          Read Carefully!! (3 Parts)

Azerbaijan may repeat the fate of Syria

After a strong collapse in oil prices Azerbaijan had twice sharply devalue its national currency (manat), which led to the aggravation of the socio-economic situation in the country. Because of the strong dependence on imported products, particularly food prices in Azerbaijan rose sharply.
With the double devaluation of the manat many essential goods have risen in price by 2-3 times, and even more. Moreover, prices have risen sharply, even to local foods rise in price which can not be explained by the devaluation of the manat. In terms of mass unemployment and the lack of a steady income for many Azerbaijanis it was a real shock, and in many areas of the country have been spontaneous rallies.

This is just the beginning, "berries" is yet to come

Judging by the way the foreign exchange reserves (GCR) of Azerbaijan are melting, and the price of oil is supplied after the lifting of the sanctions of the European Union and the United States against Iran, setting new lows for the past 12 years, the most severe economic difficulties (and thus the most acute social and political cataclysms ) Azerbaijan is yet to come. Gold reserves of the country, are still in mid-2014 exceeded 15 billion dollars to 21 December 2015 (the day of the second major devaluation of the manat) decreased to $ 5.1 billion. We can assume that these remnants of the gold reserves is almost already "eroded" as to meet the foreign exchange demand of Azerbaijani banks Central Bank of Azerbaijan (CBA) every working day through the exchange auction sells about $ 200 million. And at the peak of the speculative demand for foreign currency, this amount exceeds $ 300 million a day. A sharp decline in foreign exchange reserves of the CBA indirectly evidenced by the fact that in mid-January in the foreign exchange auction held for the banks in the republic, the currency again began selling the State Oil Fund of Azerbaijan, where a significant portion of accumulated oil revenues of the country. If the current low oil prices will continue for another six months, the Central Bank will be forced to devalue the new manat, which can be a catalyst for mass anti-government protests in Azerbaijan. In fact, after another devaluation of the manat devaluation can get uncontrollable because of panic among the population and the lack of sufficient foreign exchange reserves at the Central Bank.

The situation in Azerbaijan is still particularly dangerous due to the fact that the republic has absorbed all the negative things that have been in other countries in the region have experienced a revolution. For example, if high oil prices Azerbaijan, as well as the Shah of Iran in the mid-70s of the last century, to invest not in the business projects that would bring profit and in a very expensive infrastructure facilities and activities.
When the Shah of Iran Mohammed Reza Pahlavi, drugged sudden flow of petrodollars into the country after the oil crisis of 1973 (when the black gold has risen in price at once in four times - from 3 to 12 dollars), began to build around the country parks, roads, monuments, expensive sports and other objects, Shah's opponents to criticize him, saying that "you can not throw good money after bad. In their view, it was necessary to accumulate reserves for a rainy day, and spend money only on those projects that bring profit because high oil prices will not last forever. "

Shah Pahlavi, they replied that "if you do not like the way Iran is converted, then do not look." Soon, however, oil prices have collapsed, resulting in the treasury of Iran was quickly emptied and the money invested in various infrastructure projects, it was impossible to return. Shah's regime was already nothing to feed the people, many objects were and unfinished, and the country began hunger riots. The social and political upheavals in Iran resulted in the Islamic revolution in February 1979, and Shah Pahlavi had to flee the country.
President of Azerbaijan Ilham Aliyev made in the same way as the deposed Shah of Iran: building expensive sports and cultural facilities, roads, bridges, expensive parks who immediately called the name of his father Heydar Aliyev. To pompously conducted music competition "Eurovision" and the first European Games-2015, abandoned by other EU countries. None of these projects did not bring profits to Azerbaijan and, in fact, the money was wasted.

Ilham Aliyev also repeated the mistake of the deposed president of Egypt Hosni Sayyid Mubarak, who tied the Egyptian national currency to the US dollar (at the rate of 1 Egyptian pound to 2.3 dollars). After that, the Egyptian pound, even rose in price until the overthrow of Mubarak in February 2011 as a result of a "color revolution." Due to the high rate of the pound to produce goods in Egypt, including farming became unprofitable business. As a result, the Egyptian consumer market is flooded cheap imported goods from China, Turkey, Iran, Jordan, Israel and other countries. It all ended with that Egypt has sharply reduced grain production and increased imports of wheat. When there were a lot of money, she bought high grade wheat. But the money in the treasury ran out and had to buy wheat lower grade that sparked bread riots in Egypt. People, at first only acting against the sale of bread baked from wheat flour low grade, and soon began to demand the resignation of President Mubarak. Islamic radicals from the organization "Muslim Brothers" took advantage of this fact and by controlling the discontented masses overthrew Mubarak and seized power.

