. In it the Governor stated "both recognition and
education concerning past atrocities such as the Armenian Genocide is
crucial in the prevention of future crimes against humanity."

After the bill was introduced, the ANC helped to mobilize Armenian and
non-Armenians alike to work for passage of the bill, which was introduced by
Representatives John A, Fritchey (D-11) and Paul D. Froelich (R-56). Upon
passage in the Illinois House by a vote of 96-11, HB312 was forwarded to the
Senate where Senators Jacqueline Y. Collins (D-16) and Ira Silverstein (D-8)
led the effort to a 47-5 victory in the Senate. During the weeks leading up
to the bill's passage, the ANC lobbied Illinois House and Senate members to
work for passage of the bill by organizing grassroots email, telephone and
letter-writing campaigns as well as conducting office visits with
legislators. The ANC also made presentations to various groups to encourage
                their participation in this activity.

"It was gratifying to see that our efforts led to a successful outcome,"
stated Karine Birazian, who heads up the ANC of Illinois' Genocide Education
Committee. "It's important for the many constituents, and especially the
public school students, who participated in this endeavor to see that their
voices were heard and that their actions could make a difference on such an
                important issue as Genocide education."

HB312 provides "that in addition to the unit of instruction studying the
events of the Holocaust, the curriculum of every public elementary school
and high school shall include a unit of instruction studying other acts of
genocide across the globe, including, but not limited to, the Armenian
Genocide, the Famine-Genocide in Ukraine, and more recent atrocities in
Cambodia, Bosnia, Rwanda, and Sudan." With the passage of HB312, Illinois
joins several other states, including California and Massachusetts, which
have mandated expanded genocide education. Birazian added that the ANC will
be working with groups in those states as well as other organizations to
help assemble the necessary resources to help schools implement the new
                requirements.

The Armenian National Committee of Illinois is a grassroots public affairs
organization serving to inform, educate, and act on a wide range of issues
concerning Armenian Americans throughout the state of Illinois.

City leader sparks row by backing claim of genocide

COUNCIL leader Donald Anderson has become embroiled in an international row over whether the deaths of 1.5 million Armenians during the First World War was genocide.

Armenia has called for an international investigation into whether the massacre was ordered by the Ottoman Empire which ruled Turkey in 1915.

Turkey has always insisted the people died during civil unrest while its authorities attempted to deport them.

Councillor Anderson first became involved in the issue when the Capital hosted a Holocaust Memorial Day in 2003.

But now, the city leader plans to go one step further and put forward a motion to the council in October recognising that "it was indeed genocide".

The proposed motion has been welcomed by Armenians in the Capital.

But the move has raised the ire of the Turkish community in Edinburgh and Councillor Anderson has also received complaints from the Turkish ambassador, who has pointed to the fact that history accepts many Turkish people died at Armenian hands.

In a letter to the ambassador, Cllr Anderson said: "Having researched this issue, I am in no doubt that the Armenian community suffered a genocide at the hands of the Ottoman regime.

"There are substantial eyewitness accounts that are well documented and there is, I believe, wide support for the view that the historical evidence is robust and compelling for genocide.

"You mention in your letter that atrocities were carried out against Turks by the Armenian side and undoubtedly this is true. There were atrocities on all sides of what was an extremely bitter period of ethnic conflict. However, this was not genocide and was not state-sponsored."

He added: "As council leader I have to advise you that I am convinced of the need to support recognition for what I believe was genocide.

"I would encourage you as ambassador for a great and dynamic country to reconsider your position."

The council leader was asked earlier by the Armenian community if the city would host a commemoration service to mark the 90th anniversary of the deaths, which was held on April 24.

Armenian Dr Hagop Bessos, 55, of Marchmont Road, Edinburgh, today said Edinburgh's recognition that genocide took place would be a "significant" step.

Dr Bessos, who is chairman of the Scottish branch of UK organisation the Campaign for Recognition of Armenian Genocide said: "It would be very important for Edinburgh City Council to recognise what happened was genocide."

Dr Bessos, whose parents survived the massacre, added: "Many countries across the world already have done. The UK and the US are the principal ones which have not."

A total of 15 nations, including Switzerland, Russia and Argentina, classify the killings as genocide. France, which has a large Armenian population, passed a law officially recognising the events as genocide in 2001, cooling relations with Turkey and scuppering a major arms deal.

The disagreement is also seen as the biggest stumbling block facing Turkey as it attempts to join the European Union.

But far from backing down, Turkey has remained defiant.

Murat Toruntay, chairman of the Turkish Association, said: "There are two sides to the story and I am pleased Cllr Anderson is prepared to listen to both. I was in Turkey recently and it was being talked about. The government does not accept that it was genocide."
"All truth passes through three stages:
                  First, it is ridiculed;
Second, it is violently opposed; and
Third, it is accepted as self-evident."
