Azerbaijan could become net oil importer by 2030, state report says

Declining oil reserves starting in 2013 combined with falling commodity prices could throw the Azeri economy and government budget into a tailspin.

While the Azeri government's own Center for Economic and Social Development says that the country is in the midst of an oil boom as it develops huge reserves in the Caspian Sea, government forecasts call for oil revenues to peak in 2012 and reserves to peak in the following year. The rate of decline, the government says, could turn the country into a net oil importer as soon as 2030.

Oil production is already running below last year's pace. For the first six months of this year, Azerbaijan produced 23.8 million metric tons (174.5 million barrels) of oil, a drop of 1.445 million metric tons (10.596 million barrels), or 5.6%, from last year's production to date. Natural gas production is also off. The 12.91 billion cubic meters produced in the first six months of 2011 is 238 million cubic meters, or 2.1%, below the figure for the same period last year. That figure casts some doubt on Azeri government forecasts that call for the country to produce 29.13 billion cubic meters of gas this year, 7.8% more than was produced last year.

Combined with falling commodity prices for oil and gas, the production declines spell trouble in the long run for the Azeri economy and government budget. Azerbaijan has relied on oil exports to power its economy, and a sustained fall in those would drive up government budget deficits and interest rates thanks to declining tax revenue.

The hit to the economy and government budget could even affect the ongoing dispute over Nagorno-Karabakh, a majority Armenian region within Azerbaijans borders. The inhabitants of the region have waged a fight for autonomy dating back to the late 1980s in which neighboring Armenia has taken interest. Azerbaijan has used oil revenues to suppress the autonomy movement and hold off on any negotiations or moves that might result in autonomy for the region. A severe falloff in revenues could force the government to the bargaining table with the Armenians in Nagorno-Karabakh.

Քաղաքագետ Իգոր Մուրադյանին խնդրեցինք մեկնաբանել Ադրբեջանի նախագահ Իլհամ Ալիեւի առաջիկա այցը Սոչի, որտեղ նա հանդիպելու է Ռուսաստանի նախագահ Դմիտրի Մեդվեդեւին: Ի՞նչ կարելի է սպասել այդ հանդիպումից:

- Արեւմտյան հանրությունը, նախեւառաջ ԱՄՆ Ռուսաստանին ազատության որոշակի աստիճան էին տվել ղարաբաղյան կարգավորման ռեժիմում: Արդյունքում, հասել են նպատակին` ոչ մի կարգավորման մասին չի կարող խոսք լինել, իսկ Ռուսաստանը ցուցադրեց իր լիակատար անկարողությունը` գործադրելու առկա լծակները: Վերջերս Մոսկվայում, բավական լուրջ շրջանակներում հարց է տրվել` “եթե ամերիկացիները աջակցում են Մեդվեդեւին, ինչո՞ւ չեն այդ դեպքում թաքցնում իրենց ուրախությունը, Ռուսաստանի փորձերի ձախողման կապակցությամբ”: Այսպես դատում են նրանք, ովքեր կարծես թե խորհրդատվություն են մատուցում նախագահի աշխատակազմին Հարավային Կովկասի եւ այլ տարածաշրջանների հարցերով: Եւ սա ռուսական իստեբլիշմենտն է, կամ ծառայություն իստեբլիշմենտի համար:

Խնդիրը ներկայում այնքան ծաղրը չէ, որ հնչում է ՌԴ նախագահի հասցեին, որքան ԱՄՆ եւ Ֆրանսիայի մտադրությունները` վերանայել հակամարտությունների կարգավորման մեխանիզմները տվյալ տարածաշրջանում, ինչը ենթադրում է Ռուսաստանի դերի չեզոքացում, եւ այդ հարցերում նրա առաջնորդող դերի չեզոքացում: Դա հարված է Մեդվեդեւի ինքնասիրությանը եւ անձնական հեղինակությանը, ով հավատացել էր, թե ամերիկացիներն այնքան են համակրում իրեն, որ կզիջեն իրենց դիրքերը տարածաշրջանում: Այդ պատճառով էլ, Մոսկվայում պատրանքներ են առաջանում, որ հնարավոր է “պարտության խաղարկում”, ինչը թերեւս կապված է այն հույսի հետ, որ հնարավոր է համոզել Ադրբեջանին Մեդվեդեւի “դեմքը պահպանելու” անհրաժեշտության մեջ: Ընդ որում, նաեւ որոշ սպառնալիքներ են կիրառվում, այն հաշվարկով, որ Հայաստանը Մոսկվայի իշխանության մեջ պատահական մարդկանց բարեկեցության համար հերթական անգամ պետք է վճարի արյամբ:

ԱՄՆ, ամենայն հավանականությամբ, ավարտել է “դադարը” եւ վերադարձել նախկին ծրագրերին` Հարավային Կովկասը սեփական ռազմավարությանը ներգրավելու ուղղությամբ, եւ տարածաշրջանում առաջացել է “երրորդ ուժի” հեռանկարը, որպես ռուս-թուրքական սպասվող դաշինքի այլընտրանք: Ընդ որում, բաժանվել են գործառույթները, որոնք տրվել են Հարավային Կովկասի նոր եւ նորագույն պետություններին. Վրաստանին` բացառապես տրանզիտի եւ Ռուսաստանին զսպելու գործառույթ, Հայաստանին` տարածաշրջանում հավասարակշռողի եւ Թուրքիային զսպելու գործառույթ, Ադրբեջանին` “երկրորդային բազավորման” գործառույթ, իսկ Աբխազիային, հարավային Օսիային ու Լեռնային Ղարաբաղին` տարածաշրջանում Ռուսաստանի ու Թուրքիայի ջանքերը շրջափակելու խնդիրներ:

Երբ Բրիտանացիները ցանկանում են բնորոշել ամերիկացիների քաղաքական-ինտելեկտուալ ընդունակությունները, ասում են` “ամերիկացիները պարզ մարդիկ են”: Իրականում, այդ ծրագիրը ոչ միայն պարզ ու ակնհայտ է, այլեւ ինքն է “լողում” դեպի նախագծողները: ԱՄՆ ներկայում ծավալել է բավական ակտիվ աշխատանք Ադրբեջանը կլանելու ուղղությամբ, ինչը ենթադրում է նրա հեռացումը ոչ միայն Ռուսաստանից, այլեւ Թուրքիայից:

Ինչ է մնում Ռուսաստանին` կառչել հույսի վերջին նշույլից: Ադրբեջանի վրա ազդեցությունն ուժեղացնելու համար Հայաստանի շահերը հանձնելու եռամյա այս հիմար եւ ծիծաղելի խաղից հետո մնում է միայն ամերիկացիներին ապացուցել, որ Ռուսաստանը, տապալելով քաղաքական խաղերը, ընդունակ է գոնե կանխել պատերազմը: Ինչ է պետք դրա համար` շարունակել նվաստանա՞լ Ադրբեջանի առջեւ, թե մատակարարել եւս երկու s-300 դիվիզիոն. ստիպված են որոշել:

Հարց է առաջանում` ո՞վ է ավելի շատ մոտեցրել ղարաբաղյան երկրորդ պատերազմը` ԱՄՆ, թե Ռուսաստանը: Հայաստանի ղեկավարության ձեռքին կարեւոր հաղթաթուղթ եւ խաղին մասնակցելու հույս է հայտնվում, այն է` դիտակցաբար ընդունել պատերազմի հեռանկարը, ասել է Իգոր Մուրադյանը:

A soldier died from heat stroke in the Azerbaijani Defense Ministry’s military unit in the Nakchivan Autonomous Republic.

As a military source told Trend, the 21-year-old Samaddin Guliyev was enlisted into the Babak Region Military Commissariat this year. He died in unknown conditions, supposedly due to a heat stroke.

The Defense Ministry deputy spokesman Teymur Abdullayev confirmed the fact. The cause of the soldier’s death is being investigated.

yes i know,but i dont like when they saying thats kaabakh war was russians who was fighting againes azerbaboon, we need to be like georgia,stick with usa or eu not russia, now georgian army have modern weapons and 1.400.000.000, when armenia is only 360.000.000 and old soviet made weapons an technology,

Yea Ok! Don't worry about Armenian weapons we are doing just fine. Look at what happened to Georgia, they did not even last a day! The could not hold ground, it was basically over the first day. The babboon is worse, at least Georgians have some brains. The babboon does not have a brain. :-)

What did the USA or EU for Georgia when Russia supported Abkhazia and Southern-Ossetia? Nothing, Georgia lost a lot of land! If the USA and EU will become the main partner for Armenia instead of Russia there is a chance that Armenia can overcome the same regarding Nagorno-Karabach. The USA and EU needs the oil more then Russia and therefore, I think, always support Azerbaijan because of economic benefits. Russia will be maybe not the most reliable partner but I think, during this time, better then the USA and EU.

Don't you think the USA or European companies will do the same if they had the chance.
Nevertheless I understand what you are trying to say and I also think the Russians get to much influence in our economy.
Unfortunately, because of our border problems and bad infrastructure we don't have many other options at this moment.
Also I think a lot of Armenians with intressting companies for potential buyers are only busy how to create much as money as possible instead of putting Armenia on the first place.
