"They just want a country with less foreign influence." If that was the case they did the opposite of what they wanted. Before they dealt with russian influence but now they have to deal with Russian, german, usa, Belgium, france....I think you see my point. I think Hakop makes a good point about looking within for answers but it is not easy for a country like Armenia to do this because much of its problems and solutions depend on external factors. While I was in Armenia I sensed that a lot of people were blaming outside factors for their country's problems and I cannot say they were wrong in doing so but the point Hakop makes is still very much valid. Even when much of what is happening is in the hands of foreign powers we still have significant control over our lives and must use it to improve our situation. It is easy to wallow in helplessness but like all other delusions depression is also based on a false sense of reality. There is a lot of Russia bashing going on because of what happened in Gyumri and you can see our enemies trying to use the incident to pry us away from Russian sphere. You can see it in this forum and in many other formats. Before you go jumping into the hands of the west though you should really think about what o lets say USA soldiers have done to the people they occupy. Take a good look at Iraq, Afganastan, Lybia....and ask yourself is this better then being in Russian sphere? Now ask yourself who is the blind one here.

There has been a crime commited 2 days ago in Gumry by a Russian. How we will ract to it is very important. Will I be called a prorussian if I say, lets look at this with calm and proceed with thoughtfull manner? We can hate all the russians for this. Or we can extruct the most political, social price from them for this.
If we burn with hate, not helpfull. If turn blind eye, double loss.
This is where neither our government, opposition or people do not have a clear idea. That is no good. ....

I was convinced this was pure criminal issue.
There was slight chance the guy had mental problems.
However when he was caught trying to escape to Turkey alarm bells rang, he was able to think.
Another comforting fact was that he was caught by the Russian border guards.

It appeared pure criminal action on Armenian soil.
There was a Russian military discipline issue (AWOL), but it was not more serious than the cold blood murder of five or six people.

What followed was very distressing.
The Russians refused to hand the murderer to the Armenian authorities because Russians do not hand their nationals to third countries.

Surely that applies when they are on Russian soil.
Are the Russian soldiers on Russian soil?

Does that mean any Russian soldier can commit a crime in Armenia and seek refuge by going back to their base?
In what way does this differ when Americans were in Iraq or Afghanistan?

What redress would the victims or their families have?

Հայաստանի Էրեբունի ռազմական օդանավակայանում տեղակայման համար նախատեսված ՌԴ ԶՈւ Հարավային ռազմական օկրուգի ռազմաօդային ուժերի և ՀՕՊ ավիացիոն բազայի ուղղաթիռային էսկադրիլիայի անձնակազմը պլանային թռիչքներ է իրականացնում Ռուսաստանի Ռոստովի շրջանում։ Այս մասին հայտնում է ՌԴ ԶՈւ Հարավային ռազմական օկրուգի մամուլի ծառայությունը։

Վարժանքներին մասնակցում են շուրջ 100 օդաչու և թռիչքների համար պատասխանատու այլ մասնագետներ։

Ուղղաթիռային էսկադրիլիայի անձնակազմն ու տեխնիկան Էրեբունի կբերվեն այն ժամանակ, երբ ավարտվեն թռիչքահարթակների, ինչպես նաև կայանման և սպասարկման կենտրոնների կառուցումը։

Տեղեկացնենք, որ դեռ 2014թ հունվարի սկզբին «Ռիա Նովոստի» լրատվական գործակալությունը, հղում անելով ՌԴ ԶՈւ ՀՌՕ մամուլի ծառայությանը, հայտնել էր, որ Հայաստանում տեղակայված ՌԴ ԶՈւ հարավային ռազմական օկրուգի 102-րդ ռազմաբազայի բաղադրիչ Էրեբունի օդանավակայանում օկրուգի հրամանատարությունը կազմավորում է Մի-24Պ, Մի-8ՄՏ, Մի-8ՍՄՎ ուղղաթիռների էսկադրիլիա։ Պլանով նախատեսված բոլոր ուղղաթիռների տրամադրումն Էրեբունի օդակայանին նախատեսված էր ավարտել 2014 թվականին։

Ռազմաբազան մինչև այս հագեցած էր միայն ՄիԳ-29 կործանիչներով, որոնք նախատեսված են ԱՊՀ հակաօդային պաշտպանության միացյալ համակարգի շրջանակներում մարտական ծառայություն իրականացնելու համար։

ՀՌՕ մամուլի ծառայությունից շեշտել էին, որ ուղղաթիռների նոր էսկադրիլիան ծրագրված է կիրառել մեծ թվով գործողությունների իրականացման, այդ թվում՝ զորքերի ավիացիոն աջակցման, ռուսաստանցի զինծառայողների տեղափոխության համար։

Հիշեցնենք, որ 2013-ի նոյեմբերի երկրորդ կեսին ՀՀ պաշտպանության նախարարության՝ կառավարությանը տրամադրված տեղեկանքում նշվում էր, որՌԴ-ն Հայաստանին է փոխանցելու 18 միավոր ուղղաթիռ, իսկ ռուսական կողմն առաջարկել է հզորացնել 102-րդ ռուսաստանյան ռազմաբազան։

Բացի այդ, 2013թ նոյեմբերի վերջին ՀՀ հարավարևելյան ուղղության դիրքեր կատարած այցի ժամանակ Սեյրան Օհանյանը, պատասխանելով Ռազմինֆոյի հարցին, նշել էր. «ՌԴ ԶՈւ և ՀՀ ԶՈւ սպառազինման պլանների ու համաձայնագրերի համաձայն՝ մենք համալրում ենք զինտեխնիկայով։ Ես առայժմ չեմ ուզում ներկայացնել, թե ինչ տեսակի ուղղաթիռներ են լինելու, բայց ասեմ, որ համալրվում է ինչպես ռուսական ռազմաբազան, այնպես էլ ՀՀ ԶՈւ-ն»։

In Gyumri on Wednesday, January 14, local residents took to the streets in protest against the transfer of the suspect in the murder of the Avetisyan family, Valery Permjakova. According to eyewitnesses there were about two thousand people of which many were not locals and have specially arrived to participate.

The demonstrators came to the location of the 102nd Russian base and demanded Permjakova be issued to the Armenian side. Earlier the local police chief tried to dissuade residents of Gyumri from going to the Russian base, but the citizens were adamant about expressing their absolute dismay over the issue. Between demonstrations and police skirmishes, some people lost consciousness during the rally.

Today, the investigative committee of Armenia made a decision to bring in a criminal case regarding the murder of 6 people Valeria Permjakova as a defendant. He was arrested while attempting to cross the Armenian-Turkish border and confessed to the murder. After the arrest he was handed over command of the 102nd Russian military base.

Tomorrow, January 15th, a protest will be held at 15.00 in front of the Russian Embassy in Yerevan for the handover of the suspect to the Armenia authorities.
