58 is a balance budget act. It ensures that there will be a reserve in fiscal crises, also it allows the governor to declare fiscal emergency. When he/she does this, the assembly and senate must drop other legislative matters and focus solely on the budget and come up with a legislative solution.

Budgets need to be detailed, precise and articulated so that assurances can be made. If this passes, it will be a disaster. I dont think it will.

There are also municipal bonds that the local government is trying to pass in my area. Measure F and D. D would give a city bond to a local community college. However, Community college is already cheap. The prices rose once! UC's and State schools had their tuition raise twice, and it will raise againg. They went from paying $13.00 a unit to like $18.00 or $20.00. The demographics of Santa Cruz also do not require such a bond. It will only raise taxes for a useless cause. There are two elementary schools which were threatened to close down. A bond passed in a special election, however, it was only temporary.
Measure F will raise sales tax another .25% !!! We already have some of the highest taxes in the union. The extra money will go to the "General City Fund" Since it is not a specific fund, and the budget isnt even written out yet, I am voting "no"

I believe the Meas. F 'General city Fund' is going towards making up the money that was taken away from public service from the latest budget cuts. I've heard it would be disbursed between (i.e. 33% LA County Sherriff, 33% LAPD, 33% the fire, paramedics and any other public safety service) Thats to insure that we don't lose the police force we have and could put a few more blue on the streets. Thats what I have heard about it the extra .25% tax.
How about just add a penny tax to everything, every transaction people would pay a penny. No matter what the amount , 1 cent. Just imagine how many sales transactions go on everyday, and how much could be collected...just an idea
