PanARMENIAN.Net - Armenian National Committee of America (ANCA) Communications Director Elizabeth Chouljian said that it is too early to speak about the U.S. aid appropriations in 2012.

The works on FY 2012 budget consideration are still under way in the U.S. House of Representatives. And it will be too early to speak on funds appropriation unless the draft budget is approved, Chouljian told a PanARMENIAN.Net reporter.

Earlier the Azerbaijani media reported that the U.S. plans to allocate $8.75mln and $5.48mln military aid to Armenia and Azerbaijan respectively in 2012.

Soldier of Azerbaijani Army commits suicide

Baku. Hafiz Heydarov - APA. A suicide took place in Azerbaijani Army, APA reports.

The incident was recorded in one of the military units belonging to Baku force. Orkhan Ilham Mammadov, born in 1991, drafted from Oghuz Region in January, 2010, committed suicide by hanging himself. The reasons of the suicide are not known yet. There were only 3 month for his demobilization from the army.

Press service of the Defense Ministry confirmed the fact to APA. It was noted that reasons of the incident were being investigated.

Lieutenant-Colonel Azeri cut his throat
Lieutenant-Colonel army of Azerbaijan, the head of the mobilization department of housing Azer Huseynov attempt suicide slit his throat with a razor, the newspaper Yeni Musavat.

The incident occurred in the case Shamkhor Azerbaijani Defense Ministry, which was played on February 20 bloody tragedy with seven deaths.

Guseinov soldier was taken to a military hospital of the city of Ganja. Doctors assess the condition of Huseynov as dire, his life is under threat due to loss of large amounts of blood.

After the incident of 20 February Shamkhor case on the orders of President Aliyev was sacked Corps Commander Lt. Gen. Genghis Shafiev.

After the murder of soldier's military prosecutor's office opened a criminal case and in the army were uncovered numerous instances of lawlessness, corruption and bribery.

It is possible that Huseynov is responsible for counting the personnel and the deployment of soldiers and officers who knew a lot about reigning in the army lawlessness, attempted suicide, to avoid charges.

Fed up with the EU and Cyprus, Turkey eyes Karabakh

Turkey’s relations with the EU took another blow last week. The European Parliament is not known for its “softly, softly” approach, and its recent resolution on Turkey bears witness to that. It has been at its harshest for years with even reasonably Turkey-friendly political groups, such as the Social Democrats, being more critical. Needless to say, Ankara was not impressed. Prime Minister Recep Tayyip Erdoğan’s immediate reaction was to lash out and label it unbalanced.

The report gives an overview of the current state of the reform process. There is a lot of concern over slow progress on human rights and other key reforms. It also reports that “an overall constitutional reform” is still needed to transform Turkey into a real democracy. There is unease over the Ergenekon and Sledgehammer coup cases and there is increasing concern over freedom of the press following the arrests of more than 24 journalists over the last few weeks. Erdoğan has dismissed these claims, saying European parliamentarians have no clue on what goes on in the country.

The report also slams Turkey on relations with Greece and Cyprus, criticizing Turkey’s failure to lift the Turkish Parliament’s “casus belli” threat against Greece and stressing that it expects the Turkish government to stop continuous violations of Greek airspace, including flights by Turkish fighter jets over Greek islands. It also asks Turkey to immediately sign the UN Convention on the Law of the Sea. Ankara was asked to actively support and facilitate negotiations for resolving the Cyprus problem (something Ankara claims it is already doing), including creating a good climate for peace by initiating the immediate withdrawal of Turkish troops from Cyprus -- something that Turkey will probably never do outside the framework of a settlement deal. Turkey is also urged to give greater support for the committee seeking Cyprus’ missing persons, giving them access to military zones and files, while Turkey and Turkish Cypriot authorities are asked to avoid creating new settlements of Turkish citizens on Cyprus, something which has increased since former Turkish Cypriot leader Mehmet Ali Talat was replaced by Derviş Eroğlu.

