Տարածաշրջանում փամփուշտների արտադրության մասով մրցակից չունեն

«Ասպար Արմս»-ը 10 տարեկան է, ԼՂՀ փոխվարչապետ Արթուր Աղաբեկյանը շատ լավ է հիշում ընկերության «ծննդոցը», ինքն այդ ժամանակ ՀՀ պաշտպանության փոխնախարար էր.

«Հիշում եմ 2005 թվականը, երբ Արամը՝ իմ լավ ընկերը, եկավ իմ կաբինետ իր ընկերոջ Վահեի հետ և առաջարկեց, թե հաշվի առնելով, որ ԶՈՒ-ում եղած զենքը մաշված է, արցախյան պատերազմ անցած, իրենք ի վիճակի են կազմակերպել դրանց վերանորոգում-արտադրությունը՝ շուկա հանելու որպես հուշանվեր: Ես շատ ոգևորվեցի և ասեցի՝ դիմեք, դա կքննարկենք պաշտպանության նախարարությունում: Երկու էջի վրա ձևակերպեցին իրենց մտահղացումը, նախարարությունում դրեցինք շրջանառության և ամեն տեղ մերժում ստացանք, թե նպատակահարմար չէ: Հետո այնպես ստացվեց, որ Հայաստան այցելեցին ՌԴ պաշտանության ներկայացուցիչներ և փոխնախարարների համար որպես հուշանվեր բերեցին մեկական ՊՊՇ տիպի ավտոմատ՝ երկրորդ հայրենականին մասնակցած: Ես դա ցույց տվեցի և ասեցի՝ տեսեք ՌԴ-ում այդ գաղափարը վաղուց աշխատում է, բայց նորից մերժվեց: Եվ տղաները որոշեցին այդ գաղափարն ինքնուրույն իրականացնել. սկզբում բացվեց հրաձգարան՝ խորհրդային տարիներին պոլիտեխնիկի հրաձգարանի բազայի վրա: Տասը տարի առաջ բացմանը, որը մայիսի 28-ին էր, ոչինչ չունեին ցուցադրելու և տղաներն ամեն մեկը տնից իր զենքը բերեց, ես էլ պաշտպանության նախարարից ստացած իմ զենքը, որ ցուցադրենք, թե խանութն ու ու հրաձգարանն արդեն բաց են: Հետագայում «Ասպար Արմս»-ը մեծ դեր վերցրեց իր վրա, թե ուսուցման առումով, թե կարևորագույն նշանակության ռազմավարական խնդիրների լուծման՝ ՀՀ-ում և Արցախում: Արցախում տղաները հիմնադրել են «Հայդուկ» հրաձգային ակումբը, որն իր խոսքն ասել է Արցախում: Միշտ հորդորել եմ տղերքին, որ տղա երեխաները փոքր ժամանակ խաղալիքներից նախընտրում են զենքը, բայց հետո մեծանում են և կորում է զենքի նկատմամբ նրանց հետաքրքրությունը: «Ասպար Արմս»-ը կարողացավ սեր, ճիշտ վարվելակերպ ներարկել զենքի հանդեպ: Հրաձգարանում գրանցված են հազարավոր երիտասարդներ, որոնք գալիս են մրցումների, ստանում նոր գիտելիքներ և որպես պրոֆեսիոնալներ ծառայում»:



«Ասպար Արմս»-ի տնօրեն Սամվել Մարգարյանն իրենց տասնամյա ձեռքբերումներից առանձնացնում է ընկերության հանդեպ հաճախորդների վստահությունը, երկրորդ՝ ՀՀ պաշտպանության նախարարության հետ համագործակցությունը, որն արդեն երկար տարիներ է, երրորդ՝ հանդիսանում է Ռուսաստանի Դաշնության «Կալաշնիկով» կոնցեռնի ներկայացուցիչը, նաև՝ տարածաշրջանային սպասարկման կենտրոնն է այստեղ: Ի դեպ, «Կալաշնիկով» կոնցեռնում ««Ասպար Արմս»-ին համարում են վստահելի գործընկեր:



Ավելին՝ «Ասպար Արմս»-ը տարածաշրջանում փամփուշտների արտադրության մասով մրցակից չունի.«Դրանք շատ ճշգրիտ են, ինչը հնարավոր է եղել ստանալ մեր վարպետների մասնագիտական կարողությունների շնորհիվ: Մեր փամփուշտներն ունեն դրսից գնորդներ, կարևոր երկրներ են, բայց չենք գաղտնազերծի նրանց հիմա: 10-ը տարի առաջ այստեղ անմխիթար վիճակ էր, բայց փոքր տեսականուց սկսեցինք և այսօր աճել, դարձել ենք այն, ինչ կանք: Ինչպես նշվեց՝ կարողացել ենք պետության կողմից ստանալ տարբեր տիպի լիցենզիաներ՝ մարտական և քաղաքացիական զենքերի արտադրության համար: Առաջիկայում աշխատելու ենք ավելի եռանդուն, կլինեն նորություններ»:

