i think what he means by soviet writing, is the writing being used in armenia and such, which was changed during soviet times, from the original writing, to what is used now.

Like writing last names with a "hi" (the letter that looks like a 3 in capital, and a j in non capital) instead of a yech. Or writing "ser" with a yech, and not an e. This was all a result of Stalin's plot to widen the gap between Diaspora and Armenia. The new spelling rule was applied overnight in 1921 or 1922. Leading Armenian linguists, like the genius Hrachia Ajarian, weren't even consulted. That is why Ajarian always signed his name as "Hrachia Ajar." ever since the change took effect.
It is also the reason why the Armenian language is at a standstill right now, because with the change of spelling, words have lost their etimology (I think that's the word) and creating new words becomes almost impossible. The academicians of Armenia today still refuse to even talk about this subject....but a switch back would be vital for our language's survival.
That's what I meant.
Also, both structures were created about 150 years ago, and were based on the regional dialects...therefore both are purely Armenian (though western has closer links with grabar).
