The meeting ended at Kazan
In Kazan avershilas s meeting of the presidents of Russia, Armenia and Azerbaijan, which lasted nearly three and a half hours. The main focus of the talks was the issue of Nagorno-Karabakh problem. It is reported that after the meeting adopted a joint statement, which is still unknown. It is assumed that the statement lacked specific wording, and its main component will be the responsibility of the parties to adhere to a peaceful solution to the problem.

Amid nail-biting by Caucasus watchers, the leaders of Armenia and Azerbaijan landed in the Russian city of Kazan today for another round of conflict-resolution talks over breakaway Nagorno Karabakh. Russian President Dmitri Medvedev is emceeing this fifth joint appearance by Armenian President Serzh Sargsyan and his Azerbaijani counterpart, Ilham Aliyev. Hopes are that, this time, it could be the real thing.
The cautious optimism from some diplomats and analysts that accompanied previous Sargsyan-Aliyev meetings has been upgraded to cautious-optimism-plus. Alongside dire warnings about what could be the outcome if the talks, once again, go awry. The key expectation for the two-day summit is that it will produce some sort of agreement in three key areas: the return of Karabkh-adjacent lands to Azerbaijan, allowing Azerbaijani Internally Displaced Persons back into Karabakh and a loose agreement to negotiate the region’s status in the future.
Citing an unnamed Russian foreign ministry official, Kommersant, Russia’s weighty daily, claimed today that the two leaders could even be close to committing to a non-use-of-force agreement as part of the efforts to resolve the Karabakh conflict . Azerbaijan has long maintained that it will keep the military solution on the table as an option to restore its authority over Karabakh and surrounding territories. Given its heavy troop presence in the area, Armenia is likely to respond in kind.
But while Kommersant’s article has lent an extra dose of optimism to the air, it could only be an attempt by Moscow to make its position and expectations known. Any progress will count as a masterstroke of diplomacy on the part of President Medvedev, who has taken an active role in the conflict resolution talks.
US President Barack Obama and French President Nicolas Sarkozy, as part of the US-France-Russia troika of mediators, also have pushed both sides to take a step toward resolution of the 23-year conflict.
For now, though, don't hold your breath.

Կազանում այսօր կայացած Հայաստանի, Ադրբեջանի և Ռուսաստանի նախագահների հանդիպման արդյունքում ընդունվել է համատեղ հայտարարություն։
Հայտարարությունում, մասնավորապես, ասվում է.
«Երկրների ղեկավարները հաստատել են մի շարք հարցերի շուրջ փոխըմբռնման ձեռք բերումը, որոնց լուծումը նպաստում է հիմնարար սկզբունքներն ընդունելու համար անհրաժեշտ պայմանների ստեղծմանը։
Հայաստանի և Ադրբեջանի նախագահներն իրենց երախտագիտությունն են հայտնել ԵԱՀԿ Մինսկի խմբի համանախագահող երկրներ ՌԴ, ԱՄՆ և Ֆրանսիայի առաջնորդներին՝ ԼՂ խնդրի կարգավորման նկատմամբ նրանց մշտական ուշադրության համար և բարձր են գնահատել Ռուսաստանի նախագահի անձնական ջանքերը համաձայնության հասնելու ուղղությամբ»։
Հիշեցնենք, որ կազանյան հանդիպումը սկսվեց նախատեսվածից 10 րոպե ուշացումով՝ Երևանի ժամանակով 17։40-ին և տևեց ավելի քան 3 ժամ։ Հանդիպմանը նախագահներից բացի մասնակցում էին երեք երկրների արտգործնախարարները։

And here it says they failed to reach agreement... so what are they going to do tomorrow, drink tea?

Kazan, June 24 (RIA Novosti) - Armenia and Azerbaijan were unable to come to an agreement on the path to peace in Nagorny Karabakh after a meeting in Russia's Kazan on Friday, but said some progress had been made.
Russian President Dmitry Medvedev hosted Armenian leader Serzh Sargsyan and Azerbaijani president Ilham Aliyev of in the Volga city of Kazan for talks on a settlement to the two-decade conflict over Nagorny Karabakh.
"The heads of states confirmed mutual understanding on the range of issues that contribute to the creation of the conditions for approving the major principles [of the Karabakh settlement]," a joint statement said.
Nagorny Karabakh, a breakaway region on Azerbaijani territory with a predominantly ethnic Armenian population, has been at the center of a bitter conflict between Azerbaijan and Armenia.
It has remained under Armenian control since the late 1980s, when the region claimed independence from Azerbaijan to join Armenia. The conflict is estimated to have left more than 30,000 people dead on both sides between 1988 and 1994.Last edited by Tigranakert; 06-24-2011, 09:18 AM.
