Even so, I feel that it's wrong especially that I'm getting pissed off when i see him. He lied to me! he didn't even have the guts to break it off, he just stopped calling! that's rude and ignorant! Is it right to send him a mail?

If you feel that it's wrong, then do what you feel. I think you know what you have/want to do but you hope others will tell you otherwise and make it easy on you.
