I believe during certain periods in different eras in the near East, the veil represented a sign of nobility and separated respectable and noble women from the common woman. This makes sense since even in the West, the veil is used in marriage ceremonies.
Only elite, free, married women were allowed to wear a veil. Prostitutes, slaves, poor and single women were forbidden to cover their identities.