Հիշեցնենք, որ 2015-ին ՀՀ կառավարությունը հինգ տարով երկարաձգեց «Ասպար Արմս» ՍՊԸ-ին տրված մարտական զենքի արտադրության լիցենզիայի գործողության ժամկետը: 2012 թվականից մինչ նախորդ տարի ընկերությունն ըստ պաշտոնական տվյալների, կատարել է մարտական զենքի արտադրության 83 մլն 500 հազ. դրամի պայմանագրային աշխատանքներ:

«Ասպար Արմս»-ի տասնամյակին նվիրված արարողությանը, որին ներկա էին ՀՀ բարձրաստիճան պաշտոնյաներ, ընկերության բարեկամ, ընկեր Հանրային ռադիոյի գործադիր տնօրեն Արման Սաղաթելյանը նկատում է՝ տասը տարի առաջ ասված մեր բոլոր մաղթանքները 100 տոկոսով իրականացել են:
««Ասպար Արմս»-ի հիմնական նվաճումը ես կբաժանեմ երկու մասի՝ տղաների շնորհիվ մենք ոչ միայն չենք զիջում աշխարհում հայտնի արտադրություններին, այլև առաջ ենք, թեպետ ունենք նվազ ռեսուրսներ, տնտեսական սահմանափակ հնարավորություններ: Այսօր կա ապացույց, որ ի վիճակի ենք արտադրել որակյալ և էժան զենք ՀՀ ԶՈՒ-ի համար, երկրորդ՝ ստեղծվել է միջավայր է, որպեսզի ընդհանուր անցյալ, նույն արժեհամակարգ ունեցողները, պատերազմով անցածները շփվեն իրար հետ, ճանաչեն»,-շեշտում է Սաղաթելյանը:

Հոբելյանական հավաքին ընկերության ձեռքբերումների առարկայական ապացույցներն էին ներկայացված:




«Ասպար Արմսում» գործում են զենքի վերանորոգման, արդիականացման, գեղարվեստական ձևավորման արտադրամասեր, որտեղ աշխատում են լավագույն զինագործ վարպետները։



Զենք գնած հաճախորդի ցանկության դեպքում տեղի վարպետները կարող են զենքի վրա տեղադրել օպտիկական նշանոց, անհրաժեշտության դեպքում փոխել խզակոթը, լույս տեղադրել և այլ տարատեսակ ծառայություններ մատուցել։



Հայաստանում լավագույն զինագործը համարվող Ռուբեն Մինասյանը թվարկում է իր ձեռքի տակով անցած զինատեսակները և վստահեցնում՝ ՀՀ ՊՆ-ի բոլոր պատվերները կարողանում են կատարել, օրինակ՝ անձայն զենքեր, որոնք 300 մ հեռավորությամբ ճշգրիտ կրակում են:



Վարպետն ասում է, որ հրազենի մեջ նորություն հնարավոր չէ անել՝ գիշերային սարք, նշանոցներ, լավ փամփուշտներ: Ի դեպ, նշանոցներն այստեղ չեն արտադրվում. «Արտադրվում են խլացուցիչները, փողերն է փոխվում, պոչերը: Ինչ վերաբերում է, թե որքանով են զենքերն այնուհետ կատարում իրենց խնդիրը, ասեմ՝ եթե խնդիրը դրած է դիվերսիոն խմբերի համար՝ անձայն, գիշերային սարք, որը թույլ է տալիս գիշերն աշխատել, ապա 80 տոկոսով»:

Նշենք, որ քաղաքացիական և ծառայողական զենքերի ներկրմամբ, վաճառքով, ինչպես նաև հայրենական զենքի արտադրությամբ զբաղվող «Ասպար Արմս» ՍՊԸ -ն հիմնադրվելուց կարճ ժամանակ անց ձեռք է բերել զենքերի արտադրությամբ զբաղվող աշխարհահռչակ զինագործական ընկերությունների` Ֆաբարմ Իտալիա, Վերնեյ Կարոն Ֆրանսիա, Բերետա Գրուպպ, որի մեջ ընդգրկված են զենքերի արտադրությամբ զբաղվող մոտ մեկ տասնյակ հանրահայտ ընկերություններ, միակ պաշտոնական ներկայացուցիչը լինելու վստահությունը ողջ տարածաշրջանում։

Անդրադառնալով օրվա առիթին, հավելենք, որ այն նշանավորվել է նաև Արցախի եւ Հայաստանի ուժային կառույցների միջև հրաձգության մրցումներով: Թիմային մրցման արդյունքներով առաջին տեղում ՀՀ ԱԱԾ-ի թիմն էր, երկրորդը՝ ՀՀ ՊՊԾ-ի, երրորդը՝ ԼՂՀ ԱԱԾ-ի: Կազմակերպվեց նաև անհատական մրցություն, իսկ հաղթողները հանդիսավորությամբ պարգևատրվեցին ռազմական հուշանվերներով:

Ali Hasanov: We could have liberated our lands in a month

Baku. Ramiz Mikayiloglu – APA. Final session of the 4th Congress of World Azerbaijanis was held on June 4.