Turkey is frustrated by what it perceives as a double-standard approach to the country vis-à-vis membership talks, which are impacted by the EU’s seemingly intransigent approach to visa facilitation and visa liberalization. While the countries of the Western Balkans already have visa-free regimes and Ukraine, Moldova and, in the future, Russia are negotiating, Turkey is facing a freeze. Always the optimist, Turkish State Minister for EU integration Egemen Bağış declared that Ankara vows to stick to its agenda of reform despite the fact that the talks are pretty much taking a “siesta.” With numerous chapters blocked, Turkey has only three remaining, all with difficult opening benchmarks.

Ankara has already postponed numerous laws requiring EU harmonization because, without the EU goal, the financial burden seems too great. Turkey is also in no hurry to pass a law to monitor financial assistance that is a precondition for opening the competition chapter because of the significant costs to the public and private sectors.

Contrary to Bağış’ statements, it seems Turkey has put its reform agenda on the back burner. It may be, therefore, some time. Instead, Ankara has switched its focus to other foreign policy issues. Rather than dealing with Cyprus, it has decided to look again at the South Caucasus and put its fingers back into the Nagorno-Karabakh pie.

Ankara, together with Baku, has come up with a multistage plan that, if it were to be successful, would bring an end to the Nagorno-Karabakh conflict -- something the international community has been trying to do for almost two decades. The plan foresees the return to Azerbaijan of five of its seven territories currently occupied by Armenia, an international peacekeeping force and the return of Azerbaijani internally displaced persons (IDPs) to their former homes (nearly 1 million were displaced during the war). This step would also include the opening of the Turkish-Armenian border. Further down the line another two Azerbaijani territories would be returned, with Karabakh having an interim status including a degree of self-rule. Eventually (at least 10 or 15 years), the final status of Karabakh would be determined. Indeed, many of these elements (not the border opening) are already foreseen in the set of basic principles that are currently being negotiated by Azerbaijan and Armenia.

Armenia has rejected the proposal, with the government spokesman responding that Turkey has nothing to do with Karabakh conflict resolution, claiming that further Turkish interference would only serve to damage the peace process further. In 2010, when Turkey decided to link the resolution of the conflict to its own rapprochement with Armenia, it had a very negative impact on the Organization for Security and Cooperation in Europe (OSCE) Minsk Group mediated peace talks. This new proposal seems to makes the exact same link, only it is wrapped in different packaging. The international community made it clear that the two issues are separate. The simple fact is that Turkey is not a neutral player; it is therefore unable to be part of the Karabakh peace talks.

Director of the Civil Aviation Administration: “Aircrafts landing to airport constructed in the occupied Khankendi city may be annihilated”

Baku. Rashad Suleymanov - APA. Official Baku may annihilate aircrafts flying to airport constructed by Armenians in the occupied Khankendi city located in Nagorno Karabakh territory, Director of the Civil Aviation Administration Arif Mammadov told journalists, APA reports.

Speaking about the information on construction of a new airport in Khankendi city, administration director noted that preventive measures had already been started in this regard. Last year, the CAA sent notice in connection with it to the International Civil Aviation Organization (ICAO).

“We told that our airspace is closed over Karabakh. According to law on aviation, it is considered to annihilate those aircrafts which fly even to there”, said Mammadov.

Administration director added that ICAO head addressed letter to Azerbaijani side and recommended to join some conventions, make efforts to prevent occurrence of unpleasant cases in the region: “We wrote to ICAO that this airspace is closed and belongs to Azerbaijani Military Air Forces. That is why, please, warn the opposite side in order to prevent the unpleasant incidents. And ICAO sent my letter to the Armenian side”.

All they do is talk, pathetic fools.

I doubt that Armenians are breaking any laws by flying to Karabakh, otherwise the flights wouldn't have been organized. But hitting a civilian plane would clearly constitute an act of war...
