There are no units in which to measure intelligence. An IQ test is meant only to establish a relative scale, with 100 being the mean for a given population (being, in this case, everyone who has ever taken the test). You're right to point out that we can't say exactly how intelligent someone is, but we can say he is more or less intelligent than another test taker. Of course, it is important to view this holistically as well. One person might be a better test taker than another, but all in all, the IQ test is an effective way to measure a person's problem-solving abilities, both abstract and pragmatic, and analytic skills against those of his peers.