The same mistake was made by Ilham Aliyev, the Azerbaijani manat tied to the US currency at the rate of 0.78 manat - US $ 1. At that time, as the national currencies of neighboring countries - Turkey, Iran, Russia, Georgia and Kazakhstan - over the last 15 years have repeatedly devalued, manat for 12 years (from 2003 to 2015) stayed unchanged.

          • Re: Nagorno-Karabagh: Military Balance Between Armenia & Azerbaijan

With the high rate of manat production of goods in the country has become unprofitable and cheap goods, especially food, from neighboring Turkey and Iran, whose national currency devalued regularly captured Azerbaijani consumer market, displacing the local production. Because even strong manat agricultural production has become unprofitable, causing many farmers and conventional farmers abandoned their land and went to other countries to work. Today, much of the land suitable for agricultural purposes, empty. Thus, a strong Azerbaijani manat has finished manufacturers. And as a result, Azerbaijan lost its food security by producing at only 54% is used in the country's wheat. The rest of the wheat and other cereals to be imported. But after the two-time devaluation of the manat (from 0.78 manat to 1 US dollar at the beginning of February 2015 to 1.6 manat for $ 1 on January 19, 2016) imported wheat has risen by more than 2 times.

Due to the import of wheat and wheat went up local production. As a result of sharply increased prices for pasta, flour and bread. This sharp rise in prices has led to protests in Siyazan, Lankaran, Agjabedi, Fizuli, Agsu regions and the cities of Guba, Astara and Jalilabad. Given that the influence of radical Islam in the region in recent years is growing rapidly, there is no doubt that the Islamists, as in Egypt, popular discontent difficult socio-economic situation will be used to overthrow President Ilham Aliyev.

The third blunder President of Azerbaijan, which is pushing anti-government protests in his country to develop the Syrian scenario - a removal of the unemployed people from the region of the capital on the eve of the first European Games in 2015 in Baku.

It is an expensive sport event Aliyev Jr. used to cleanse the capital of the discontented masses and opposition supporters not to allow in Baku next maidan. But during this campaign suffered tens of thousands of ordinary Azerbaijanis, who were in Baku on earnings, engaged in petty trade, and legal / illegal work in various spheres of economy. When the game ended, the mass of unemployed and would like to return to Baku, the reverse access to capital for people from the region have closed, and since September 15 last year, from 7 am to midnight, the capital closed for vehicles with regional numbers. As a result, earnings were not even those Azerbaijanis, who earned that "taksovat" between the capital and the regions. Thus, Ilham Aliyev, in fact, their own hands the whole protest electorate is distributed throughout the country, thereby increasing the scale of the mass anti-government protests. So today we have all grounds to say that the events in Azerbaijan will not be established on the Ukrainian scenario (when all the major revolutionary events took place in the capital), and the Syrian scenario, when the popular revolts began in the regions and the central government began to lose control of the periphery. In this case, no internal forces and the police will not be saved by the Aliyev regime overthrow, as it is not in every town and village to send security forces, which will impose order there.

The protests that took place in the regions of Azerbaijan in mid-January, have shown that dissatisfied with their socio-economic situation of the people spend their rallies not only in cities but also in villages, and everything happens spontaneously. Even opposition parties refuse to acknowledge their involvement in the anti-government demonstrations. Therefore, when the whole mass of the people protest rise at the same time throughout the country, that Ilham Aliyev will risk losing control over the regions, and to remain the master of a capital city and surrounding areas. By the way, in the same way in 1993 overthrew the second president of Azerbaijan Abulfaz Elchibey, when a rebellion led by Colonel Suret Huseynov began in the second largest city of the Republic of Ganja and quickly spread throughout the country. And when armed supporters of the rebel colonel got to Baku, President Elchibey secretly ran away to his native village Keleki in Ordubad region of Nakhichevan Autonomous Republic. Therefore likely that Ilham Aliyev will feel - the situation in Baku does not change in his favor - he, too, follow the example of President Elchibey, acting on the principle: "If a real" heroism "is composed of 10 feats, then 9 of them - fled, and one - secure hiding before fleeing. "

            Azerbaijani authorities in panic

In recent days, the events associated with the currency panic and protests in Azerbaijan are developing very rapidly. Since January 8, the Central Bank has limited the definition of a corridor exchange rate to 4% from the official rate, since after the second devaluation of the manat 21 December 2015 the population finally lost confidence in the authorities, and was in a panic to buy the currency at a higher price, for fear of further devaluation of the domestic.

