Ceramic is the most common rifle plate used in western armed forces some of them weighing in as little as 2.5 kg and stopping 7.62x39(AK-47) 7.62x54R (Dragunov) 7.62x51 (JN-90) when used with the proper vest.
Steel is a much cheaper but is heavier weighing in at 4kg per plate. This is also ratted to stop the above mentioned rounds but fragmentation of the bullet is much more likely. at certain angles these fragments can bounce off the steel and enter the arms, neck or groin.
