Serzh Sargsyan visited the Operation Control Center of the RA Armed Forces

The President of the Republic of Armenia, Commander-in-Chief of the Armenian Army Serzh Sargsyan visited the Operation Control Center of the RA Armed Forces, where he familiarized with the technical devices of the automated control system. Later, the President of Armenia conducted a meeting with the RA Army commanding officers.
The RA Minister of Defense S. Ohanian presented to the President the reformation process at the Armed Forces which is being carried out according to the development program. After the Minister’s report, the Commander-in-Chief received a report from the Chief of Staff of the RA Armed Forces regarding the combat readiness of the executive personnel of the Armed Forces.
In the course of the joint staff competition, conducted in the framework of the tactical and front-line service military exercises on combat readiness, the President of the Republic of Armenia, Commander-in-Chief of the Armenian Army Serzh Sargsyan received reports of the commanders of military corps and unit commanders regarding the conducted exercises.

Ադրբեջանում փակվում են բոլոր տեսակի զինկոմիսարիատները: Փոխանցում են ադրբեջանական լրատվամիջոցները՝ հղում անելով նախագահ Իլհամ Ալիևի հրամանագրին: Հրամանագրի համաձայն, զորակոչի և զորահավաքի հարցերը այժմ որոշելու է նոր պետական կառույցը, որը չի ենթարկվելու պաշտպանության նախարարությանը:
Կառույցը ղեկավարելու է Արզու Ռագիմովը, ով նախկինում ղեկավարել է Պետական միգրացիոն ծառայությունը: Ադրբեջանական ԶԼՄ-ների հաղորդմամբ, նոր կառույցը ձևավորվելու է զինկոմիսարիատների հիման վրա: Ալիևը նոր կառույցին հանձնարարել է երկու ամսվա ընթացքում առաջարկներ պատրաստել «ծառայության կառուցվածքի, զինծառայողների ընդհանուր քանակի և ավագ սպայական կազմի պարտականությունների ցուցակի շուրջ»:
Պատգամավոր Զախիդ Օրուջը հայտնել է, որ «զինկոմիսարիատները նախկին խորհրդային հասարակարգից մնացած կառույցներ են» և շարունակել է, թե դրանցից ազատվելը հասարկության պահանջն է: Իսկ վետերանների միության ղեկավար Դաշդամիր Ալիևը հայտնել է, որ զինկոմիսարիատների համակարգը վաղուց իրեն սպառել է և թաղվել է կոռուպցիայի մեջ: Նա նաև կարծիք է հայտնել, որ նոր կառույցը ՊՆ-ի ենթակայությունից հանելը այն կդարձնի ժամանակակից՝ համապատասխանեցնելով բարձր պահանջների:
Ադրբեջանում զինծառայությունը 18 ամիս է, իսկ զինծառայությունից ազատվում են նրանք, ովքեր առողջության պատճառով պիտանի չեն ծառայության համար կամ էլ նմաններն անցնում են այլընտրանքային ծառայություն:
Հետաքրքրականն այն է, որ ադրբեջանական ֆորումներում Ալիևի հրամանագիրն այնպիսի զարմանք է առաջացրել, որ բոլորը անընդմեջ պահանջում են որքան հնարավոր է շատ հղումներ տալ այդ թեմայով: Հատկանշական է, որ զինկոմիսարիատների փակման մասին խոսակցությունները սկիզբն են առել դեռևս 2009թ.-ից, բայց 2 տարի է պահանջվել նման հրամանագիր ստորագրելու համար: Սակայն, ինչպես երևում է Ալիևի հանձնարարությունից՝ նոր կառույցի գործառույթները դեռևս հստակեցված չեն և հայտնի չեն աշխատաձևերը:
Ադրբեջանցիներն անհանգստություն են հայտնել, որ նոր կառույցը կոռումպացվածությամբ չի զիջի զինկոմիսարիատներին, այլ պարզապես դրանց կողմից պահանջվող գումարի չափը կփոխվի: Իսկ, նույն ֆորումների գրառումների համաձայն, զինծառայությունից՝ «ծառայության համար ոչ պիտանի» բնութագրով կարելի է ազատվել 1.200 ադրբեջանական մանաթով, որը համարժեք է շուրջ 1500 ԱՄՆ դոլարին: Սակայն, դա ֆորումներում հանդիպած նվազագույն թիվն է, առավել աչքի է ընկնում 3000-4000-5000 մանաթը:
Այսօր ադրբեջանցիները հակված են կարծել, որ այդ փոփոխությունների նպատակը ոչ թե կոռուպցիան վերացնելն է, այլ ավելի մեծ գումարներ աշխատելն է, քանի որ այսօր կվերաստուգվեն նաև նախինում «ծառայութանը ոչ պիտակի» «որակվածները» և, մեծ է հավանականությունը, որ նրանք ստիպված կլինեն կամ կորած համարել նախկինում տված գումարը կամ նոր գումար վճարել՝ զինծառայությունից խուսափելու համար:
Ոմանք էլ նման փոփոխությունն այնքան անիմաստ են համարում, ինչպես «միլիցիա» անվանումը «պոլիցիայի» փոխելը, որը ոչ մի էական փոփոխության չի հանգեցրել այդ կառույցի աշխատանքում:
Ի դեպ, պետք է նշել, որ Ադրբեջանում ևս քննարկվել է զինառայությունից ազատվելու օրինական տարբերակը, երբ որոշակի գումարով հնարավոր կլիներ ազատվել պարտադիր զինծառայությունից, իսկ վճարված գումարները կուղղվեին Զինված ուժեր: Սակայն դեռևս պահպանվում է կոռուպցիոն ռիսկը և ավելի մեծ գումարով պարտադիր զինծառայությունից ազատվելու հավանականությունը:Comment

3 Azerbaijani activists accused of spying for Azerbaijan arrested in Iran

Baku. Konul Jafarli – APA. Three activists of Azerbaijani human rights movement in Iran were sentenced to imprisonment.
APA reports that Ismayil Barzgari and Rasul Heydarzadeh were sentenced to 7 years imprisonment, Javad Zadkam to 3 years imprisonment at the trial, which was held in 25th department of Tehran Revolutionary Court. They were accused of spying for Azerbaijan. They were not even ensured with a lawyer. The judicial trial was held behind closed doors.
Barzgari is a dentist, he has dental clinic in Tabriz and Baku, Heydarzadeh is a musician, Zadkam has a gym hall in Tabriz.
They were arrested in April 2011. They were subjected to torture for 7 months in one-man cell of 209th section of Tehran’s Evin prison. Two months ago they were transferred to that prison’s general section.Comment
