Azerbaijan develops weapons

This year Azerbaijan completed the development of a number of weapons and launched their serial manufacturing, Azerbaijani APA news agency quotes Minister of Defense Industry Yaver Jamalov.
According to him, automatic weapon, “Zafer”, “Zafer-K” and “Inam” guns, sniper rifles, practice mines and military hardware jointly manufactured with South African Paramount Group Company are among the samples.
Jamalov informed that Ministry fulfilled 106.6% of forecasted plan that exceeds last year’s indicator by 32.3 %. Defense Ministry executed 100% of governmental orders, the minister stated.

06:39 GMT, October 10, 2009 Azerbaijan is producing a new version of its first small arm, Istiglal sniper rifle. It will be different from the old version IST-14.5 for its caliber and weight. The new rifle will be chambered for 12.7 mm caliber and weight 15 kg, but it will have same specifications as the old version. The new rifles will be produced for the Azerbaijan Armed Forces and will be offered for export as well.
14.5-mm IST-14.5 Anti-Material Rifle Istiglal produced by the Azerbaijan Defense Industry Ministry was exhibited for the first time in IDEF 2009 exhibition in April in Istanbul, Turkey. 20-kg rifle is used on vehicle.
The 3000-meter range point shooting rifle could be used in temperature -50 and +50 C. It is firm to rainfall, mud, snow and dust. It could be divided into two parts and carried in the bag.

Bora JNG-90 sniper rifle was developed by Turkish state-owned arms making company MKEK. Its development was started in 2004, and nowapparently it is fielded by Turkish army and is offered for export. Manufacturer claims that this rifle outperforms most Western rivals in terms of accuracy, shooting 0.3 MOA groups at 100 meters range, but we still have no firm proof on that.
Bora JNG-90 sniper rifle is a manually operated weapon with rotary bolt action and detachable box magazine. It is mounted onto aluminum chassis, with polymer pistol grip and fully adjustable butt. Barrel is free-floated and equipped with massive muzzle brake. Top of receiver is provided with integral Picatinny rail for quick installation and replacement of various telescope sights and night vision equipment. Additional accessory rails are provided on for end.
Khizri auto rifle (Bullpup) based on AK-47 will be in use in a few months.

-The employees of Azerbaijan’s defense industry will mark their professional holiday on December 17. What has the Ministry of Defense Industry achieved within the four years?
-Speaking of the ministry’s activity I can say that defense industry was established in Azerbaijan within the past four years. Thanks to the attention and care of the head of state a number of facilities have been established and supplied with modern equipment. Cooperation has been established with about 60 companies of 20 countries in aviation, navigation, instrument-making and other spheres. Old equipment has been updated, hundreds of new machines have been bought. 21 facilities have been reconstructed within the reporting period. For the first time in the international practice defense industry has been established within four years and participated in the exhibitions abroad. In a short time we demonstrated 27 kinds of defense products, small arms, bullets, air bombs and munitions in the IDEF exhibition in Istanbul. Even the developed countries took interest in our products. We are having talks with these countries on purchase and sale. Talks with a Turkish company have ended and a contract has been signed. According to the contract, we will sell 30 million 7.62mm caliber munitions to that company.
-What are your plans for the coming years?
-In general, we plan to reconstruct 12 areas of production, buy modern technologies from the developed countries for production of 8 kinds of defense products in 2010. Moreover, we are having talks to buy new technologies to produce 5-6 kinds of products in the second half of next year.
-What is the weight of the defense industry in non-oil sector? How much will this sector increase in the near future?
-I can say that the weight of non-oil sector is increasing year-after-year. Great improvements are expected in this field in the near future. It is early to predict the figure on the increase of this production. But I can say that there will be significant improvements and it will gain weight.
-The production of new vehicles has started this year within the framework of the cooperation with Paramount Group of the Republic of South Africa. Will the cooperation with this company continue?
-We have high-level relations with the Paramount Group. Together with this company we have started producing 30 Matador and Marauder armoured mine protected vehicles. In the first half of next year these vehicles will be delivered to the Defense Ministry. I think, our cooperation will continue in future.
-In the Soviet times “Iglim” and “Aviaagregat” plants, which are now subordinated to the Ministry of Defense Industry, produced important parts for the air industry. Is Azerbaijan using its potential now? Do you plan to produce military aircrafts and helicopters on the basic of these facilities in future?
-Spare parts for Azerbaijani aviation are being produced in these facilities. If they are effective, this kind of projects may be implemented in future. We have also started work on production of pilotless vehicles. I think this project will be implemented in 2010.
-Azerbaijani government and a Singaporean company have recently signed a memorandum on the construction of shipbuilding plant near Baku. Will some navigation systems produced in Azerbaijani defense industry facilities be used in the construction of ships in this plant?
-Navigation systems are produced in some of our facilities. We have enough practice and potential in this field. This company will mainly produce civilian ships. If it is planned to produce warships, we will participate in these projects.
-“Istiglal” sniper rifle demonstrated in IDEF exhibition attracted attention. Do you plan to modernize Azerbaijan’s first national weapon, and produce new small arms?
--“Istiglal” sniper rifle that we demonstrated in IDEF exhibition is 14.5mm caliber. On the basis of this weapon, we have started producing IST 12.7, i.e. 12.7mm caliber model. We plan to produce 23mm and 30mm caliber sniper rifles in 2010-2011. These will be purely national products and worked out by the local specialists. We have already begun producing “Inam”, “Zafar”, “Zafar-K” pistols, telescopes, cartridges for sporting guns meeting NATO standards.
-There were some reports that a project was being work out on establishing new vehicles on the basis, chassis of Soviet-era PDM and T-55 tanks. What can you say about it?
-We have begun modernizing Soviet-era vehicles and producing new vehicles on their basis. A number of military bodies of Azerbaijan have given 5 kinds of vehicles to us. These vehicles are being modernized at present.

