Military expert: Large-scale military exercises presented Armenia to the world as a guarantor of stability in the region

Panorama.am has talked to military expert Arkady Grigoryan about CSTO Cooperation 2012 exercise and NATO-standard based military drills involving Armenian peacekeepers, held simultaneously in Armenia. Below are some excerpts from the interview.

- What was the significance of these exercises for guaranteeing security in Armenia?

- In both cases, we increased the fighting efficiency of RA Armed Forces and contributed to improving the atmosphere of mutual assistance and trust. The consultants highly assessed the exercises, hailing the military discipline of RA Armed Forces. As Armenian Defense Minister Seyran Ohanyan noted aptly, unlike our neighbors, we are guarantors of peace, and we strengthen the atmosphere of confidence. In other words, there are countries which create tension, while we ease, balance the tension.

- What was the reason that the Commander of NKR Defense Army attended the exercises, a circumstance that did not slip the attention of Azeri media?

- Many observers from different countries were invited to attend the exercises, and this is common practice. Commander of NKR Defense Army, Movses Hakobyan, was also among those invited. He gave a high assessment to the drills. The NKR Defense Army Commander did not attend other events, and Azeri media reports are absolutely false. It is very difficult to find a common language with a state and society that have inferiority complex and constant fears.

Սեպտեմբերի 24-ից 29-ը Հայաստանի զինված ուժերի զորամասերում կանցկացվեն 15-րդ հոբելյանական համաբանակային սպորտակիադայի մրցումները:

Սեպտեմբերի 24-ին, Երեւանի Վազգեն Սարգսյանի անվան «Հանրապետական» ստադիոնում կայացավ համաբանակային սպարտակիադայի բացման արարողությունը:

«Նախկինում համաբանակային սպարտակիադան անցկացվում էր ամեն տարի, այժմ՝ երկու տարին մեկ։ Եզրափակիչ փուլ հասնելու համար այստեղ կանգնած ամեն զինվոր անցել է երեք փուլ: Մարզիկ-զինվորները տարբեր մարզաձեւերում հաղթող են ճանաչվել իրենց զորամասերում, բանակային կորպուսի երկրորդ փուլում: Այսինքն՝ զորամասերի հաղթողները հանդիպել են նաեւ կորպուսում, իսկ այս երրորդ փուլում եկել են ուժերը չափելու ամբողջ զինված ուժերի մասշտաբով»,- ասաց ԶՈւ մարտական պատրաստության վարչության ֆիզպատրաստության բաժնի սպորտմասսայական աշխատանքների բաժանմունքի պետ փոխգնդապետ Արման Դավթյանը

Համաբանակային սպարտակիադայի եզրափակիչ փուլին մասնակցում է 400 զինվոր, Հայաստանի տարբեր զորամասերից: Ինչպես նշում է Արման Դավթյանը, սպարտակիադայի առաջին փուլում մասնակցել են Հայաստանի զորամասերի զինվորների մոտ 85 տոկոսը։

«Սպարտակիադայի ծրագրում կա 15 մարզաձեւ` ռազմամարզական եռամարտ, ռազմամարզական քառամարտ, ռազմականացված կրոսավազք, ռազմամարզական կողմնորոշում, հրաձգություն, կշռաքարի բարձրացում, բազկամարտ, ուժային եռամարտ, պարանի ձգում եւ շվեդական փոխանցումավազք։ Ռազմամարզական կողմնորոշումը եւ շվեդական փոխանցումավազքը Հայաստանում անցկացվում է առաջին անգան։

Այս սպարտակիադան բանակի ֆիզպատրաստության ամբողջ համակարգի մի ճյուղն է, որը նպատակ ունի զինվորներին ուժեղացնել ֆիզիկապես, հոգեպես, ինչպես նաեւ կամային հատկանիշներով: Իսկ իրականում սա գովազդ է, սպորտի գովազդ բանակում: Այս սպարտակիադային մասնակցելով՝ զինվորները, տեսնելով իրենց ընկերների բարձր նվաճումները, սկսում են աշխատել իրենց վրա եւ մասնակցություն ցուցաբերել հաջորդ սպարտակիադաներում»,- Արման Դավթյանը։

Azerbaijan, Georgia and Turkey start military trainings in Ankara

Baku. Rashad Suleymanov – APA. “The Eternity-2012”– staff headquarters trainings with the participation of Azerbaijan, Turkey and Georgia has started in Ankara today.

