Two conditions must be met,

1. You think you are normal.
2. Your peers and Society generally regards you as normal.

It is quite a wide spectrum.


That is the reason as an example why gay people congregate together and declare themselves as normal.
Then they campaign for society to accept them as normal. Campaign to change laws, imitate normal marriage etc.