As before the first sharp devaluation of the manat in February, and in December last year, the chairman of the Central Bank of Azerbaijan (CBA) Elman Rustamov almost every day assured the public that "no devaluation of the manat will not." Nevertheless, the authorities in both times unexpectedly sharp drop rate of the Azerbaijani currency. A December 21, 2015 under the guise of the transition to a floating exchange rate of the CBA, in fact, sent manat in "free floating". Therefore, after the sharp fall in oil prices in anticipation of the population of the third wave of devaluation rushed to buy foreign currency, with the result that banks have sharply raised rates. But the citizens of Azerbaijan still continued to buy, leading to a shortage of dollars and euros exchange offices. However, the currency immediately began to sell on the black market, where per 1 US dollar was offered even 2.5 manat. As a result, January 11 in Baku, many currency exchange offices stopped work. January 14 CBA announced the closure of all the "exchangers" outside the offices of banks. Now the currency can only be changed in the head offices of banks, airports and hotels designed for foreign tourists.

On January 15, a number of districts of Azerbaijan began a protest against rising prices and mass unemployment. While the meetings are social and economic in nature, but the protesters have often shout "Istefa, istefa!" ("Resignation, resignation!"), However, does not specifically indicate, whose resignation they are demanding. Meanwhile, the leading opposition party "Musavat" and the People's Front of Azerbaijan has put forward political slogans, demanding the dissolution of the Milli Majlis - Azerbaijani Parliament elected on November 1 last year, and the holding of new parliamentary elections.

To reassure people on Tuesday, 19 January, the Milli Majlis held its extraordinary session, at which the newly elected deputies approved a number of important laws. In particular, it adopted a law "On deposit insurance coverage," according to which the state assumes all the insurance of bank deposits, regardless of their amount, if the interest rate on the deposit is within the rate established by the Azerbaijan Deposit Insurance Fund. Earlier Azerbaijan was insured only the contributions no more than 30 thousand manats (18,7 thousand dollars) or the equivalent of the amount of deposits in other currencies. The new law will fully insure the deposits of more than 6 million depositors.

In addition, the Tax Code of Azerbaijan amended, according to which from 1 February for the next three years, the population is exempt from the 10 percent tax on income earned from bank deposits and dividends from securities. Previously, tax revenues have been released only to bank deposits up to 500 manat. According to the Chairman of CBA Elman Rustamov, currently the bank deposits of the population is 9.5 billion manat ($ 5.9 billion) and income on these deposits - 93 million ($ 58 million).

Simultaneously, the Azerbaijani authorities are trying to prevent the outflow of capital from the country. To this end, on January 19, the Azerbaijani parliament amended the law "On Currency Regulation", imposing a 20 percent fee for the export of currency out of the country for investment, purchase of securities, real estate and land.
The collection does not apply to amounts up to 50 thousand dollars or its equivalent other currencies exported during the year. 20 percent fee also will not affect the currency withdrawn from the country for medical treatment, training, execution of court decisions abroad.

President Aliyev on Jan. 19 ordered to prepare a large-scale privatization program with the participation of international experts in order to attract foreign and local investors, and through the sale of approximately 600 objects fill up the state budget in the period of a sharp drop in oil prices.

            Comment

            • Re: Nagorno-Karabagh: Military Balance Between Armenia & Azerbaijan

CBA, in turn, has allowed citizens to return the old dollar loans of up to 5000 dollars at the rate of 1.05 manat, which was to move to a floating exchange rate of the Azerbaijani Currency December 21.

And President Ilham Aliyev from the beginning of January 15, the import and sale of wheat, production and sale of flour and bread freed from VAT, which led to a decrease in the price of flour and bread by 20%, and then on January 16 signed a decree to increase from 1 February 10% of pensions and other social benefits, as well as the salaries of public sector employees.

But it is hardly a 10 percent increase in pensions and salaries to reassure the population with an increase in the prices of many goods to 100-150%.

At the same time stabilize the foreign exchange market, where every day panic only increased, will not be easy. The sharp devaluation of the manat led to the collapse of the banking system of the republic, and many banks were in a state of bankruptcy.

CBA's decision from January 19 revoked the license of Bank of Azerbaijan, which is one of the largest credit institutions of the country. On the same day the head of CBA Elman Rustamov announced the upcoming consolidation of the banking sector, which resulted from the current 42 banks of the republic will be only five to seven. Central Bank and the Association of Banks of Azerbaijan has started the process to unite the banks.

The situation in Azerbaijan can dramatically worsen this spring

US Congressman, Chairman of the Commission on Security and Cooperation in Europe (known as the Helsinki Commission), Christopher Smith on December 16 last year introduced a Congressional bill "Azerbaijan - Democratic Act 2015" provides for the application of severe sanctions against the state, in particular a ban on the issuing of visas by some officials of the republic. As the report says Smith, "due to the fact that Azerbaijan is in custody a number of famous people, including opposition politicians, journalists and human rights, free entry to the US officials from that country is unacceptable."

