Ooops - sorry its actually "redmeat.com" and it is still up and running, and not changed its design at all in years - yep, I've just looked at the first page of your "ankap thread".

Dig up the earliest books on website design, from the early 1990s, and you will see that site listed as an example because of its "cutting-edge advanced use of technology" (i.e. it uses an animated gif file to make the eyes move). Ahhhh ... how technology has moved on from those innocent days when a mere animated gif would get people excited!
