U.S. Co-Chair of the OSCE Minsk Group James Warlick has condemned
Armenia for shelling Azerbaijani territories near Horadiz (Fizuli
District).
The artillery attack happened near OSCE observers in the
Nagorno-Karabakh conflict zone. Azerbaijan did not open counter-fire,
as stated by Yevgeny Sharov, a field assistant of the personal
representative of the OSCE chairman-in-office, who took part in the
monitoring mission.

1.the Russian soldier is from an Azeri decent
2.is a tool to help alter the Russian-Armenian relationship
These two are the most radical I can think of if they do indeed have any role in these latest developments

But of course in this, our government will shine with indecision and unorganised responce, in which will look like totally subordinate and not a body representing our nation and russian government with it's inability to trust even closest ally and customary behind the scenes problem solving, will look like even more anti Armenian, giving plenty of food to anti russian sentiment (like opposition is trying to portray, and remember, we are in bed with a bear after all).
