Yes it is very desirable to have an effective air force.
        No country can be without.

So would it take to have an effective air force.

Lets take things from where we are and how does the desire for an effective air force pan out.

        First thing first

We need planes, maybe 50 –60.
To buy them we need big bucks.
At the moment the treat is to Artsakh and If Armenia id attacked we have the Russian Migs......at the moment we really don't need more than 2 or 3 squandrants (say 6 to 8 SU-25 per unit).

Then we need to prepare pilots.
Bringing them up to a standard they need many hours of flight time.
To achieve this you need fuel, ( lots of it) maintenance and wastage.
        More big bucks.
We do have a good small pool of experienced pilots and flight instructors.
        we can improve there.
If a person is already a trained pilot (even though he never flew a SU-25) bringing him/her up to speed can happen fairly fast. Aircraft familiarization, procedures, capabilities, avionic, switchaligy, emergency procedure, check list use, learn various weapon systems, You guns familiarization, anti AA system use, etc.... can be done in a simulator. Then you overload the pilot in flight and let him learn the flight control feels, maouevers, targeting your gun......For green pilots they will work themselves up to built hours in trainers. 250 hrs in type is close to being an expert. This includes flying missions like border patrol, night vision activities.

Additionally you need time, a lot of it.
Not really....if support and budget its there you be surprised how fast we will improve. Russia knows this and that is why they don't give us Mig or fight jets because they know we will destroy Azerbaijan.

Do we have the time and money?
We have to make the time and money.

On the other hand what does it take to incapacitate the opposition air force.
All I will say is much much less.

Secret of winning wars is not to go head to head with the enemy but avoid their strengths and take advantage of their vulnerabilities.
Whether we like it or not one of the strengths of Azerbaijan, compared to us, they have big bucks.
Diverting resources to big bucks projects is like fighting Azerbaijan against their strength.
You just said it......out AA are obsolete within short time and an aircraft you can modify, change, increase its performance, ets...

        Our strengths are our mountains.
Are we going to leave our mountains and take to the skies?
Our Eagle in our emblem wants to reclaim her skies......wings over Armenia.

If there is a war most likely it will quickly evolve into artillery duels with around 20 km strip of dead zone.
A lot of destruction and loss of life and not much headway. Not in the short term anyway.
Its important that this destructed zone is in their territory.
This is why with a small airforce and smart airforce, they will trap, bring them to our AA, shout them down, destroy important infrastructure from command centers to radar site out of our missile range and accuracy.

If we really want an air force lets invest in a fleet of drones where the pilots can even be grandmas.
They can support our ground troops and our special forces.
No, you make a fleet of drones armed with bombs and make Komikazi runs.....you and you dry British jokes.

YEREVAN. – A delegation from the Royal Norwegian Air Force Academy (RNoAFA) is in Armenia on a regional visit.

On Tuesday, the delegation was hosted by the Ministry of Defense of Armenia Institute for National Strategic Studies (MOD INSS).

The objective of this visit was to get familiarized with the INSS development prospects, and to explore the avenues for scientific and educational cooperation.

INSS Deputy Head Beniamin Poghosyan briefed the Norwegian colleagues on the institute’s accomplishments, and the project of establishing—with the transformation of the INSS—the National Research University of Defense in Armenia.

The interlocutors also discussed several other matters of mutual interest.

The guests, for their part, presented the RNoAFA activities in education and research.

^ The target is hanging from a parachute, the missile is hitting the target.
