The Official visit of the Armenian Minister of Defence Seyran Ohanyan to SlovakiaOn the 22nd of November the delegation headed by Armenian Defence Minister Seyran Ohanyan paid an official visit to Slovakia, following the invitation by the Minister of Defence of the Slovak Republic Ľubomír Galko.
During the visit the Defence Ministers of the two countries discussed matters of bilateral cooperation. ARM MoD Seyran Ohanyan and the SR MoD Ľubomír Galko signed an agreement on “Military Cooperation between the Government of the Republic of Armenia and the Government of the Slovak Republic”, which anticipates a cooperation in the following main areas – Professional Military Education and Training of the personnel, military medicine, peacekeeping, exchange of experience in the sphere of Strategic Defence Review, etc.

Azerbaijan’s two navy officers die in road accident

Baku. Hafiz Heydarov – APA. Two officers of Azerbaijan Naval Forces were killed in a road accident last night, APA reports. The accident took place in Sabayil district of Baku.

Opel driven by the Naval Forces officer Kamil Huseynov, 21, struck against the roadside post. Huseynov and his fellow soldier Fuad Almazov, 27 died at site.

Spokesperson for the Defense Ministry Teymour Abdullayev told APA that the fact is investigated.

With its actions, Armenia confirms the commitment of this country to resolve the Nagorno-Karabakh conflict by military means, director of the Center for Political Innovation and Technology Mubariz Ahmedoglu said to a press conference on Tuesday.

"Today, Armenia has no other way than war, because they can not otherwise explain to future generations their defeat. They militarily occupied Karabakh and they must also lose as a result of war. They do not have any other way," said Ahmedoglu.

Azerbaijan is fully ready for war, said Ahmedoglu. "This is not because the Armenian army is weak, but because the Azerbaijani army is really strong. The further developments will depend on the summit in Astana," he said.

According to the political analyst, official Yerevan regards war as a source of income.
"Armenia must know one thing: Azerbaijan will go to war once and the result will solve all problems existing between Azerbaijan and Armenia. If we start a war, it will end not only with the liberation of Karabakh," said Ahmedoglu.

According to the analyst, the problems between Baku and Yerevan are not limited to the Nagorno-Karabakh conflict.

"These problems include the liberation of Nagorno-Karabakh and surrounding territories, affirming the right of Azerbaijan to Meghri railroad (in the Soviet period, right to the railway belonged to Azerbaijan) and the return of Zangezur to Azerbaijan. Armenia should confirm that Yerevan and the territory around the city are Azerbaijani territories," said the analyst said.

National Service or Death Sentence?: Latest shooting incident enflames debate on weak points in Armenian military


The recent deadly shooting in an army unit near the Karabakh frontline in which four soldiers were killed and as many wounded is shrouded in secrecy unprecedented even for Armenia, where details are short and authorities circumspect.


The Ministry of Defense does not disclose the identity of the arrested soldier of the same unit and does not suggest any leads or versions of what happened. It only remains for journalists to make suppositions and hypotheses and one of them is that a conflict emerged among soldiers and one of them went on a shooting rampage killing four and wounding three. The soldier then survived his attempted suicide.

One of the wounded in the incident that occurred on November 19, Sargis Melkumyan, is transferred to the military hospital of the Defense Ministry of Armenia in Yerevan. His condition remains critical. The other three soldiers are in Stepanakert, their condition is serious, Armenian Defense Ministry spokesman David Karapetyan said.

The incident sparked another wave of public resentment in Armenia and Karabakh. A nongovernmental organization in Karabakh, Helsinki Initiative-92 issued a tough statement and demanded the resignation of the defense minister of Karabakh. Armenian media and online social networks are also full of condemning statements.

Experts point out several “weak links” in the army which they say lead to tragic incidents. First of all, hazing and the presence of “privileged” army officers and soldiers, who are entitled to engage in extortion and commit violence. And secondly, the physical and mental state of conscripts.

The first commander of the Karabakh army, Major-General (Commandos) Arkady Ter-Tadevosyan said at a press conference on Tuesday that “Israel managed to make a willful decision to eliminate hazing, which means that if there is a will, there will also be a way to do that in the Armenian army as well.”

He believes that measures are being taken, but they are not sufficient. Norik Avetisyan, a soldier in one of the military units in Karabakh, said in an interview with ArmeniaNow that much has changed in the army since summer when the first major comrade-on-comrade shooting case took place. A representative of military police was appointed to every unit and servicemen may turn to him if an officer or other soldiers try to commit violence. According to Avetisyan, as a result of such appeals, specifically from their unit six officers have been dismissed and demoted, “offending” soldiers have been transferred to other units. In addition, a decree banning dispatch of soldiers to clean toilets has been issued. Now specially hired civilians do this work in the army.
Norik says that officers are afraid to hit a soldier, because they may be dismissed “without an inquiry or trial.”

Officers, meanwhile, complain about conscripts’ state of health. One officer, who asked not to be named, says that with every draft he gets physically unhealthy and mentally disturbed soldiers. To ensure the manning of the army, military enlistment offices pay less attention to health. It is the weak soldiers who then become targets of bullying and are forced to defend themselves with guns.

As Ter-Tadevosyan noted, the absence of a regular link between soldiers and their families during the service and the failure of new conscripts to adapt quickly to the army routine are also shortcomings of the modern Armenian army. He says psychologists, who are responsible for the mental and moral state of soldiers, should work with them.

Recently, the General Staff of the Army issued an order calling for stricter medical examinations of not only conscripts, but also people joining the army on a contractual basis.