The agenda of the session included discussions of information of Editorial Commission, Congress documents and new composition of the World Azerbaijanis Coordination Council.

Azerbaijani president's aide for public and political affairs Ali Hasanov said diaspora activity comes from the heart basing on commitment to the homeland. “Every Azerbaijani taking part in diaspora formation loves his/her homeland, lives with its problems. The idea of Solidarity of World Azerbaijanis was put forward by ideologists of the Azerbaijan Democratic Republic - Ali bey Huseynzade, Mammad Amin Rasulzade and others, but they couldn’t complete it,” he said.

Hasanov noted that after returning to power, Heydar Aliyev raised the idea of solidarity of Azerbaijanis again. “The idea of Azerbaijanism became an ideology - basis of today's state policy. Heydar Aliyev brought up the idea of holding the Congress of World Azerbaijanis and we worked 3 years for the first congress. We were trying to achieve coordination of our diaspora. Some states thought that the solidarity of Azerbaijanis would become a threat to their territorial integrity. Heydar Aliyev revealed that the Azerbaijanis living in Iran, Russia and Central Asia can promote Azerbaijan, support the homeland after becoming the worthy citizens of those countries. Azerbaijanis are gathered together to promote multicultural traditions in those countries. These Azerbaijanis can serve both in the countries they live and in Azerbaijan. They can be represented in the legislative and executive bodies of those countries, work for their prosperity and contribute to the success of Azerbaijan. By the way, our difference is that we respect religions, languages and cultures of other countries, while Western countries show tolerance towards them. This is the best form of coexistence. We want to give this message to the world at this congress,” he said.

Hasanov stressed that the World Azerbaijanis must firstly achieve unity among themselves. “If we fail to achieve unity of diaspora organizations abroad, we should achieve normal cooperation and solidarity in national issues. The message of the head of state was about it. Thus, we can achieve restoration of the violated rights of our compatriots abroad, holding events on protection of our national interests. We could have liberated our lands in a month, but were prevented. Unfortunately, there is a mechanism for such prevention in the modern world. Therefore, access to global information space and creation of virtual media are important. The President paid special attention to this issue in his speech,” said president’s aide.

He said it is time to establish World Azerbaijanis Business Association and hold its conference in Baku this year. “There are Azerbaijani businessmen who are able to finance election campaign of parliamentarians abroad,” he noted.

“It is important for Azerbaijani families, living abroad to travel to Azerbaijan for recreation. “I am proud of being an Azerbaijani” should be a slogan of our compatriots. Embassies and the State Committee for Work with Diaspora should ensure the coordination of Azerbaijani diaspora,” president’s aide noted.

Chairman of Azerbaijani State Committee for Work with Diaspora Nazim Ibrahimov said Azerbaijani President Ilham Aliyev delivered a historical speech in the opening of the congress. He said unlike previous congresses, all conditions were created at this congress for speeches, discussions and proposals of the participants. "Congress documents will be adopted, composition of the World Azerbaijanis Coordination Council established at the first congress will be renewed,” he added.

Head of history department of the Literature Faculty of Turkey’s Giresun University Aygun Attar said she is proud of being an Azerbaijani.

MP Elman Nasirov said new situation emerged after Azerbaijan’s ensuring superiority over Armenia on the contact line after April clashes, it is important to be more active in information war. “Diaspora must be active in this field. A special center should be established for the coordination of activities in the field of information,” he noted.

The appeal of the 4th Congress of World Azerbaijanis to Azerbaijani President Ilham Aliyev was adopted. The appeal says that Azerbaijani Diaspora resorted to offensive tactics to prevent anti-Azerbaijani propaganda, common strategy was chosen for more organized coordination of the activities, important meetings and forums were held since the last congress. It says Azerbaijan has become a leading state in the region. Congress representatives expressed their joy over combat readiness of the Azerbaijani army that prevented military provocations of the Armenians early in April. “Each of us wishes for victory, returning Karabakh and liberation of our lands. We are re-expressing our support to you in this direction. We assure you that we will further mobilize all our means and abilities to bring to the world community the realities of Azerbaijan, preserve and promote our national and cultural heritage, achieve more organized activity of the World Azerbaijanis to meet national interests of the homeland,” reads the appeal.

Then, the new composition of the World Azerbaijanis Coordination Council was selected under the chairmanship of president Ilham Aliyev.