The bill also provides for the introduction of penalties for Americans, "receiving financial gain from the business relationship with persons associated with the security agencies, the judiciary and the Government of Azerbaijan," the confiscation of property and bank accounts belonging to certain categories of citizens and the state structures of Azerbaijan in the United States. If the United States will take such terrible sanctions against Azerbaijan, the accounts of many public companies and institutions in the country in the United States can be frozen as a result of which the government of the republic could remain without money, and socio-economic situation in the country with low oil prices could further worsen. Therefore, the adoption of the anti-Azerbaijani law (it is expected that the bill will be considered at the end of February - in March of this year) will be a signal to radical forces in Azerbaijan on action.

Azerbaijan will decide the fate of the "third force"

As the US policy in respect of the Islamic world to Washington to swing the situation bet on Wahhabis. These radicals belonging to the Sunni branch of Islam, with the help of US intelligence may enter the military and political arena of Azerbaijan as a leading force for the overthrow of President Ilham Aliyev. Against the backdrop of the deteriorating economic situation in Azerbaijan makes itself felt the influence of Wahhabism, professing the Islamic "socialism." Today radical Islamic ideas seize the minds of millions of Azerbaijanis, laying the ground for a revolutionary change in Azerbaijan under the banner of Islam. Thus, a radical version of Islam in Azerbaijan absorbs the wrath of corrupt power and on the envy of successful businessmen. With the economic crisis, mass unemployment and abject poverty of the population starving citizens are not interested in such Western values as democracy, freedom of speech, human rights, etc. In addition, the bitter experience of Ukraine, which "democratic" Europe simply framed, pushes away from any ideas of integration with Europe. Hence, the victory of the current pro-Western opposition does not mean anything. Today, many traditional influential activists of the Azerbaijani opposition is very comfortably settled in the economically prosperous countries of Europe, where trying to "command" the protest movement, adding fuel to the first spark of the Azerbaijan revolution possible, and do not want to engage themselves in protest actions in Azerbaijan. But no rest at home the traditional leaders of the Azerbaijani opposition, nor the population do not intend to play the tune of its European "allies" who do not want any risk their lives, nor do solid financial donations. In addition, many activists of the Azerbaijani opposition, comfortably settled in Europe, quite satisfied with the status quo. They are from Western human rights organizations receive substantial fee for a black PR campaign launched against the government of Azerbaijan. They so well. However, poor population living today in difficult economic conditions. People need new opposition organizations and leaders of the protest movement, which will be much closer to the mendicant people and not from the command feysbuchnyh pages.

Today the Azerbaijani people, first of all, hungry for the triumph of social justice and improve their financial situation. And this idea is now advocate radical Islamists. They become the "third force", which will decide the future of Azerbaijan.

In addition, the authorities of Azerbaijan for 15 years already by all means to denigrate the traditional opposition to such an extent that today the same people do not trust the authorities and opposition leaders. By depriving the opposition of traditional popular support as a result of a massive black PR campaign, the authorities of Azerbaijan, in fact, have deprived themselves of the opportunity to dialogue with the disgruntled people in crisis. Now, for those in power there comes a time of unpredictability and uncontrollability. Because Islamic radicals, which will form a powerful new Azerbaijani opposition does not recognize any peace dialogue with the government, for them there is only the language of force in arms. Today, it is Islamic radicals are more mobile and organized force serving with the popular idea of social justice. Therefore, a new Azeri revolution will its leaders. As the events in Libya, Syria and Egypt, radical Islamists are behind the US secret services, who illegally through Turkey will finance these forces.

Today, events are developing in Azerbaijan, in fact, the American scenario. US, seeking to establish a radical Islamic regime there, there at the same time want to attack Iran, and Russia. After Azerbaijan to Russia is no less important than Ukraine. Sympathy for Turkey in Baku small. Azerbaijanis, especially those who earn in Russia (there are about 2 million people), want more economic and political integration with Russia in the framework of the Eurasian Economic Union than Turkey or the EU. American intelligence agencies that will drive the future of Azerbaijan revolution, are well aware that the path to greater integration of the state with Russia can only block the rise to power of Islamic radicals. Moreover, the coming to power of the Islamic opposition for Russia would be a double blow: first, the Russian Federation will lose Azerbaijan as a regional ally, which is fraught with a strong weakening of Moscow's influence in the South Caucasus; Secondly, after the victory of the Islamists in the country can dramatically worsen the situation on the Russian North Caucasus. Then Russia can get a war with the Islamists already on site.