Armenia and Russia have agreed to work together in exporting weapons and other military equipment to third countries, the Defense Ministry in Yerevan announced on Thursday.
The ministry said an agreement to that effect was signed on Wednesday by Defense Minister Seyran Ohanian and a visiting senior Russian official during a meeting of a Russian-Armenian inter-governmental commission on bilateral military-technical cooperation.
A ministry statement gave no details of the agreement, saying only that it envisages the two countries’ “interaction in exporting military production to third countries.” It quoted Ohanian as saying during the signing ceremony that the deal “has a great significance for deepening Russian-Armenian military cooperation and will help to strengthen the armed forces of the two states.”
The statement added that the Russian-Armenian commission discussed “further development” of close military ties between Yerevan and Moscow during the four-day session that drew to a close on Thursday. Konstantin Biryulin, the commission’s Russian co-chairman who signed the export agreement, also discussed the matter with Prime Minister Tigran Sarkisian on Wednesday.
Biryulin is also the deputy head of Russia’s Federal Service for Military-Technical Cooperation with foreign nations.
The military alliance with Russia and, in particular, the presence of Russian troops on Armenian soil has been a key element of Armenia’s national security doctrine since independence. Armenia has been entitled to receiving Russian weapons at cut-down prices or even free of charge also because of its membership in the Collective Security Treaty Organization (CSTO), a Russian-led military pact of six former Soviet republics.
Ohanian was reported to say earlier this week that Armenia expects direct military assistance from the CSTO in the event of another war with Azerbaijan. That Yerevan can count on such support was confirmed by the CSTO’s secretary-general, Nikolay Bordyuzha, in August.General Antranik (1865-1927): “I am not a nationalist. A spokesman for the Ministry of Defense of Azerbaijan, Colonel Eldar Sabiroglu, made some out-of-the-way statements at the press conference, Armenia’s Voice newspaper reports.
When asked why number of the sexual bid increases in the Armed Forces of Azerbaijan, Colonel Eldar Sabiroglu seriously said those were not rapes. “No, this is not a violation. This is just some sexual hormones, testosterone, that boost after the soldiers are being full. I mean, the increased number of the sexual harassment shows that Azerbaijani soldiers get well fed. For example, there are no rape cases in Armenia’s Army. This marks that Armenian soldiers get badly fed,” he said.

It’s possible to say that Armenia has zero chance to win, spokesman for Azerbaijan’s Ministry of Defense, Colonel-General Eldar Sabiroglu.
"Everyone knows which country backs Armenia in the Organization of Collective Security Treaty Organization (CSTO), said spokesman for Azerbaijan’s Ministry of Defense, Colonel-General Eldar Sabiroglu, commenting on statements by Defense Minister Seyran Ohanyan that in the case "war starts, the CSTO will help Armenia".
According to him, Seyran Ohanian attempted to reply to the statement of Azerbaijani Defense Minister Safar Abiyev about the war. In fact, he only showed what kind of a state Armenia is.
"Ohanyan said in case of war, the Collective Security Treaty Organization will help Armenia, and this organization is obliged to help. A very important moment is that everyone knows who backs Armenia in this organization. Everybody in the world knows this", said E. Sabiroglu.
According to the spokesman, Seyran Ohanian is well aware that it is extremely difficult to cope with the Azerbaijani army alone.
"Seyran Ohanyan understands the logic of threat to Azerbaijan better than anyone else. He himself does not believe in the absurd expressions which he uses. Accordingly, the Minister of the outpost country is seeking protection from the outside. Their position remains unchanged as usual", said E. Sabiroglu.
According to him, the current state of the Armenian army reduces its chances to wage war and conquer:
"It’s possible to say that Armenia has zero chance to win. As I noted at a recent press conference, we have got definite facts. Today, Armenia is unable to complement themilitary units. The country has gradually exhausted its human resources and death rate is growing. This information is provided by Department of Demography of the Ministry of Labor and Social Protection of Armenia. Armenia stands face to face with such a catastrophe.
Compared with last year the number of admissions to secondary schools has decreased by more than 19000. At the same time I would like to mention that Armenian people have changed their attitude towards the army dramatically. They cannot rely on the army. And as a result of violations of these relationships and hatred, Armenia used force against its own people on March 1. The due statement was made by former Defense Minister of Armenia Vagharshak Arutyunyan while speaking to Armenia Today several days agp.
These are not my words, these are the words of the former Minister of Defense. It is not time to threaten to Azerbaijan. S. Ohanyan said if war breaks out again, they will be able to achieve anything like they did previously. This is absurd. Azerbaijani army is now powerful enough. The fighting ability of our soldiers and the provision of modern weapons and ammunition is all we have. If negotiations fail, the war would be inevitable. Azerbaijan will liberate its land from occupation. This scares Ohanyan. Therefore, he makes such statements".
all these guys do is talk, when Armenia responds they threaten again. i love how he claims what he says is facts even though he cant back anything up.Comment