APA reports quoting General Staff of the Turkish Armed Forces that the trainings will continue till September 28. The trainings are being held in the Training and Doctrine Command of the Turkish Land Forces.

19 people (2 BOTAS representatives) will attend the training from Turkey.

Annual “Eternity-2012” computer supported trainings aim to the protection of exported oil and gas pipelines. Besides armed forces, the representatives of the other organizations of the above mentioned 3 countries, who are responsible for the protection and management of pipelines, will also join the trainings.

Azerbaijan purchases “Cobra” from Turkey

Baku – APA. Azerbaijan has purchased new armored vehicles “Cobra” from Turkey.

Military source told APA that the next confinement of military vehicles will be delivered to Baku soon. The transportation on additional military vehicles is realized within an annex to the agreement signed in 2012.

Note that, Turkey’s Otokar supplied Azerbaijan with 123 different types of military vehicles – 35 “Cobra” armored vehicles, 37 ZPT armored personnel carriers and 51 “Land Rover Defender” transportation vehicles on the base of agreement signed in 2010 for USD 20, 7 mln.

Azerbaijan also showed interest in “Arma” armed vehicles which are capable to protect passer-bys from mines, produced by Otokar.

“Cobra” 4*4 wheels are used for 13 member personnel transportation. The vehicles weight is 6 tons; the speed is 110 km p/h. It’s possible to install different types of arms on the vehicle that are capable to protect personal from radioactive and chemical attacks, as well as from mines.

Among the former Post soviet countries, only Azerbaijan, Georgia and Kazakhstan’s armed forces possesses “Cobra” armored vehicles, at present

Ռազմական տեխնիկայի գերբազմազանությունը մի օր Ադրբեջանի համար լուրջ խնդիր է դառնալու: Այդ մասին NEWS.am-ի թղթակցին հայտնեց ռազմական փորձագետ Արկադի Գրիգորյանը` մեկնաբանելով «Կոբրա» զրահամեքենաների նոր խմբաքանակի գնման մասին ադրբեջանական մամուլի հայտարարությունները:

«Կոբրա» զրահամեքենաների գնումը նորություն չէ, նման գնումներ արվում են պարբերաբար», - հիշեցրել է փորձագետը, հավելելով, որ դրանք սահմանափակ թիրախներ ունեն, նախատեսված չեն լայնածավալ ռազմական գործողությունների համար: «Ընդ որում, լավորակ սպառազինություն չեն: Այդ ռազմատեխնիկական համագործակցության հիմքում ավելի շուտ երկու երկրների հարաբերություններ են, այլ ոչ թե որակյալ տեխնիկա ձեռք բերելու ձգտումը», - նշել է Արկադի Գրիգորյանը:

«Նկատվում է Ադրբեջանի ձգտումը դառնալ զենքի բազմազանության առաջատար: Նույն նպատակի համար գնվում են տարբեր սպառազինություն եւ տեխնիկա: Սակայն ռազմական տեխնիկայի այդ գերբազմազանությունը մի օր Ադրբեջանի համար լուրջ խնդիր է դառնալու», - նշել է փորձագետը:

Ինչպես ադրբեջանական «ԱՊԱ» գործակալությանը հայտնել են զինվորական աղբյուրները, օրերս զրահամեքենաների նոր խմբաքանակ է հասցվել Բաքու: Ըստ 2010 թվականին թուրքական «Օտոքար» ընկերության հետ կնքած 20,7 միլիոն դոլար արժողությամբ պայմանագրի` Ադրբեջան են հասցվել ռազմական 123 տարատեսակ փոխադրամիջոցներ:

Armenia reduces defense expenses

YEREVAN. – The state budget expenses for the defense field made $357.3 million in Armenia last year, which implemented planned work on 99.4 percent, reads the Armenia’s state budget report submitted by the Ministry of Finance of Armenia at the Parliament.

The defense expenses reduced by 1.4 percent, as compared to the previous year, which was due to a reduced requirement for defense sphere. AMD 139.8 billion was allocated for the defense. At the same time, AMD 205.4 million was allocated for maintenance of military attachés, AMD 132.6 million for domestic military support, AMD 1 billion for research projects and expenses for domestic military assistance (increase by 2.3 percent, as compared to 2010).
