This is a highly illiterate reporters who have distorted the meaning of the interview. Actually meant 9K72 "Skud"

my instincts are to trust burjuin and not some reporter. The Russians themselves probably have only a few MiG Skat units operational at this time. Most likely it is the 9K72 Scud as burjuin suggests. The writers need to go back and amend that article.
